{"id":278439,"date":"2025-11-11T21:15:19","date_gmt":"2025-11-11T21:15:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/278439\/"},"modified":"2025-11-11T21:15:19","modified_gmt":"2025-11-11T21:15:19","slug":"oecd-sounds-alarm-on-australias-innovation-paralysis","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/278439\/","title":{"rendered":"OECD sounds alarm on Australia\u2019s innovation paralysis"},"content":{"rendered":"<p class=\"lead\">A new OECD report warns that without coherent strategy and collaboration, Australia\u2019s tech ambitions risk collapsing under bureaucracy and complacency, writes <a href=\"http:\/\/independentaustralia.net\/profile-on\/paul-budde,576\" target=\"_blank\" rel=\"nofollow noopener\">Paul Budde<\/a>.<\/p>\n<p>THE OECD\u2019s <a href=\"https:\/\/www.oecd.org\/en\/publications\/oecd-science-technology-and-innovation-outlook-2025_5fe57b90-en.html\" target=\"_blank\" rel=\"nofollow noopener\">Science, Technology and Innovation Outlook 2025<\/a> warns that nations unable to align strategy, education and industry will fall behind.<\/p>\n<p>For Australia, the warning lights are flashing. We have the frameworks, the rhetoric and the research talent, but not yet the coherence or urgency to turn them into a lasting advantage.<\/p>\n<p>Ambitious frameworks, complex execution<\/p>\n<p>Canberra\u2019s language sounds impressive: more research and development investment, support for quantum and artificial intelligence (AI), advanced manufacturing hubs, and national reconstruction funds. Yet the pattern feels familiar. As I argued <a href=\"https:\/\/www.afr.com\/companies\/telecommunications\/australia-must-treat-telecommunications-as-a-strategic-asset-20251024-p5n543\" target=\"_blank\" rel=\"nofollow noopener\">here<\/a>, Australia builds infrastructure but fails to extend it intelligently, leaving the real value creation to American hyperscalers.<\/p>\n<p>Innovation policy too often collapses under partisan agendas and bureaucracy. The OECD notes that agility, not abundance, defines success \u2014 yet we keep adding new rules that stifle collaboration.<\/p>\n<p>  <a href=\"https:\/\/independentaustralia.net\/article-display\/australias-digital-governance-recognised-by-the-oecd,20287\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/article-20287-thumb.jpg\" alt=\"Australia's digital governance recognised by the OECD\" class=\"w-100\"\/><\/a><\/p>\n<p>The long-running political football around the National Broadband Network (<a href=\"https:\/\/www.nbnco.com.au\/\" target=\"_blank\" rel=\"nofollow noopener\">NBN<\/a>) shows how short-termism undermines national innovation. After years of meddling, we ended up with a slower, costlier network that now needs fixing.<\/p>\n<p>Reliance on American low-earth-orbit satellites for rural coverage repeats the same mistake: imported tech without domestic regulation or sovereignty safeguards. Add the lack of mobile roaming and vast regions remain disconnected \u2014 proof that Australia confuses infrastructure delivery with genuine innovation.<\/p>\n<p>The human capital gap<\/p>\n<p>The OECD identifies human capital as the biggest driver of innovation. Education, digital literacy and adaptability are Australia\u2019s weak spots. In a <a href=\"https:\/\/independentaustralia.net\/business\/business-display\/swipe-scroll-forget-the-decline-of-deep-reading,20015\" target=\"_blank\" rel=\"nofollow noopener\">previous piece<\/a>, I noted that a tech-savvy society is not necessarily a wise one. The same applies here: without critical thinking, numeracy and communication, creativity stalls.<\/p>\n<p>Employers report shortages in data and engineering skills while science, technology, engineering and mathematics\u00a0(<a href=\"https:\/\/www.education.gov.au\/australian-curriculum\/national-stem-education-resources-toolkit\/introductory-material-what-stem\" target=\"_blank\" rel=\"nofollow noopener\">S.T.E.M.<\/a>) enrolments lag and literacy rates fall. The OECD\u2019s warning of a widening skills mismatch is already visible \u2014 a decline in curiosity and problem-solving that no grant can fix.<\/p>\n<p>From connectivity to capability<\/p>\n<p>Australia\u2019s science, technology and innovation (STI) dilemma mirrors its telecom history. We built the NBN but not the ecosystem around it \u2014 a gap filled by <a href=\"https:\/\/www.amazon.com\/\" target=\"_blank\" rel=\"nofollow noopener\">Amazon<\/a>, <a href=\"https:\/\/www.microsoft.com\/en-au\" target=\"_blank\" rel=\"nofollow noopener\">Microsoft<\/a> and <a href=\"http:\/\/www.google.com\" target=\"_blank\" rel=\"nofollow noopener\">Google<\/a>. We invest heavily in connectivity yet fail to capture the value that flows through it.<\/p>\n<p>The risk is repeating that pattern: constructing the \u201cpipes\u201d while neglecting the digital environment of services, applications and intellectual property. Unless Australia fosters a domestic digital services economy \u2013 from AI to sovereign cloud infrastructure \u2013 we\u2019ll remain passive consumers in our own market.<\/p>\n<p>The OECD urges nations to think in systems, combining research, infrastructure, regulation and social purpose. For Australia, that means shifting from \u201cfund the lab\u201d to \u201cempower the network\u201d: linking universities, startups and communities so innovation becomes shared rather than bureaucratic.<\/p>\n<p>  <a href=\"https:\/\/independentaustralia.net\/article-display\/oecd-slams-broadband-inequality-in-australia,20064\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/09\/article-20064-thumb.jpg\" alt=\"OECD slams broadband inequality in Australia\" class=\"w-100\"\/><\/a><\/p>\n<p>Collaboration, not isolation<\/p>\n<p>Innovation no longer stops at national borders. The OECD shows how global value chains and data flows define competitiveness, yet Australia\u2019s debate remains inward-looking.<\/p>\n<p>Regionally, we should co-create with Indonesia, Singapore, South Korea and Japan through shared labs and joint ventures that build Indo-Pacific capability. At the same time, collaboration with Western democracies is vital.<\/p>\n<p>In an era of technological rivalry and digital authoritarianism, Australia must work more closely with the EU, Canada, New Zealand, the UK, Japan and Korea to defend democratic values, data sovereignty and open digital standards.<\/p>\n<p>As I wrote <a href=\"https:\/\/independentaustralia.net\/politics\/politics-display\/security-without-sovereignty-australias-quiet-slide-into-digital-dependency,20266\" target=\"_blank\" rel=\"nofollow noopener\">here<\/a>, reliance on foreign tech platforms can compromise both economy and democracy. The same applies to STI: engage globally but retain control over intellectual and digital assets.<\/p>\n<p>Innovation for all, not just the elite<\/p>\n<p>The OECD warns that innovation concentrated in big cities deepens inequality. Most STI activity still clusters in Sydney, Melbourne and Brisbane, leaving regional communities under-connected.<\/p>\n<p>Innovation must also be inclusive and sustainable. Rural industries, First Nations communities and local entrepreneurs contribute ideas that rarely reach policy tables. Australia already has the structures \u2013 cooperative research centres, regional development networks, state innovation hubs \u2013 but they\u2019re fragmented and under-funded. A coherent national strategy could turn them into a powerful grassroots innovation network.<\/p>\n<p>  <a href=\"https:\/\/independentaustralia.net\/article-display\/how-australia-lost-its-broadband-lead-and-how-to-win-it-back,19759\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/article-19759-thumb.jpg\" alt=\"How Australia lost its broadband lead and how to win it back\" class=\"w-100\"\/><\/a><\/p>\n<p>Australia\u2019s three inflection points<\/p>\n<p>Australia faces three defining choices:<\/p>\n<p>\tFrom investment to ecosystem: Measure success by national-interest outcomes, collaboration and impact, not money spent.<br \/>\n\tFrom connectivity to capability: Move from building networks to nurturing the people and ideas that use them.<br \/>\n\tFrom domestic focus to global integration: Treat innovation as a global conversation, not a national competition.<\/p>\n<p>The way forward<\/p>\n<p>Australia has world-class research, strong institutions and a diverse talent pool. What\u2019s missing is alignment and purpose.<\/p>\n<p>To catch up, we must:<\/p>\n<p>\trebuild foundational education, particularly literacy and S.T.E.M.;<br \/>\n\tincentivise not just R&amp;D but commercialisation and export;<br \/>\n\tfoster regional clusters beyond the East Coast;<br \/>\n\tstrengthen Indo-Pacific and Western democratic partnerships; and<br \/>\n\treplace \u201cannounceables\u201d with measurable outcomes.<\/p>\n<p>Conclusion<\/p>\n<p>If Australia treats innovation as another budget line \u2013 more grants and glossy launches \u2013 we\u2019ll stay spectators in the global STI race. But if we approach it as a national project uniting education, technology and social purpose, we can still lead.<\/p>\n<p>The OECD Outlook 2025 shows the world moving fast.
