More than half, 60%, were controlled by institutional units from other EU countries, while 40% resided outside the EU.<\/p>\n<p class=\"ecl-u-type-paragraph\">In Luxembourg, foreign-controlled enterprises represented 28% of all enterprises, the highest among EU countries, followed by Estonia (11%). In all other EU countries, foreign-controlled enterprises represented 5% or less of all enterprises, with shares ranging from 0.3% in Poland and Italy to 5% in Croatia.<\/p>\n<p class=\"ecl-u-type-paragraph\">Although their number is small, contribution of foreign-controlled enterprises to the EU economy in terms of employment and, especially, <a class=\"ecl-link\" href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=Glossary:Gross_value_added\" rel=\"nofollow noopener\" target=\"_blank\">value added<\/a>, is significant. These enterprises employed 16% of people working in the EU, and their share of total value added represented 24% of the EU total.\u00a0<\/p>\n<p style=\"text-align:center\"><a class=\"ecl-link\" href=\"https:\/\/ec.europa.eu\/eurostat\/documents\/4187653\/22513254\/foreign-controlled-enterprises-2023.jpg\/3d1ee5df-97be-743d-fd0e-a3d4d2406e9b?t=1762522702691\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Foreign-controlled enterprises in the EU, 2023 (% of the total in value added, number of enterprises and number of employees). By contrast, the lowest shares of value added were observed in France (15%), Italy (17%) and Greece and Germany (each 18%). \u00a0<\/p>\n<p class=\"ecl-u-type-paragraph\">In terms of employees and self-employed persons, foreign-controlled enterprises represented 45% of jobs in Luxembourg, and 28% in Slovakia and Czechia.
