We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p>Your support makes all the difference.Read more<\/p>\n<p>Economists have warned the government it faces a number of<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/rachel-reeves-speech-income-tax-rises-budget-b2858003.html\" rel=\"nofollow noopener\" target=\"_blank\"> difficult choices in the upcoming Budget<\/a>, with Rachel Reeves already indicating that more tax rises and spending cuts can be expected.<\/p>\n<p>The chancellor has said that she <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/budget-2025-tax-rises-rachel-reeves-chancellor-b2857642.html\" rel=\"nofollow noopener\" target=\"_blank\">will not be making \u201ceasy choices\u201d<\/a> at the fiscal event on 26 November, after research by the Institute for Fiscal Studies (IFS) indicated she may need to find at least \u00a322bn to shore up the economy.<\/p>\n<p>The Labour government has appeared less certain in recent weeks on its<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/labour-benefits-cuts-budget-uc-dwp-pip-b2848449.html\" rel=\"nofollow noopener\" target=\"_blank\"> manifesto commitment <\/a>not to raise taxes on \u2018working people,\u2019 meaning no increase to the headline rate of income tax, national insurance, or VAT.<\/p>\n<p>With these three largest revenue streams ruled out, the Treasury must now look at smaller tweaks to the tax system to raise the funds it needs. This was recently referred to as a \u201cscrabble bag\u201d by tax expert Dan Neidle to the cross-party Treasury Committee.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/1474195a49d0ee8845b75c9f58140342Y29udGVudHNlYXJjaGFwaSwxNzYxMzQ0Mjc5-2.82008691.jpg\"  loading=\"lazy\" alt=\"Ms Reeves has said she remains committed to Labour\u2019s manifesto commitment not to raise taxes on \u2018working people,\u2019 (PA)\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>Ms Reeves has said she remains committed to Labour\u2019s manifesto commitment not to raise taxes on \u2018working people,\u2019 (PA) (PA Wire)<\/p>\n<p>Instead of this approach, the Tax Policy Associates founder recommended Ms Reeves \u201csteps back and thinks about ways that you could reform the tax system to be pro-growth\u201d, adding: \u201cWhich we have rarely seen in last few decades but now has become quite desperate.\u201d<\/p>\n<p>Should the government hold firm on its commitment, one possible area the <a href=\"https:\/\/www.independent.co.uk\/topic\/chancellor\" rel=\"nofollow noopener\" target=\"_blank\">chancellor<\/a> may be looking at ahead of 26 November is the <a href=\"https:\/\/www.independent.co.uk\/topic\/inheritance-tax\" rel=\"nofollow noopener\" target=\"_blank\">inheritance tax<\/a> system.<\/p>\n<p>Both Ms Reeves and prime minister Sir <a href=\"https:\/\/www.independent.co.uk\/topic\/keir-starmer\" rel=\"nofollow noopener\" target=\"_blank\">Keir Starmer<\/a> have previously they want those with the \u201cbroadest shoulders\u201d to pay a fair share of <a href=\"https:\/\/www.independent.co.uk\/topic\/tax\" rel=\"nofollow noopener\" target=\"_blank\">tax<\/a>, with inheritance tax policy being one of the more obvious ways to achieve this.<\/p>\n<p>How does inheritance tax work?<\/p>\n<p>Inheritance tax is a levy applied to the estate of someone who has died, but only around four per cent of families end up paying it, as most estates fall below the \u00a3325,000 tax threshold.<\/p>\n<p>Key to this exemption is that anything left to a spouse or civil partner is not subject to inheritance tax, regardless of the estate\u2019s value. So if a deceased individual leaves their entire estate to their partner, even if valued at \u00a310m, no inheritance tax will be charged.<\/p>\n<p>However, this exemption does not extend to partners who live together but are not married or in a civil partnership.<\/p>\n<p>Each individual has the \u00a3325,000 inheritance tax-free allowance. Estates valued below this threshold incur no tax, while those above it are taxed at 40 per cent on the excess.<\/p>\n<p>What changes has Labour already made to IHT?<\/p>\n<p>However, two major changes already came to how inheritance is taxed at last year\u2019s <a href=\"https:\/\/www.independent.co.uk\/topic\/budget\" rel=\"nofollow noopener\" target=\"_blank\">Budget<\/a>, making it less clear-cut if Labour will look at this option again this year.<\/p>\n<p>Most controversial was the so-called \u2018tractor tax\u2019 \u2013 reforms to agricultural property relief which are still set to come into force in April 2026. <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/Farmers-protest-7w78ytnd.jpeg\"  loading=\"lazy\" alt=\"Farmers take part in a protest in Oxford over the changes to inheritance tax (IHT). Friday 11 April 2025 (Jonathan Brady\/PA Wire)<\/p>\n<p>This will see the inheritance tax relief for business and agricultural assets capped at \u00a31 million, with a new reduced rate of 20 per cent being charged above that (reduced from the standard 40 per cent IHT rate. The tax will be payable in instalments over 10 years, interest free.<\/p>\n<p>The government says that the actual threshold before paying inheritance tax could be as much as \u00a33 million, once exemptions for each partner in a couple and for the farm property are taken into account.<\/p>\n<p>Private pension wealth that is passed on will also be brought into inheritance tax from April 2027, the chancellor announced. Ms Reeves also opted to extend the freeze on the IHT tax-free allowance at \u00a3325,000 until at least April 2030 \u2013 it has been frozen at that rate by successive governments since 2009.<\/p>\n<p>How could Labour change IHT further?<\/p>\n<p>The Treasury is now reported to be considering a lifetime cap on the value of gifts that a person can pass on before they die, which is sometimes done in a bid to reduce the final inheritance tax bill.<\/p>\n<p>Relief on gifts given before death is also tapered, with no tax due on gifts given seven years before death, up to 32 per cent on gifts given 3 to 4 years before death. The full 40 per cent is due on those given just one or two years before death.<\/p>\n<p>This is understood to also be under review by the Treasury.<\/p>\n<p>Finally, the chancellor may look at extended the freeze to tax-free allowances even further.
