{"id":294062,"date":"2025-11-19T04:30:08","date_gmt":"2025-11-19T04:30:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/294062\/"},"modified":"2025-11-19T04:30:08","modified_gmt":"2025-11-19T04:30:08","slug":"the-csiro-cuts-are-just-the-tip-of-the-iceberg-for-australias-science-funding","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/294062\/","title":{"rendered":"The CSIRO cuts are just the tip of the iceberg for Australia&#8217;s science funding"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">Australian science is on life-support, and the government isn&#8217;t stepping up.<\/p>\n<p class=\"paragraph_paragraph__iYReA\"><a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-11-18\/csiro-cuts-350-research-jobs\/106024498\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Up to 350 CSIRO researchers are set to go<\/a> in the latest round of redundancies announced by Australia&#8217;s peak science agency, with cuts <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-08-21\/csiro-to-cut-up-to-500-non-scientific-roles-restructure\/104252970\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">now a familiar occurrence at the organisation<\/a>.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">More than 800 jobs have already been slashed over the past 18 months in a workforce of approximately 6,000.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The issue is money and the writing has been on the wall for years.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In 1982, CSIRO made up 0.16 per cent of gross domestic product (GDP) in Australia. By 2023\u201324, this had dropped to a new low of just 0.3 per cent.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The cost of doing science has gone up,&#8221; CSIRO CEO Doug Hilton told Sally Sara this morning on ABC Radio National Breakfast.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We&#8217;re going through the same sort of cost-of-living crisis as every family and every household in Australia has gone through in the last five or 10 years.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">To try and keep the organisation &#8220;sustainable&#8221; it is slimming down its research portfolio, and in a statement a spokesperson told the ABC that some areas of science &#8220;need to be de-prioritised&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But CSIRO is just the tip of the iceberg when it comes to Australia&#8217;s struggle to fund science.<\/p>\n<p>An industry-wide problem<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Australian Nuclear Science and Technology Organisation (ANSTO), which runs a large particle accelerator called the Australian Synchrotron, is also going through its own funding issues.<\/p>\n<p class=\"paragraph_paragraph__iYReA\"><a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.theage.com.au\/national\/scientists-slam-budget-cuts-that-threaten-nobel-prize-generating-research-20251021-p5n45o.html\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Last month, ANSTO announced<\/a> the proposed closure of two scientifically-important instruments used with the synchrotron. These instruments attracted both national and international researchers to use them each year.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The scientists&#8217; union, Professionals Australia, estimated job cuts of up to 10 per cent of the synchrotron staff would follow.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This is not research that you will be able to do somewhere else,&#8221; researcher Marta Krasowska, who has worked closely with the synchrotron, said.<\/p>\n<p>&#8220;If we allow for scientific infrastructure to be closed down, [it&#8217;s gone].&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While government organisations continue to find new cuts to try to wrangle their budgets under control, the university sector isn&#8217;t fairing much better.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Universities around the country <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-09-12\/university-sector-job-cuts-\/105761276\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">have sacked an estimated 3,500 staff in the past two years<\/a> as international student numbers drop.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Much of the funding for science research comes from government grants from the Australian Research Council (ARC) and National Health and Medical Research Council (NHMRC).\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">According to the Australian Academy of Science \u2014 a science-focused not-for-profit \u2014 this funding has declined significantly, with a fall of 27 per cent over the past decade.<\/p>\n<p>Loading<\/p>\n<p class=\"paragraph_paragraph__iYReA\">All of this is happening at a time when <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/health\/2025-02-13\/trump-funding-cuts-medical-scientific-research\/104927168\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">funding cuts in the US<\/a> mean has seen researchers struggling to find funding internationally.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia prides itself as a country of innovators. From inventing wi-fi to <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/science\/2025-06-29\/australias-forgotten-inventor-brothers-edward-and-donald-both\/105427730\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">developing life-saving polio treatment<\/a>, Australia has made an outsized mark on science and research.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But today&#8217;s researchers <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.smh.com.au\/national\/a-high-status-gig-economy-how-we-have-failed-our-researchers-20220720-p5b347.html\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">argue they are in a glorified &#8220;gig economy&#8221;<\/a> as they are constantly on rolling contracts and rely on winning grants to secure work. The time and effort it now takes to apply for grant applications takes them away from their scientific work.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Graduates also struggle to find long term jobs, and <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/science\/2018-02-10\/postdocalypse-young-australian-scientists-taking-brains-overseas\/9412276\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">many end up moving overseas not long after they graduate<\/a>, taking their knowledge and skills with them.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Even large science projects like the <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-10-10\/the-global-race-to-detect-dark-matter-stawell-lab-sabre\/105861050\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Stawell Underground Physics Laboratory<\/a>, which is set to open next year, has been funded in stops and starts, <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/connectsci.au\/news\/news-parent\/5647\/What-happened-next-Dark-matter-lab-deep-in-gold?searchresult=1\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">causing large delays in the project<\/a>.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Compared to similar countries, Australia is significantly behind on how much it spends on science. The average OECD country spends about 0.73 per cent of their GDP on research, while Australia sits at about half that, <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.science.org.au\/files\/userfiles\/support\/submissions\/2025\/strategic-examination-r-and-d-issues-papers-5-6-academy-science.pdf\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">at just 0.36 per cent<\/a>.<\/p>\n<p>A review to &#8216;recharge&#8217; science<\/p>\n<p class=\"paragraph_paragraph__iYReA\"><a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-02-12\/husic-research-development-plummeting-debate\/104924998\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Former science minister Ed Husic launched a review<\/a> into Australia&#8217;s Research and Development chaired by Tesla&#8217;s Robin Denham which <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/consult.industry.gov.au\/strategic-examination-rd-issues-papers\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">closed last month<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">CSIRO chief Hilton told Radio National Breakfast he was &#8220;really looking forward to seeing their recommendations for recharging science in Australia&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">With cuts across the entire industry, it&#8217;s unknown whether the review will be enough to restart the heart of Australia&#8217;s science sector.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-02-12\/husic-research-development-plummeting-debate\/104924998\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Australia&#8217;s economic future at risk from low R&amp;D investment<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">A panel led by Tesla chair Robyn Denholm warns the nation has slipped on research and development, threatening Australia&#8217;s economic future.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Australian Academy of Science has suggested it won&#8217;t.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Despite decades of speeches, reviews and strategic papers, our investment in knowledge creation and its application has nose-dived,&#8221; Chennupati Jagadish, president of the Australian Academy of Science <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/theconversation.com\/new-report-reveals-glaring-gaps-between-australias-future-needs-and-science-capabilities-264355\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">wrote in The Conversation<\/a> earlier this year.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We have gaps \u2014 in workforce, infrastructure and coordination \u2014 that will cripple our ability to secure a bright future for the next generation, unless we act now.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Despite the Labor government noting last year <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.minister.industry.gov.au\/ministers\/husic\/media-releases\/government-investing-billions-research-and-development\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">that research and development has had &#8220;a decade of going backwards&#8221;<\/a>, successive governments have failed to fix the problem.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The future of Australia&#8217;s science industry looks grim, and the warning signs have long been visible. But with continued cuts over so long, it would now take a large injection of money to jump start the system.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It&#8217;s yet to be seen if Tim Ayres, the new science minister who was sworn in earlier this year, is willing to help revive it.<\/p>\n","protected":false},"excerpt":{"rendered":"Australian science is on life-support, and the government isn&#8217;t stepping up.
