(Supplied: HiQ website)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Recycling Victoria granted a cap licence to HiQ in August, marking it as one of the state&#8217;s key WtE sites and permitting it to process up to 750,000 tonnes of residual material.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Medforth is one of the organisers at No Sunbury Waste Incinerator, who are campaigning against the proposal, concerned about its effects on health, the environment and traffic congestion.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">She also said it was unfair that people living in outer suburbs across Melbourne had to choose between potentially risking their health and an affordable home.<\/p>\n<p>&#8220;It&#8217;s a widely felt sentiment here in Sunbury that if Melbourne doesn&#8217;t want it, it comes here,&#8221;  she said.&#8217;Very little information being provided&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">About 1.5 million cubic metres of soil from the West Gate Tunnel Project were moved to the same HiQ site near Sunbury until 2023.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-06-15\/australia-energy-from-waste-plants-landfill-sustainable\/105395550\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Energy from waste debate <\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Energy from waste is common around the world, and there are almost a dozen plants now in operation or being proposed across Australia \u2014 but with the opportunity comes other problems.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The company has also lodged a development licence application to construct a soil-washing facility to process up to 250,000 tonnes of soil annually at the same site.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Even the city council over here has been bypassed in all these [WtE] discussions and the community is just rightly tired of being seen as the dumping ground for waste,&#8221; Sunbury Residents&#8217; Association president Graham Williams said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It&#8217;s difficult to quantify [the perceived health risk] because there&#8217;s very little information being provided.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"man with grey hair and short beard looking at camera with blurred background.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/30fcb180f1c350eb0449b8dbaad0f204\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Graham Williams says the community needs to be properly informed about the project. (Supplied)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In a statement, Hume City Council said it was &#8220;disappointed not to have had the opportunity for earlier engagement, particularly given the strong community interest in this matter&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">HiQ is preparing applications to the Environment Protection Authority and the Department of Planning, which will need to be approved before the project commences.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The council said once the applications were lodged it would review the proposal in detail and suggest planning conditions to achieve the best outcomes for the community.<\/p>\n<p>Mixed messaging from the Victorian government<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A Victorian government spokesperson said WtE was part of its waste and recycling plan and could play an important role in creating jobs and boosting the economy.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But it did not answer the ABC&#8217;s questions about the conflict in messaging after three of its MPs opposed WtE projects either in or nearby their electorates.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2024-08-21\/waste-to-energy-victoria\/104248440\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">How do waste-to-energy plants work? <\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">For decades, Victorians burned their rubbish in backyard incinerators. (ABC News: Armin Azad)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Deakin University hazardous materials waste management senior lecturer Trevor Thornton said there needed to be uniformity in the approach to waste to energy.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We can&#8217;t have politicians on the one hand advocating for WtE and other technologies and then publicly going about saying my electorate doesn&#8217;t want it so we&#8217;re not going to support it,&#8221; Dr Thornton said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We generate waste, we have to do something about it and I think this is a good, viable option to investigate.&#8221;<\/p>\n<p>Landfill capacity critically low<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Victoria&#8217;s landfills are dangerously close to running out of space, and are forecast to reach capacity within the next decade.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ninety per cent of Victoria&#8217;s residual waste is stored between six landfill sites at Ravenhall, Wollert, Bulla, Hallam Road, Maddingley Brown Coal and Werribee.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Each landfill site accepts more than 200,000 tonnes per year.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Waste to energy has been proposed in the <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.vic.gov.au\/sites\/default\/files\/2024-10\/RV_Victorian-Recycling-Infrastructure-Plan-2024.pdf\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Victorian Recycling Infrastructure Plan<\/a> as a solution to prevent waste from being moved between landfills when individual sites reach their capacity.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But WtE plants have been identified as costly and lengthy, taking more than 10 years from planning to operation, according to Victoria&#8217;s infrastructure strategy.<\/p>\n<p><img decoding=\"async\" alt=\"A forklift scoops a large pile of recyclable material such as plastic bottles at a recycling facility.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/dac5e9fa83ef309afdeafd4bb90cab23\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Victoria&#8217;s landfills are expected to reach capacity within the next decade. (ABC News: Kathryn Diss)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Infrastructure Victoria CEO Jonathon Spear said WtE facilities were vital for the future of the state and their location had to be carefully selected.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It needs to be in places that are suitable for industry and not too far away so that it&#8217;s uneconomic because we&#8217;re travelling and transporting it so far,&#8221; he said<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;But it&#8217;s also got to be not too close to existing communities so that it doesn&#8217;t affect their amenity.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Spear said an audit was necessary to determine which types of waste going into landfill could be diverted to recycling or WtE.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said future waste levy rates needed to be clarified, as people and businesses were more likely to dispose of waste in landfill if it was cheaper than recycling.<\/p>\n<p><img decoding=\"async\" alt=\"Man wearing white shirt and dark blue blazer with tree in background.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/95d59e7b06a0a6f30255bff02cc63443\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Jonathon Spear says many communities are unaware of the falling capacity of landfills across Victoria.
