{"id":338661,"date":"2025-12-10T04:42:13","date_gmt":"2025-12-10T04:42:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/338661\/"},"modified":"2025-12-10T04:42:13","modified_gmt":"2025-12-10T04:42:13","slug":"angry-residents-demand-urgent-action-amid-claims-hooning-condoms-faeces-plague-south-perth-foreshore","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/338661\/","title":{"rendered":"Angry residents demand urgent action amid claims hooning, condoms, faeces plague South Perth foreshore"},"content":{"rendered":"<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Big changes could be coming to how people experience the South Perth Esplanade amid claims late night hooning, anti-social behaviour, vehicle congregation, nitrous oxide misuse, condoms, empty litre bottles of liquor, faeces, public urination, and alleged attacks on the elderly plague the area.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Residents told a City of South Perth agenda briefing on December 9 \u201curgent action\u201d had to be taken.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cGive us a hotline with a responsive person that will act for us \u2026 we\u2019ll keep them busy,\u201d South Perth resident Nick Tarner said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cPut up no-parking signs after certain hours. That will deter them.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cIncrease patrols, increase the lighting \u2026 Just do it.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cAct. Get it done. End of story.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Resident Chanel Marriott said she had seen nangs used and public urination in \u201cbroad daylight\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cI have witnessed young men exiting the car to relieve themselves as families walk past on the foreshore,\u201d she said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Residents were also frustrated with the responses they had received from police.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cAn 81-year-old man was attacked with an axe while asking a driver to slow down only just a couple of days ago,\u201d resident Rachel Matthews said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cWhen we call police \u2026 they tell us it\u2019s a local council problem. When we speak to the city, they say we have to speak to police.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cEnough is enough \u2026 Surely it\u2019s time for the City of South Perth to collectively work with the WA Police to stop this before we have a fatality.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Peter Carter, who said he had lived in the area for 30 years, said the problem did not affect just the Esplanade but the entire city.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cOnce they know they can\u2019t come to the Esplanade, they\u2019ll move down the road \u2026 You\u2019ll chase your tail and you\u2019ll waste money.\u201d he said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">New City of South Perth councillor Tim Houweling said he had seen the behaviours and they had been an issue for an \u201cextended period\u201d of time.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/12\/84e12b7be79b54388f7d848d81584b2a177e6da6.jpg\" alt=\"Mill Point ward Cr Tim Houweling has put forward a motion relating to hooning along the South Perth Esplanade.\" class=\"css-16r7l45-StyledImage en5ut4d0\"\/>Camera IconMill Point ward Cr Tim Houweling has put forward a motion relating to hooning along the South Perth Esplanade. Credit: James Campbell<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cPersistent hooning and antisocial behaviour have made it intolerable for residents,\u201d Cr Houweling said in a motion he plans to present to the council.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cI have personally witnessed and reported instances of motorbikes operating without baffles, cars fitted with re-welded straight exhaust systems that bypass mufflers, and vehicles using foreshore roads as informal racetracks.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">His motion seeks a combination of speed limit reductions, road reconfigurations, raised pedestrian crossings, night-time closures for James Mitchell carpark between 10pm and 6am, activation of a $22.5 million election commitment for CCTV, increased street lighting and rubbish bins, and joint enforcement operations with WA Police.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Cr Houweling has asked city staff to provide advice on the process and requirement for reducing speed limits on Mends Street, Harper Street, Frasers Lane, Ferry Court, and the section of South Perth Esplanade between Frasers Lane and the Sir James Mitchell Park car park to 20 km\/h and all other roads on the Peninsula east of the Mill Point Road \/ Labouchere Road intersection to 30 km\/h.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">He also wants to look into developing a local law to prohibit or restrict cyclists from using South Perth Esplanade if \u201cjustified on public safety grounds\u201d.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/12\/0f7d7a265a86645c2bfecd6db3a3216581759c79.jpg\" alt=\"Cr Tim Houweling submitted an aerial shot of the foreshore with recommended road reconfigurations.\" class=\"css-16r7l45-StyledImage en5ut4d0\"\/>Camera IconCr Tim Houweling submitted an aerial shot of the foreshore with recommended road reconfigurations.
