{"id":254470,"date":"2025-11-01T02:01:11","date_gmt":"2025-11-01T02:01:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/254470\/"},"modified":"2025-11-01T02:01:11","modified_gmt":"2025-11-01T02:01:11","slug":"us-squeeze-on-venezuela-wont-bring-about-rapid-collapse-of-maduro-in-fact-it-might-boomerang-on-washington","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/254470\/","title":{"rendered":"US squeeze on Venezuela won\u2019t bring about rapid collapse of Maduro \u2013 in fact, it might boomerang on Washington"},"content":{"rendered":"<p>The U.S. military buildup along South America\u2019s northern rim is, <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2025\/10\/22\/venezuela-trump-maduro-war-narcotics\/\" rel=\"nofollow noopener\" target=\"_blank\">Washington insists<\/a>, aimed at \u201cnarco-terrorists.\u201d A <a href=\"https:\/\/www.crisisgroup.org\/latin-america-caribbean\/venezuela\/beware-slide-toward-regime-change-venezuela\" rel=\"nofollow noopener\" target=\"_blank\">growing chorus<\/a> of analysts aren\u2019t convinced; they suspect what the Trump administration is really after <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/oct\/25\/trump-venezuela-strikes-regime-change\" rel=\"nofollow noopener\" target=\"_blank\">is regime change<\/a> in Venezuela. <\/p>\n<p>Nicol\u00e1s Maduro, the country\u2019s leader since 2013, is taking no chances. In recent weeks he responded to the Trump administration\u2019s moves as if invasion were imminent. After a September <a href=\"https:\/\/www.pbs.org\/newshour\/world\/maduro-vows-a-republic-in-arms-if-u-s-forces-in-the-caribbean-attack-venezuela\" rel=\"nofollow noopener\" target=\"_blank\">emergency decree<\/a> and <a href=\"https:\/\/www.pbs.org\/newshour\/world\/maduro-vows-a-republic-in-arms-if-u-s-forces-in-the-caribbean-attack-venezuela\" rel=\"nofollow noopener\" target=\"_blank\">martial rhetoric<\/a> about a \u201crepublic in arms,\u201d the Venezuelan president says militias and reservists are now mobilized nationwide. <\/p>\n<p>The leftist leader has ordered armed forces, police and militia to deploy across <a href=\"https:\/\/www.reuters.com\/world\/americas\/people-killed-us-boat-strike-were-not-tren-de-aragua-venezuela-minister-says-2025-09-11\/\" rel=\"nofollow noopener\" target=\"_blank\">284 battlefronts<\/a> \u2013 a national defense posture that surges troops on sensitive borders. He has also massed <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/venezuela-boost-troops-tackle-drug-trafficking-us-strengthens-military-caribbean-2025-09-08\/\" rel=\"nofollow noopener\" target=\"_blank\">25,000 soldiers<\/a> near Colombia, a likely vector for infiltration. <\/p>\n<p>In addition, roughly 4.5 million members of the National Bolivarian Militia, an <a href=\"https:\/\/www.ecoi.net\/en\/file\/local\/2091281\/2023_04_EUAA_COI_Query_Response_Q10_Venezuela_Bolivarian%2BMilitia.pdf\" rel=\"nofollow noopener\" target=\"_blank\">auxiliary force<\/a> created in 2005 and made up of civilian volunteers and reservists, have <a href=\"https:\/\/www.france24.com\/es\/am%C3%A9rica-latina\/20250921-ejercicios-militares-y-adiestramiento-de-civiles-as%C3%AD-responde-maduro-a-la-amenaza-de-ee-uu\" rel=\"nofollow noopener\" target=\"_blank\">reportedly mobilized<\/a>. And there is no doubt that should it come to it, the U.S. boasts a <a href=\"https:\/\/www.france24.com\/en\/live-news\/20250904-in-face-of-us-threat-how-does-venezuela-s-military-stack-up\" rel=\"nofollow noopener\" target=\"_blank\">far larger<\/a> and more sophisticated military than Venezuela. <\/p>\n<p>But as an <a href=\"https:\/\/igarape.org.br\/en\/robert-muggah\/\" rel=\"nofollow noopener\" target=\"_blank\">expert on Latin American politics<\/a>, I suspect that might not be enough to remove Maduro from power \u2013 or encourage opposition figures in Venezuela on Washington\u2019s behalf. In fact, any direct attempt to do so might only lead to a slow process that risks entrenching Maduro\u2019s position.<\/p>\n<p>Powerful friends overseas<\/p>\n<p>Alongside nationwide domestic mobilization, the Venezuelan leader still has some pretty powerful international friends. <a href=\"https:\/\/english.elpais.com\/international\/2025-10-23\/maduro-warns-that-he-has-5000-anti-aircraft-missiles-to-guarantee-peace.html\" rel=\"nofollow noopener\" target=\"_blank\">Maduro boasts<\/a> some 5,000 Russian Igla-S, man-portable anti-aircraft missiles positioned at key air-defense points. While unverified, these reports are indicative of the short-range <a href=\"https:\/\/www.armyrecognition.com\/news\/navy-news\/2025\/venezuela-threatens-us-navy-with-su-30mk2-jets-armed-with-kh-31-ship-killer-missiles\" rel=\"nofollow noopener\" target=\"_blank\">air defense and anti-ship capabilities<\/a> being supplied by nations friendly to the Maduro regime.<\/p>\n<p>On Oct. 28, a <a href=\"https:\/\/www.defensenews.com\/global\/the-americas\/2025\/10\/28\/heavy-russian-cargo-plane-lands-in-caracas-amid-us-venezuela-tensions\/\" rel=\"nofollow noopener\" target=\"_blank\">Russian Il-76 heavy cargo plane<\/a>, operated by a sanctioned carrier tied to Russian military logistics, landed in Caracas after a multistop route through the Caucasus and West Africa. If not an outright sign of solidarity, this is a signal that Russia can <a href=\"https:\/\/www.defensenews.com\/global\/the-americas\/2025\/10\/28\/heavy-russian-cargo-plane-lands-in-caracas-amid-us-venezuela-tensions\/\" rel=\"nofollow noopener\" target=\"_blank\">airlift advisers, parts and munitions at will<\/a>.<\/p>\n<p>Iran\u2019s long, quiet hand is visible in Venezuela\u2019s <a href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/iran-may-be-outsourcing-kamikaze-drone-production-venezuela\" rel=\"nofollow noopener\" target=\"_blank\">drone program<\/a>. It was <a href=\"https:\/\/www.armyrecognition.com\/news\/army-news\/2025\/analysis-discover-how-venezuela-uses-iranian-drones-to-boost-precision-strikes-and-coastal-defenses\" rel=\"nofollow noopener\" target=\"_blank\">reportedly seeded<\/a> with Mohajer-2 kits and expanded over the years into armed and surveillance platforms assembled at state plants by Tehran-trained technicians.<\/p>\n<p>Cuba, for its part, has for more than a decade embedded intelligence and internal security advisers across Venezuela\u2019s military services, an underdiscussed force multiplier that helps the regime <a href=\"https:\/\/www.reuters.com\/investigates\/special-report\/venezuela-cuba-military\/\" rel=\"nofollow noopener\" target=\"_blank\">police dissent<\/a> and maintain loyalty.<\/p>\n<p>Although Russia, Cuba and Iran may help Maduro survive, they are unlikely to save him from any determined American campaign.<\/p>\n<p>Cautious opposition<\/p>\n<p>If Washington is hoping that its military squeeze may encourage Venezuelans to take matters into their own hands, the domestic scene is less favorable. The opposition to Maduro is fragmented and vulnerable after being deprived, fraudulently by most accounts, victory in a 2024 vote and a subsequent <a href=\"https:\/\/www.hrw.org\/world-report\/2025\/country-chapters\/venezuela\" rel=\"nofollow noopener\" target=\"_blank\">year of repression<\/a>.<\/p>\n<p>The Democratic Unitary Platform remains split between a pressure wing and a participation wing after the disputed vote. The jolt of morale handed to the opposition on Oct. 10, when the de facto 2024 opposition candidate Mar\u00eda Corina Machado <a href=\"https:\/\/www.nobelprize.org\/the-nobel-peace-prize-2025-maria-corina-machado\/\" rel=\"nofollow noopener\" target=\"_blank\">won the Nobel Peace Prize<\/a>, has yet to move the needle.<\/p>\n<p>There is a low probability, in my opinion, that the opposition can forcibly remove Maduro without a trigger, such as a major split within the security services, sustained mass mobilization with elite defections, or a massive U.S. intervention. <\/p>\n<p>The regime\u2019s domestic security architecture and control of courts, prosecutors and the electoral council make a sudden elite split unlikely. Electoral displacement is also unpromising given that the official opposition is split on tactics, faces daily repression, and Maduro has repeatedly signaled he will not accept a loss \u2013 even if he loses.<\/p>\n<p>Street power, backed by sustained international leverage and U.S. military threats, <a href=\"https:\/\/www.nobelprize.org\/the-nobel-peace-prize-2025-maria-corina-machado\/?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">are arguably the opposition\u2019s best asset<\/a>.<\/p>\n<p>Diaspora politics are febrile. South Florida\u2019s large Venezuelan exile community <a href=\"https:\/\/www.cbsnews.com\/miami\/news\/south-florida-venezuelan-community-reacts-to-trump-ordered-vessel-strike-off-venezuelas-coast\/\" rel=\"nofollow noopener\" target=\"_blank\">reads the naval buildup<\/a> as a potential turning point and lobbies accordingly, even as U.S. immigration and travel policies <a href=\"https:\/\/www.axios.com\/local\/miami\/2025\/06\/06\/trump-travel-ban-miami-response\" rel=\"nofollow noopener\" target=\"_blank\">cut against<\/a> their interests. Since August, the Pentagon has <a href=\"https:\/\/theconversation.com\/venezuela-and-us-edge-toward-war-footing-but-domestic-concerns-international-risks-may-hold-washington-back-266509\" rel=\"nofollow noopener\" target=\"_blank\">surged forces, destroyers and amphibious ships<\/a> into the U.S. Southern Command\u2019s patch. Then, on Oct. 24, <a href=\"https:\/\/www.navytimes.com\/news\/your-military\/2025\/10\/24\/us-to-deploy-uss-gerald-r-ford-to-latin-america\/\" rel=\"nofollow noopener\" target=\"_blank\">Washington redirected<\/a> the USS Gerald R. Ford carrier strike group to the Caribbean.<\/p>\n<p>Meanwhile, attacks against suspected drug vessels will likely continue.<\/p>\n<p>The campaign has already <a href=\"https:\/\/www.axios.com\/2025\/10\/28\/trump-military-drug-caribbean-venezuela-timeline-strike\" rel=\"nofollow noopener\" target=\"_blank\">resulted<\/a> in at least 13 strikes and 57 killed in the Caribbean Sea and eastern Pacific. And President Donald Trump has been consistent in linking the targeted cartels to Venezuela\u2019s government and Maduro directly. Should the U.S. wish to escalate further, precision strikes on Venezuelan territory <a href=\"https:\/\/www.axios.com\/2025\/10\/26\/trump-venezuela-boat-strikes-lindsey-graham\" rel=\"nofollow noopener\" target=\"_blank\">are not out of the question<\/a>. With an aircraft carrier nearby and F-35s staged in Puerto Rico, the Pentagon has options.<\/p>\n<p>Meanwhile, covert actions will accompany any overt military posturing. The White House has <a href=\"https:\/\/www.opb.org\/article\/2025\/10\/16\/trump-confirms-the-cia-is-conducting-covert-operations-inside-venezuela\/\" rel=\"nofollow noopener\" target=\"_blank\">openly declared<\/a> that the CIA has authority to operate inside Venezuela. A U.S. Homeland Security agent reportedly <a href=\"https:\/\/apnews.com\/article\/dhs-plan-capture-maduro-pilot-planes-7915d5a0819ceb518a8ca2b47da8b2e5\" rel=\"nofollow noopener\" target=\"_blank\">tried to recruit<\/a> Maduro\u2019s chief pilot to fly the president into U.S. custody, a plot that fizzled but hints at the psychological ops now in play. Venezuela, meanwhile, has <a href=\"https:\/\/www.reuters.com\/world\/americas\/venezuela-condemns-military-provocation-by-cia-trinidad-tobago-2025-10-26\/\" rel=\"nofollow noopener\" target=\"_blank\">condemned<\/a> \u201cmilitary provocation\u201d by the CIA and others.<\/p>\n<p>It is worth recalling past attempts to unseat Maduro, including a 2018 <a href=\"https:\/\/www.cbsnews.com\/news\/nicolas-maduro-venezuela-failed-assassination-plot-arrests-today-2018-08-05\/\" rel=\"nofollow noopener\" target=\"_blank\">drone attack<\/a> at a Caracas parade and a failed <a href=\"https:\/\/www.axios.com\/2020\/08\/08\/venezuela-green-berets-maduro-raid\" rel=\"nofollow noopener\" target=\"_blank\">freelance operation<\/a> in 2020 that ended with deaths and dozens captured, including two former U.S. soldiers. The U.S. has <a href=\"https:\/\/www.theguardian.com\/world\/2020\/may\/05\/venezuela-donald-trump-denies-link-raid-us-citizens\" rel=\"nofollow noopener\" target=\"_blank\">denied<\/a> any connection to both incidents.<\/p>\n<p>In any event, such operations seldom topple strongmen \u2013 but they do <a href=\"https:\/\/www.axios.com\/2025\/10\/15\/trump-venezuela-cia-maduro-covert-action\" rel=\"nofollow noopener\" target=\"_blank\">seed paranoia<\/a> and crackdowns as regimes chase ghosts.<\/p>\n<p>Possible endgames<\/p>\n<p>If Washington\u2019s real objective is regime change, the plausible outcomes are sobering. To be sure, a quick collapse of Maduro\u2019s government is unlikely. A short, sharp campaign that dismantles the regime\u2019s coercive tools could trigger elite defection. Yet Cuba-hardened internal security, patronage over the generals and years of sanctions-induced siege mentality make a palace coup improbable on a timetable that suits Washington.<\/p>\n<p>In my view, a slow squeeze is likelier.<\/p>\n<p>A hybrid strategy involving maritime and air pressure, covert agitation and inducements, targeted strikes to degrade regime capacity, and political, legal and cyber warfare to isolate Caracas and split the officer corps is realistic. But that path risks entrenching the regime\u2019s hard-liners and worsening a humanitarian crisis even as it degrades Maduro\u2019s capacity. <\/p>\n<p><a href=\"https:\/\/responsiblestatecraft.org\/trump-venezuela-maduro-regime-change\/\" rel=\"nofollow noopener\" target=\"_blank\">Analysts warn<\/a> that the regime change logic, once engaged, is hard to calibrate, especially if <a href=\"https:\/\/responsiblestatecraft.org\/trump-venezuela-maduro-regime-change\/?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">strikes kill civilians or hit national symbols<\/a>.<\/p>\n<p>A boomerang is always possible. Even the successful decapitation of Maduro\u2019s regime would not guarantee a successor able to govern the country.<\/p>\n<p>At least three signposts matter in determining what happens next. <\/p>\n<p>The first is airlift cadence: More Russian cargo flights into Caracas point to accelerated military and technical aid. A second is the expansion of U.S. targets \u2013 a strike on a military installation or <a href=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2731890-trump-does-not-rule-out-removing-venezuela-leader\" rel=\"nofollow noopener\" target=\"_blank\">a presidential bunker<\/a> would cross a political Rubicon, even if framed as a counter-narcotics operation. The third is opposition mobilization.
