{"id":305069,"date":"2025-11-24T06:53:09","date_gmt":"2025-11-24T06:53:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/305069\/"},"modified":"2025-11-24T06:53:09","modified_gmt":"2025-11-24T06:53:09","slug":"victorias-financial-future-and-reliance-on-debt-detailed-in-auditor-general-report","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/305069\/","title":{"rendered":"Victoria&#8217;s financial future and &#8216;reliance on debt&#8217; detailed in auditor-general report"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">A new report from Victoria&#8217;s auditor-general has found the government recorded an operating loss of $2.6 billion in the last financial year, $400 million more than it budgeted.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It adds to a total loss of more than $50 billion over the last six years, as concerns over the state&#8217;s growing debt mount.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Monday&#8217;s report from the Victorian Auditor-General&#8217;s Office (VAGO) shared the results of an audit into the state&#8217;s finances and the spending in the general government sector (GGS).<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Despite collecting $2 billion more in tax and receiving an additional $5.5 billion from the federal government, higher operating expenses and $1.1 billion in higher interest expenses ate into the gains.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While the total deficit in 2024-25 was lower than the $4.2 billion deficit recorded in the year prior, it was still $400 million more than the government initially budgeted for.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">VAGO acknowledged the government had worked to slow the growth of operating expenses amidst challenging financial conditions.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Premier Jacinta Allan said the report was an endorsement of the government&#8217;s financial planning.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It should also be acknowledged that the auditor general&#8217;s report outlines how the government&#8217;s economic and fiscal strategy is working,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It is working with that focus on jobs, growing the economy, investing in the productive infrastructure like the Metro Tunnel.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The report said government was forecasted to return to a net operating surplus of $611 million in the next financial year.<\/p>\n<p>VAGO addresses Victoria&#8217;s &#8216;reliance&#8217; on debt<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The VAGO report said the figures also reflected a growing reliance on debt and a subsequent growth in interest payments.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Higher interest rates are also expected to increase the burden of the debt over the next four years, with interest payments rising from $6.8 billion this year to $10.6 billion by 2028\u201329.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Gross debt jumped from $168.8 billion last year to $187.9 billion this year, growing faster than the state&#8217;s economy.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Over the last decade, debt growth has consistently outpaced GGS revenue and state economic growth, again a trend expected to continue,&#8221; the report said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;These persistent deficits highlight the state&#8217;s reliance on debt to fund its capital infrastructure program.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"St Paul's Cathedral and a crane behind it where the metro tunnel project is underway.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/f4fba827afc1eabe8877a0632154e442\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">A significant portion of Victoria&#8217;s debt stems from government infrastructure investment. (ABC News: Patrick Rocca)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Earlier this year, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-02-19\/vic-suburban-rail-loop-metro-tunnel-budget-cost-increases\/104954180\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/104954180\" rel=\"nofollow noopener\" target=\"_blank\">VAGO reported on a lack of transparency around Victoria&#8217;s major government infrastructure projects<\/a> and multi-billion dollar budget blowouts.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The report prompted the government to criticise VAGO&#8217;s findings as &#8220;misleading and outdated&#8221;.<\/p>\n<p>Superannuation funding gap still to be filled\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The VAGO report also highlighted potential challenges the government may have in filling an $18.3 billion superannuation funding gap.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The state&#8217;s superannuation plans \u2014 which are principally operated for government employees \u2014 are not fully funded and require the government to contribute each year to make up the deficit.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It has committed to fully funding the gap by 2035 via annual contributions.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">However the pace of these contributions has slackened, with the government delaying its obligations by significantly reducing its annual payments for four years.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The government deferred annual contributions by $3.0 billion from 2023 to 2027 following the Victorian election in 2022,&#8221; the VAGO report said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The government did not explain why the contribution payments were varied and deferred.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"The exterior of the Victorian Parliament building.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/11\/9da4d1c3e79c3e4b443fb55a7717ef38\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The government will need to stump up billions more in superannuation contributions to fund a deficit by 2035 as promised. (ABC News: Patrick Rocca)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In the past financial year, the government contributed $221 million less than budgeted to the State Superannuation Fund.
