In September, the CPI was down 0.3 per cent year on year.<\/p>\n<p>\u201cPolicies that aim at boosting domestic consumption showed an effect in October, in addition to the <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3328354\/china-sees-uptick-super-golden-week-spending-amid-record-travel-surge?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">long holidays<\/a> of National Day and Mid-Autumn Festival that helped drive demand,\u201d said Dong Lijuan, a senior statistician at the bureau.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Premier Li Qiang has called for more efforts to unleash potential consumption by removing restrictions on spending and accelerating the development of new growth drivers such as service industries and new forms of consumption at a meeting of the State Council, China\u2019s cabinet, in August.<\/p>\n<p>The world\u2019s second-largest economy is striving to meet its annual growth targets despite facing <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"(https:\/\/www.scmp.com\/economy\/china-economy\/article\/3322320\/china-signals-bolder-policies-boost-spending-investment-headwinds-rise)?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\">growing headwinds<\/a> in the second half of the year.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">\u201cCPI inflation rose in October.
