(Reuters:\u00a0Damir Sagol)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It would be really important for young people in high school and college to keep them [contraceptives] accessible from a preventative perspective of STIs [sexually transmitted infections],&#8221; Daria Impiombato, senior analyst with Mercator Institute for China Studies (MERICS), told the ABC.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Some countries are moving towards making condoms free, especially for young people. Taxing them risks limiting access and undermining STI prevention.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\"><a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC12201936\/\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">A study released in June<\/a> found that among people aged 15\u201324 on the Chinese mainland, the incidence and mortality of STIs \u2014 including HIV \u2014 had been rising over recent years.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">China first exempted condoms and contraceptive pills from VAT in 1993, at the height of its strict birth-control strategies. (Reuters: Stringer)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">On the Chinese social media platform RedNote, some users said they were taken by surprise and had begun buying extra condoms in response.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It&#8217;s not just having children being unaffordable now, so is having sex. (AP:\u00a0Mark Schiefelbein)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For both experts, the new tax highlighted a deeper tension that Beijing was urging people to have more children, while the structural pressures that deter young families remain largely unchanged.<\/p>\n<p class=\"paragraph_paragraph__iYReA\"><a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/merics.org\/en\/report\/when-giving-birth-national-duty-beijings-struggle-reverse-demographic-decline\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Ms Impiombato&#8217;s recent report on China&#8217;s demographic challenges<\/a> found that giving birth was increasingly being framed as a national duty in official narratives, while many young women remained sceptical of the government&#8217;s intentions.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Concerns expressed on social media suggest that the end of the one-child policy was not about expanding reproductive choice, but about turning women into a resource to increase births.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">China&#8217;s harsh One-child Policy only ended a decade ago, replaced by a Two-child policy in 2016 and later a Three-child Policy in 2021.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Impiombato said there were also signs of coercive measures, with pressure intensifying at both the legal and policy level.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In one 2023 case in the western province of Sichuan, a judge ruled that a woman who terminated a pregnancy without her husband&#8217;s consent had violated his &#8220;right to procreate&#8221;, setting a troubling precedent.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">At the same time, several structural gaps remain unaddressed.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">China has no national guarantee of parental leave for fathers, and the rollout of free pre-school education \u2014 promoted as a national initiative in August \u2014 has been uneven across provinces, according to <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/urldefense.com\/v3\/__https:\/\/www.caixin.com\/2025-12-02\/102388881.html?mc_cid=cf28eb1a2d&amp;mc_eid=8d0c6f16c3__;!!FvZmfVE!ALIwc8vMPPsPs0GVZSFhsvK7b6f29hM2xxz3fckCH5cZgVSdHv5bUV00cZN79E8xnE3q-yeldxvCePEQj12-yDjQ4H3i8g$\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">recent media reports<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The government is obviously aware of a lot of the challenges that face young families and women,&#8221;
