{"id":254107,"date":"2025-10-31T22:04:09","date_gmt":"2025-10-31T22:04:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/254107\/"},"modified":"2025-10-31T22:04:09","modified_gmt":"2025-10-31T22:04:09","slug":"wildlife-recovery-means-more-than-just-survival-of-a-species","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/254107\/","title":{"rendered":"Wildlife recovery means more than just survival of a species"},"content":{"rendered":"<p>For decades, wildlife conservation policy has aimed to protect endangered species until there are <a href=\"http:\/\/dx.doi.org\/10.1016\/j.tree.2011.03.001\" rel=\"nofollow noopener\" target=\"_blank\">enough individual animals alive that the species won\u2019t go extinct<\/a>. Then the policymakers declare victory.<\/p>\n<p>That principle is enshrined in laws such as the <a href=\"https:\/\/www.fws.gov\/law\/endangered-species-act\" rel=\"nofollow noopener\" target=\"_blank\">U.S. Endangered Species Act<\/a> and <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/environmental-enforcement\/acts-regulations\/about-species-at-risk-act.html\" rel=\"nofollow noopener\" target=\"_blank\">Canada\u2019s Species at Risk Act<\/a>. It shapes how governments manage wildlife and their habitat, how politicians weigh trade-offs between species protection and human development goals, and how the public understands conservation.<\/p>\n<p>But often, those minimalist population numbers \u2013 <a href=\"https:\/\/doi.org\/10.1093\/biosci\/biu218\" rel=\"nofollow noopener\" target=\"_blank\">enough to avoid extinction<\/a> \u2013 aren\u2019t enough to <a href=\"https:\/\/doi.org\/10.1111%2Fcobi.13425\" rel=\"nofollow noopener\" target=\"_blank\">restore ecosystems<\/a> or <a href=\"https:\/\/doi.org\/10.1126\/science.adg9830\" rel=\"nofollow noopener\" target=\"_blank\">cultural connections<\/a> between people and those animals. <\/p>\n<\/p>\n<p>There\u2019s another way of thinking about species recovery: emphasizing not just avoiding extinction but instead enabling species to truly thrive. A shift from conserving minimum populations to restoring thriving populations involves recovering the <a href=\"https:\/\/doi.org\/10.1046%2Fj.1523-1739.2003.01599.x\" rel=\"nofollow noopener\" target=\"_blank\">species\u2019 ecological role<\/a>, including large parts of its geographic range and genetic diversity, as well as its <a href=\"https:\/\/doi.org\/10.1007\/s13280-025-02238-1\" rel=\"nofollow noopener\" target=\"_blank\">relationships with people<\/a>.<\/p>\n<p>The difference between recovering thriving populations instead of traditional minimalist approaches becomes clear when looking at three iconic North American species: gray wolves, grizzly bears and bison.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/688999\/original\/file-20250903-56-1m5qg5.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A group of wolves gather in a snow-covered clearing.\" class=\"lazyload\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/file-20250903-56-1m5qg5.jpg\"  \/><\/a><\/p>\n<p>              The return of wolves to Yellowstone National Park was touted as a massive success \u2013 but was its goal too limited?<br \/>\n              <a class=\"source\" href=\"https:\/\/newsroom.ap.org\/detail\/KillingWolves-Yellowstone\/b7d03fc2820d409f856ad1a2c0076be7\/photo\" rel=\"nofollow noopener\" target=\"_blank\">National Park Service via AP<\/a><\/p>\n<p>Gray wolves: More than a number<\/p>\n<p>After decades of federal protection, gray wolves were <a href=\"https:\/\/www.fws.gov\/sites\/default\/files\/documents\/Gray-Wolf-Final-Delisting-Rule-FAQs_0.pdf\" rel=\"nofollow noopener\" target=\"_blank\">taken off the list of species protected by the Endangered Species Act<\/a> in parts of the U.S. in January 2021. <\/p>\n<p>The Trump administration is considering removing <a href=\"https:\/\/nywolf.org\/2025\/07\/eighty-conservation-organizations-call-on-appropriations-committee-to-oppose-house-fy26-interior-funding-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">federal protections for gray wolves nationwide<\/a>. <\/p>\n<p>But in the wake of the regional protection removal, states such as Montana and Idaho <a href=\"https:\/\/www.publicdomain.media\/p\/gray-wolf-delisting-endangered-species-act\" rel=\"nofollow noopener\" target=\"_blank\">expanded hunting and trapping seasons for wolves<\/a>, and some organizations added bounties for killing them. <\/p>\n<p>Officials justified their actions by pointing to the fact that gray wolves had <a href=\"https:\/\/montanafreepress.org\/2025\/08\/22\/montana-fish-and-wildlife-commission-moves-closer-to-statewide-wolf-quota\/\" rel=\"nofollow noopener\" target=\"_blank\">surpassed a minimum population threshold<\/a> for species survival, and saying that intensive predator control would not jeopardize the species\u2019 long-term viability. <\/p>\n<p>The states\u2019 current population goals would reduce wolf populations to about one-third of current numbers: from <a href=\"https:\/\/idfg.idaho.gov\/sites\/default\/files\/idaho-gray-wolf-management-plan-2023-2028.pdf\" rel=\"nofollow noopener\" target=\"_blank\">1,235 to 500 in Idaho<\/a> and from <a href=\"https:\/\/fwp.mt.gov\/binaries\/content\/assets\/fwp\/conservation\/wolf\/mgmt-plan\/wmp-2025_final_clean.pdf\" rel=\"nofollow noopener\" target=\"_blank\">1,134 to 450 in Montana<\/a>.<\/p>\n<p>For contrast, there are <a href=\"https:\/\/www.isprambiente.gov.it\/en\/archive\/news-and-other-events\/ispra-news\/2022\/05\/the-wolf-the-italian-population-is-increasing\" rel=\"nofollow noopener\" target=\"_blank\">3,300 wolves<\/a> in Italy. That country has an area about <a href=\"https:\/\/www.wolframalpha.com\/input?i=area+of+montana+vs+area+of+italy\" rel=\"nofollow noopener\" target=\"_blank\">80% of the size of Montana<\/a> and is home to less prey, less open land and <a href=\"https:\/\/www.wolframalpha.com\/input?i=population+of+montana+vs+population+of+italy\" rel=\"nofollow noopener\" target=\"_blank\">more than 50 times as many people<\/a>, all of which significantly raise the potential for human-wolf conflict.<\/p>\n<p>So far in Idaho and Montana, gray wolf numbers have <a href=\"https:\/\/fwp.mt.gov\/binaries\/content\/assets\/fwp\/conservation\/wolf\/12---2023-06-01-wolf-forecasting-model.pdf\" rel=\"nofollow noopener\" target=\"_blank\">stopped increasing<\/a> and may still satisfy <a href=\"https:\/\/www.federalregister.gov\/documents\/2009\/04\/02\/E9-5991\/endangered-and-threatened-wildlife-and-plants-final-rule-to-identify-the-northern-rocky-mountain\" rel=\"nofollow noopener\" target=\"_blank\">requirements under federal laws protecting<\/a> the species. But the wolf population there is not robust and thriving \u2013 it\u2019s just surviving.<\/p>\n<p>Wolves remain absent from <a href=\"https:\/\/www.federalregister.gov\/documents\/2023\/11\/08\/2023-24514\/endangered-and-threatened-wildlife-and-plants-establishment-of-a-nonessential-experimental\" rel=\"nofollow noopener\" target=\"_blank\">large areas that provide suitable habitat<\/a> for them. Reducing wolf numbers further, as the states want to do, would limit their ability to reoccupy these areas, where they could restore ecosystems by helping to manage often overabundant prey populations and also <a href=\"https:\/\/doi.org\/10.1111\/csp2.413\" rel=\"nofollow noopener\" target=\"_blank\">inspire millions of people<\/a> with their wildness.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/689001\/original\/file-20250903-56-x3x1ru.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A large bear and a small one stand near a downed tree trunk.\" class=\"lazyload\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/file-20250903-56-x3x1ru.jpg\"  \/><\/a><\/p>\n<p>              A grizzly bear and a cub in woodlands in Wyoming.<br \/>\n              <a class=\"source\" href=\"https:\/\/newsroom.ap.org\/detail\/USGrizzlyBearProtections\/c9223a415b3e4ce0821cc778e365f52b\/photo\" rel=\"nofollow noopener\" target=\"_blank\">United States Geological Survey via AP<\/a><\/p>\n<p>Grizzly bears: Viable yet vulnerable<\/p>\n<p>Grizzly bear populations in the Greater Yellowstone and northern Continental Divide ecosystems have <a href=\"https:\/\/flatheadbeacon.com\/2025\/08\/20\/fwp-director-says-montana-is-ready-to-delist-the-grizzly-during-panel-discussion-at-western-caucus-policy-summit\/\" rel=\"nofollow noopener\" target=\"_blank\">exceeded the federal recovery targets<\/a> set <a href=\"https:\/\/www.fws.gov\/species\/grizzly-bear-ursus-arctos-horribilis\" rel=\"nofollow noopener\" target=\"_blank\">decades ago under the Endangered Species Act to prevent the bears\u2019 extinction<\/a>.<\/p>\n<p>In July 2025, a U.S. House of Representatives committee agreed to <a href=\"https:\/\/dailymontanan.com\/2025\/07\/17\/house-committee-signs-off-on-delisting-grizzly-bear\/\" rel=\"nofollow noopener\" target=\"_blank\">remove the species\u2019 protection<\/a> under the law, which would allow <a href=\"https:\/\/flatheadbeacon.com\/2025\/08\/20\/fwp-director-says-montana-is-ready-to-delist-the-grizzly-during-panel-discussion-at-western-caucus-policy-summit\/\" rel=\"nofollow noopener\" target=\"_blank\">states to permit people to hunt the bears<\/a> for the first time in decades. But it was overhunting that, in part, <a href=\"https:\/\/doi.org\/10.1002\/jwmg.70057\" rel=\"nofollow noopener\" target=\"_blank\">drove them to near extinction<\/a> in the first place. <\/p>\n<p>Government agencies often say that hunting and trapping reduce human conflicts with bears. But scientific and public opinion on that point is <a href=\"https:\/\/doi.org\/10.1002\/jwmg.70057\" rel=\"nofollow noopener\" target=\"_blank\">far from a consensus<\/a>. There are <a href=\"https:\/\/www.jstor.org\/stable\/27316734\" rel=\"nofollow noopener\" target=\"_blank\">effective, nonlethal methods for keeping bears away from humans<\/a>, such as public education, electric fencing, bear-resistant garbage containers and removal of roadkill and dead livestock.<\/p>\n<p>Once numbering more than <a href=\"https:\/\/www.fws.gov\/species\/grizzly-bear-ursus-arctos-horribilis\" rel=\"nofollow noopener\" target=\"_blank\">50,000 across at least 18 states<\/a> in the 48 contiguous United States, grizzlies now number <a href=\"https:\/\/www.fws.gov\/species\/grizzly-bear-ursus-arctos-horribilis\" rel=\"nofollow noopener\" target=\"_blank\">just over 2,000 and occupy less than 5% of their original habitat area<\/a>. They can be found in only four states.<\/p>\n<p>Current grizzly populations are also not interconnected, despite the <a href=\"https:\/\/doi.org\/10.1016\/j.biocon.2023.110199\" rel=\"nofollow noopener\" target=\"_blank\">availability of suitable habitat<\/a> for them. That risks <a href=\"https:\/\/doi.org\/10.1016\/j.biocon.2023.110199\" rel=\"nofollow noopener\" target=\"_blank\">genetic isolation<\/a> of subpopulations, which decreases genetic diversity and their prospects for adaptation and survival. Disconnection of populations also reduces their ability to <a href=\"https:\/\/doi.org\/10.1038\/s41598-020-80440-9\" rel=\"nofollow noopener\" target=\"_blank\">disperse seeds<\/a>, <a href=\"https:\/\/doi.org\/10.1890\/0012-9658(1998)079%5B2219:GBDEOS%5D2.0.CO;2\" rel=\"nofollow noopener\" target=\"_blank\">improve soil health<\/a> and <a href=\"https:\/\/doi.org\/10.1016\/j.biocon.2025.111455\" rel=\"nofollow noopener\" target=\"_blank\">prey on other species<\/a>. Grizzly bears are also an umbrella species, <a href=\"https:\/\/doi.org\/10.1016\/j.biocon.2022.109888\" rel=\"nofollow noopener\" target=\"_blank\">meaning they share habitat with a disproportionate number of other species<\/a>, so recovering grizzlies benefits the entire food web. <\/p>\n<p>One day, hunting might offer a new way for humans to reconnect with thriving grizzlies. Fuller\/VWPics\/Universal Images Group via Getty Images<\/a><\/p>\n<p>Bison: The illusion of return<\/p>\n<p>Perhaps no species better captures the failure of existing recovery models to move beyond survival toward thriving populations than the bison. <a href=\"https:\/\/doi.org\/10.1111\/j.1523-1739.2008.00899.x\" rel=\"nofollow noopener\" target=\"_blank\">Tens of millions of them<\/a> used to roam North America, <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.adu0703\" rel=\"nofollow noopener\" target=\"_blank\">shaping grassland ecosystems<\/a> and playing significant material, spiritual and communal <a href=\"https:\/\/www.buffalotreaty.com\/relationships\" rel=\"nofollow noopener\" target=\"_blank\">roles in Indigenous cultures<\/a>. <\/p>\n<p>Hunting for bison hides and tongues reduced their numbers to <a href=\"https:\/\/portals.iucn.org\/library\/sites\/library\/files\/documents\/2010-005.pdf\" rel=\"nofollow noopener\" target=\"_blank\">fewer than 1,000<\/a> at the cusp of the 20th century. Today, <a href=\"https:\/\/doi.org\/10.1080\/2201473X.2019.1677134\" rel=\"nofollow noopener\" target=\"_blank\">most bison live on ranches<\/a> in small, fenced herds. <a href=\"https:\/\/www.nps.gov\/subjects\/bison\/protecting-bison.htm\" rel=\"nofollow noopener\" target=\"_blank\">Only 31,000 bison<\/a> in North America are managed for conservation, and most are in isolated <a href=\"https:\/\/doi.org\/10.1073\/pnas.2205315120\" rel=\"nofollow noopener\" target=\"_blank\">pockets of habitat at the fringe of their historic range<\/a>. Even in Yellowstone National Park, which supports thousands of bison and provides a glimpse into how <a href=\"https:\/\/doi.org\/10.1126\/science.adu0703\" rel=\"nofollow noopener\" target=\"_blank\">bison historically shaped North American ecosystems<\/a>, the animals are barred from expanding to other parts of their historic range due to <a href=\"https:\/\/greateryellowstone.org\/blog\/2025\/montana-files-lawsuit-against-yellowstone-national-park-over-new-bison-management-plan\" rel=\"nofollow noopener\" target=\"_blank\">concerns about disease transfer<\/a> to domestic livestock. <\/p>\n<p>Thinking about the bison\u2019s recovery in different terms does not mean tens of millions of them need to be stampeding across the continent. But it could mean <a href=\"https:\/\/doi.org\/10.1111%2Fj.1523-1739.2008.00899.x\" rel=\"nofollow noopener\" target=\"_blank\">large, free-ranging, genetically diverse herds<\/a> that are <a href=\"https:\/\/www.nationalparkstraveler.org\/2025\/08\/ecological-benefits-far-ranging-bison-herds\" rel=\"nofollow noopener\" target=\"_blank\">integrated into a variety of ecosystems<\/a>, where they also have a role in cultural revitalization. <\/p>\n<p>A thriving view of species recovery is central to Indigenous-led initiatives, such as those guided by the <a href=\"https:\/\/www.buffalotreaty.com\/\" rel=\"nofollow noopener\" target=\"_blank\">2014 Buffalo Treaty<\/a>, which has been signed by <a href=\"https:\/\/www.buffalotreaty.com\/articles-of-the-buffalo-treaty\" rel=\"nofollow noopener\" target=\"_blank\">more than 40 Indigenous nations<\/a>. The treaty helped drive bison reintroduction to <a href=\"https:\/\/www.frontiersin.org\/journals\/conservation-science\/articles\/10.3389\/fcosc.2023.1305932\/full\" rel=\"nofollow noopener\" target=\"_blank\">Banff National Park<\/a> in Canada and is currently inspiring the recovery of free-roaming bison on Indigenous reservations across the U.S. and Canada, including the <a href=\"https:\/\/thenarwhal.ca\/blackfoot-guardians-buffalo-herds\/\" rel=\"nofollow noopener\" target=\"_blank\">Blackfeet Reservation in Montana<\/a> and <a href=\"https:\/\/windriverbuffalo.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Wind River Reservation in Wyoming<\/a>.<\/p>\n<p>A broader vision of recovery<\/p>\n<p>Shifting away from the long-standing goal of a <a href=\"https:\/\/doi.org\/10.1017\/CBO9780511623400\" rel=\"nofollow noopener\" target=\"_blank\">minimum viable population<\/a> would require changes to how recovery targets are set, how success is measured, and how decisions are made when populations reach those minimum thresholds. <\/p>\n<p>While national laws in the U.S. and Canada provide valuable starting points, focusing on species not just surviving but thriving would involve more ambitious goals, longer timelines and stronger human-wildlife coexistence measures. It would also require shifting public expectations away from the idea that recovery ends when minimal legal obligations are met.<\/p>\n<p>Doing so could help combat climate change by restoring the <a href=\"https:\/\/doi.org\/10.1016\/j.cub.2022.01.041\" rel=\"nofollow noopener\" target=\"_blank\">role of large, wild animals in nutrient cycling<\/a>, as well as <a href=\"https:\/\/doi.org\/10.1126\/science.1205106\" rel=\"nofollow noopener\" target=\"_blank\">reverse ecosystem degradation<\/a> and help people of all backgrounds <a href=\"https:\/\/www.jstor.org\/stable\/24706957\" rel=\"nofollow noopener\" target=\"_blank\">reconnect with nature<\/a>.<\/p>\n<p>As wildlife biologists, we aim to provide the best available science and recommendations to inform the conservation of North America\u2019s wildlife. Yet under the current management paradigm, where recovery often equates to mere survival, we are compelled to ask whether this is enough. Should wildlife conservation aim merely to prevent extinction or to foster populations that thrive?
