US Special Envoy for Ukraine Keith Kellogg said a proposed framework agreement<\/a> between Kyiv and Moscow is nearing completion, describing the 28-point document as \u201ca good plan\u201d that could soon be ready for leaders to sign, though major uncertainties remain.<\/p>\n

In an interview with Fox News<\/a>, Kellogg stressed that the draft deal is not final but \u201cexists to reach a conclusion,\u201d adding that Washington believes both sides can be pushed toward agreement.<\/p>\n

\u201cI think we can get the Ukrainians there, and later the Russians,\u201d Kellogg said. \u201cIt\u2019s a good plan. There are things that need to be clearly codified and explained in more detail, but we\u2019re almost there.\u201d<\/p>\n

He also highlighted the inclusion of elections as one of the conditions meant to \u201creassure Ukrainians and the free world.\u201d<\/p>\n

\u00a0For now, he said, the document remains a working draft that US officials hope to refine in the coming week.<\/p>\n

\u201cI think we have a chance to finalize it,\u201d he said.\u00a0<\/p>\n

\u201cWe have to add supporting documents, probably an appendix \u2014 these will be security guarantees.\u201d<\/p>\n

Kellogg stressed that Washington is determined not to repeat past failures, referencing the Budapest Memorandum and the Minsk accords. He said the administration aims to ensure that any final deal contains binding guarantees that prevent a repeat of those outcomes.<\/p>\n

Kellogg said the proposed US-Russian framework agreement requires Ukraine to hold national elections within 100 days, calling the provision essential for reassuring both Ukrainians and the international community.<\/p>\n

\u201cFrom what I\u2019ve been told, it could be done in about 90 days, though it will be an interesting process. Elections are necessary to reassure the people and the free world as well.\u201d<\/p>\n

The US-backed proposal<\/a> would require Ukraine to accept Crimea, Luhansk, and Donetsk as effectively under Russian control, hold snap elections within 100 days, cut the size of its armed forces, and abandon its NATO bid \u2013 all while sanctions on Moscow are gradually lifted.<\/p>\n

The Trump administration has given Ukraine a Thanksgiving ultimatum<\/a> \u2013 agree to the framework by Thursday or face consequences that have not been spelled out but have been repeatedly hinted at.<\/p>\n

President Volodymyr Zelensky, Trump said, \u201cwill have to come to terms\u201d with a 28-point \u201cpeace\u201d plan that critics across Washington and Kyiv say bears Moscow\u2019s fingerprints.<\/p>\n

\u201cThursday is it \u2013 we think an appropriate time,\u201d he said, speaking at the Oval Office on Friday<\/p>\n

US officials have privately warned Kyiv<\/a> that refusing to engage could affect military and intelligence support.<\/p>\n

Zelensky, following an hour-long phone conversation with US Vice President JD Vance and Army Secretary Dan Driscoll on Friday, said<\/a> that Kyiv would work \u201ctogether with America and Europe\u201d to strike a peace deal.<\/p>\n

In a national address, he warned that the country is entering \u201cone of the most difficult moments<\/a>\u201d of the war and vowed to present alternative terms to Washington.<\/p>\n
