{"id":285729,"date":"2025-11-15T07:49:16","date_gmt":"2025-11-15T07:49:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/285729\/"},"modified":"2025-11-15T07:49:16","modified_gmt":"2025-11-15T07:49:16","slug":"from-muslim-friendly-to-jakim-navigating-malaysias-halal-certification-maze","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/285729\/","title":{"rendered":"From \u201cMuslim-Friendly\u201d to Jakim: Navigating Malaysia\u2019s halal certification maze"},"content":{"rendered":"<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">KUALA LUMPUR \u2013 In Malaysia, the official halal certification is meant to reassure Muslim consumers that an establishment complies with their religious requirements, including being clean and free from forbidden ingredients like pork or alcohol.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">However, not every outlet is willing or able to afford to pay for the certification.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Instead, some of them put up \u201cno pork, no lard\u201d and \u201cno alcohol\u201d signs in the hope of attracting Muslim consumers. A group calling itself Muslim-Friendly Watch (MFW) even attempted to introduce a label called \u201cMuslim Choice\u201d for such establishments.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">On Nov 5, MFW was forced to disband after a public backlash against its \u201cMuslim Choice\u201d label, drawing attention to issues of consumer trust and regulatory oversight in one of the world\u2019s most influential halal economies.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThis move reflects our obedience to the religious authorities and our awareness of the need to safeguard the welfare of the (Muslim community) and the good name of Islam in Malaysia,\u201d MFW said in a statement. A check with the Registrar of Societies Malaysia website on Nov 15 showed that a group called the Muslim Friendly Watch is still active.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The move came after the Department of Islamic Development Malaysia (Jakim) \u2013 the federal Islamic agency which, among other responsibilities, regulates the halal certification \u2013 said on Nov 2 that it has never recognised the MFW\u2019s label. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Jakim said that MFW, led by president Noorman Kamsani who appears to be involved in a consumer-focused non-governmental organisation based on news reports, continued to issue the label to eateries for a fee \u2013 despite an earlier warning in August 2024 that it was causing consumer confusion.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">De facto Religious Affairs Minister Mohd Na\u2019im Mokhtar also warned that MFW may be prosecuted under the Trade Descriptions Act, should it not desist.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The episode highlighted longstanding friction between official certification and a growing patchwork of unofficial claims on restaurant signboards and menus. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Alongside Jakim\u2019s official halal logo, Malaysian diners routinely encounter terms including \u201cpork-free\u201d, \u201cMuslim-friendly\u201d and several other variations that aim to reassure Muslim customers but do not represent formal certification. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Some of these are put up by the food and beverage (F&amp;B) establishments themselves. In August, the Selangor Islamic Religious Department said that the use of such signs is prohibited for eateries that do not have an official halal certificate, and that it is illegal to use terms that may mislead consumers.  <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">These labels can create uncertainty for consumers in Malaysia, home to a Muslim-majority population where halal assurance is a daily priority. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The latest available survey on Malaysians\u2019 attitudes on halal food found that they place high importance on official assurance. In a 2014 study by academic Aiedah Khalek, 95.1 per cent of respondents said eating halal food is important, and 79.2 per cent said they would not dine at a non-halal outlet.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In Islam, \u201chalal\u201d means \u201cpermissible\u201d or \u201clawful\u201d under Islamic law. Halal food products must not contain forbidden ingredients such as pork and alcohol, and an animal to be consumed must be slaughtered according to religious rites.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Aziff Azuddin, research director of think-tank Iman Research, said the Jakim certification is particularly important for established businesses and serves as an indicator that an eatery is \u201creligiously safe\u201d to eat at. This is especially as consumers are scrutinising non-Muslim-owned businesses. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Meanwhile, \u201cunofficial labels are usually targeted at Muslim consumers who are more lax about the label but still want some baseline assurance\u201d, he said. \u201cIt\u2019s also worth stating that Malay-Muslim consumers are also adventurous and do want to try new trends in the F&amp;B market, and the market recognises this.\u201d <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThis is what led to the creation of these unofficial labels to cater to this specific class of Muslim consumers,\u201d Mr Aziff told The Straits Times.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The stakes to get certified are high for those in the F&amp;B business.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Johan Ishak, the owner of a restaurant called Dim Sum and Me, is in the process of applying for Jakim certification. He said that Chinese eateries like his, in particular, need it.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cAs long as there is no halal sticker, Malays normally just look and don\u2019t go in because it looks like a Chinese restaurant,\u201d he told ST. \u201cIt is a must if you are a Chinese restaurant in Malaysia. If not, you will lose at least 60 per cent of the market.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Malays make up 58.2 per cent of the population as at the third quarter of 2025, according to the Department of Statistics.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Malaysia prides itself on the standard of its halal certification. When negotiating with the United States for the <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/malaysia-and-the-us-ink-trade-deal-that-enhances-americas-access-to-rare-earths?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">reciprocal trade agreement in <\/p>\n<p><\/a><a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/malaysia-and-the-us-ink-trade-deal-that-enhances-americas-access-to-rare-earths?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">October<\/p>\n<p><\/a>, Malaysia had initially asserted that its halal certification process must stay if American businesses wish to enter its market. The government will now recognise US halal certification offered by bodies recognised by Jakim.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/2de534c68230bde589d8fb7c2d39466b931e8a8d692fb0486389c5d1ea03b925.webp\" alt=\"\" class=\"aspect-landscape flex items-start shrink-0 object-cover landscape article-landscape mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/p>\n<p class=\"font-eyebrow-baseline-regular text-secondary\" data-testid=\"inline-media-caption-test-id\">Malaysia&#8217;s halal certification is considered one of the most robust in the world.<\/p>\n<p class=\"font-eyebrow-baseline-regular text-placeholder\" data-testid=\"inline-media-credit-test-id\">ST PHOTO: HAZLIN HASSAN<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The South-east Asian country is also a leading global halal exporter, exporting US$7 billion (S$9.1 billion) of such products in the first half of 2025. Halal products account for about 16.1 per cent of the country\u2019s overall exports to markets such as China and Singapore, according to Deputy Prime Minister Zahid Hamidi in September.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Dr Aiedah, currently a senior lecturer at Monash University Malaysia, said the country\u2019s certification remains among the most robust globally since it is supported by clear policies and consistent standards. It is integrated with global quality and hygiene benchmarks such as the ISO ones. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Obtaining Jakim certification is achievable but demanding, say industry players.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">While the official annual halal certification fee is only around RM100 (S$30), the total cost \u2013 including compulsory compliance processes, training and consultants \u2013 can reach RM25,000 or more per application, according to halal consultant Abdul Fazmin Fakurruddin. Applications are typically processed within three to six months.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The journey involves registering a legitimate business, submitting ingredient lists, ensuring all ingredients are halal-certified, and appointing a full-time Muslim halal supervisor overseeing matters including hygiene compliance and meeting food safety requirements such as typhoid vaccination. Consultants and agents now help businesses navigate documentation and audits.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">That said, requirements now are clearer than in the past.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Michael Simon, who previously applied for halal certification for a cafe several years ago and is now applying for an upcoming eatery, said the application process is more straightforward and friendlier now. \u201cIf you meet all the criteria laid out in the application form, it is much clearer and easier to get halal-certified,\u201d he told ST.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Some groups are seeking to redefine what halal certification should represent.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Political and activist groups have in the past proposed alternative halal logos. For them, it is not enough for a product or business to be certified halal \u2013 they must also be made or owned by Muslims.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In 2024, the Islamist Parti Islam SeMalaysia (PAS) passed a motion at its annual congress vowing that it would instruct Jakim to introduce labels indicating whether goods are produced by Muslims or non-Muslims should the Opposition party return to federal power.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/e836b9ccd1d13bf87c20fefb28f52664a8f0c364b967e4c3baea73b03f03d340.webp\" alt=\"\" class=\"aspect-portrait flex items-start shrink-0 portrait article-portrait object-contain mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/p>\n<p class=\"font-eyebrow-baseline-regular text-secondary\" data-testid=\"inline-media-caption-test-id\">A poster for a previous campaign by consumer group PPIM for halal logo with different colours.<\/p>\n<p class=\"font-eyebrow-baseline-regular text-placeholder\" data-testid=\"inline-media-credit-test-id\">PHOTO: PPIM\/FACEBOOK<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In 2022, the Malaysian Muslim Consumers Association proposed for the current halal logo to carry one of the three colours: green to signal Muslim-owned businesses, orange for a joint-venture, and red for those owned by non-Muslims.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Jakim dismissed the suggestion as unnecessary. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Critics said such schemes risk diverting Malaysia from internationally accepted halal protocols, which focus strictly on ingredients, processes and safety rather than ownership. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">On the other hand, the \u201cMuslim Choice\u201d issue was highly charged because it was considered an attempt by non-Muslim businesses to carve out a separate halal market, independent of Jakim, said Mr Aziff. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThis taps into existing socio-political perceptions that some non-Muslim businesses are willing to extract Muslim consumer money without genuinely understanding Malay-Muslim sensitivities,\u201d he said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He added that the creation of labels like Muslim Choice could indicate a lack of trust among some businesses in official institutions, prompting them to try to create their own \u201ctrusted\u201d market.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Not all Muslims are strict about Jakim certification, however. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">One consumer, who wished to remain unnamed due to the sensitivity of the topic, told ST they are fine with \u201cpork free\u201d or \u201cMuslim-friendly\u201d labels, as long as the outlet is transparent about ingredients and sourcing. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">On Jakim\u2019s role, the consumer added: \u201cAny system can be influenced or manipulated when money and human factors are involved. The certification helps ease the mind.
