{"id":342274,"date":"2025-12-12T03:32:10","date_gmt":"2025-12-12T03:32:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/342274\/"},"modified":"2025-12-12T03:32:10","modified_gmt":"2025-12-12T03:32:10","slug":"with-nvidias-second-best-ai-chips-headed-for-china-the-us-shifts-priorities-from-security-to-trade","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/342274\/","title":{"rendered":"With Nvidia\u2019s second-best AI chips headed for China, the US shifts priorities from security to trade"},"content":{"rendered":"<p>This week, US President Donald Trump <a href=\"https:\/\/www.cnbc.com\/2025\/12\/09\/nvidia-can-sell-h200-ai-chip-to-china-but-will-beijing-want-them.html\" rel=\"nofollow noopener\" target=\"_blank\">approved previously banned exports<\/a> of Nvidia\u2019s powerful H200 artificial intelligence (AI) chips to China. <\/p>\n<p>In return, the US government will receive 25% of the sales revenue, in what has become a hallmark of this administration to take a sales cut of a private company\u2019s revenues.<\/p>\n<p>The H200 is Nvidia\u2019s second-most powerful AI processor. It\u2019s <a href=\"https:\/\/www.economist.com\/business\/2025\/12\/09\/donald-trumps-flawed-plan-to-get-china-hooked-on-nvidia-chips\" rel=\"nofollow noopener\" target=\"_blank\">roughly six times more capable<\/a> than the H20 chips previously available to buyers in China. <\/p>\n<p>These aren\u2019t consumer gadgets powering the latest cat meme generator or helping you with the weekly pub quiz. They\u2019re the computational engines behind <a href=\"https:\/\/www.bbc.com\/news\/articles\/cly7jrez2jno\" rel=\"nofollow noopener\" target=\"_blank\">advanced AI systems that increasingly drive autonomous weapons<\/a>. This includes drone navigation systems, automatic gun emplacements and targeting algorithms in modern warfare. <\/p>\n<p>Think less the futuristic world of the Terminator movies, more the very real <a href=\"https:\/\/warroom.armywarcollege.edu\/articles\/ais-growing-role\/\" rel=\"nofollow noopener\" target=\"_blank\">AI-powered targeting systems already being deployed<\/a>, including in Ukraine and Gaza. <\/p>\n<p>At the end of a year that has seen the US and China locked in a bitter trade war in which Trump lifted tariffs on China as high as 145% at one point, the decision to allow these sensitive exports is stunning.<\/p>\n<p>This policy reversal fundamentally challenges how export controls work. It also raises urgent questions for US allies such as Australia, caught between economic dependence on China and deepening defence alignment with an increasingly unpredictable United States.<\/p>\n<p>How we got here<\/p>\n<p>Having access to advanced semiconductor chips is crucial in the global race toward advanced artificial intelligence. In October 2022, the Biden administration put <a href=\"https:\/\/www.bis.doc.gov\/index.php\/documents\/about-bis\/newsroom\/press-releases\/3158-2022-10-07-bis-press-release-advanced-computing-and-semiconductor-manufacturing-controls-final\/file\" rel=\"nofollow noopener\" target=\"_blank\">strict semiconductor export controls<\/a> in place. These rules targeted advanced AI chips and chip-making equipment destined for China. <\/p>\n<p>This was dubbed the \u201c<a href=\"https:\/\/www.foreignaffairs.com\/united-states\/china-goes-offensive-chip-war?check_logged_in=1\" rel=\"nofollow noopener\" target=\"_blank\">small yard, high fence<\/a>\u201d approach. The aim was to restrict (build a \u201chigh fence\u201d around) a narrow range of sensitive technologies, while still allowing broader trade with China. <\/p>\n<p>The Biden administration <a href=\"https:\/\/www.bis.gov\/press-release\/commerce-strengthens-export-controls-restrict-chinas-capability-produce-advanced-semiconductors-military\" rel=\"nofollow noopener\" target=\"_blank\">placed 140 Chinese entities on export blacklists<\/a>. It also restricted 24 types of manufacturing equipment and banned US engineers from supporting advanced Chinese chip facilities. <\/p>\n<p>These measures had real impact. TONGO\/EPA<\/a><\/p>\n<p>A different strategy<\/p>\n<p>Trump\u2019s approach is fundamentally different. In July, his administration <a href=\"https:\/\/www.reuters.com\/technology\/nvidia-resume-h20-gpu-sales-china-2025-07-15\/\" rel=\"nofollow noopener\" target=\"_blank\">allowed Nvidia to sell H20 chips to China<\/a> in exchange for 15% of revenues. This was widely seen as a concession to China linked to negotiations over US access to rare earth minerals. <\/p>\n<p>Trump\u2019s latest move to approve the far more powerful H200 chips for export to China reflects his <a href=\"https:\/\/theconversation.com\/as-trump-abandons-the-rulebook-on-trade-does-free-trade-have-a-future-elsewhere-264338\" rel=\"nofollow noopener\" target=\"_blank\">abandoning the rulebook on trade<\/a>. <\/p>\n<p>Strategic security decisions are being transformed into transactional \u201cdeals\u201d where everything has a price.  <\/p>\n<p>AI warfare is already here<\/p>\n<p>AI chips now power targeting systems, guide munitions and make split-second decisions on battlefields worldwide. <\/p>\n<p>Ukraine\u2019s forces use AI-equipped drones that autonomously navigate the final approach to targets, even in heavily jammed environments, reportedly <a href=\"https:\/\/warroom.armywarcollege.edu\/articles\/ais-growing-role\/\" rel=\"nofollow noopener\" target=\"_blank\">improving strike accuracy<\/a> from 30\u201350% to around 80%. <\/p>\n<p>According to a <a href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/03\/israel-gaza-ai-database-hamas-airstrikes\" rel=\"nofollow noopener\" target=\"_blank\">Guardian report<\/a>, Israel\u2019s \u201cLavender\u201d AI system identified 37,000 potential Hamas-linked targets, accelerating airstrikes but <a href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/03\/israel-gaza-ai-database-hamas-airstrikes\" rel=\"nofollow noopener\" target=\"_blank\">reportedly<\/a> contributing to significant civilian casualties.<\/p>\n<p>China\u2019s People\u2019s Liberation Army is reportedly <a href=\"https:\/\/www.realcleardefense.com\/articles\/2025\/03\/31\/autonomous_battlefield_pla_lessons_from_russias_invasion_of_ukraine_1100851.html\" rel=\"nofollow noopener\" target=\"_blank\">deploying AI<\/a> for drone swarm coordination, autonomous target recognition, and real-time battlefield decision-making. <\/p>\n<p>The Pentagon\u2019s <a href=\"https:\/\/www.bloomberg.com\/features\/2024-ai-warfare-project-maven\/\" rel=\"nofollow noopener\" target=\"_blank\">Project Maven<\/a> synthesises satellite and sensor data to suggest targets that US forces may subsequently destroy. <\/p>\n<p>This isn\u2019t science fiction; it is today\u2019s battlefield reality. <\/p>\n<p>A new kind of laundering<\/p>\n<p>Modern semiconductors are \u201cdual-use\u201d technologies. The same chips training AI chatbots can guide cruise missiles. The same microcontrollers regulating washing machines can navigate attack drones.<\/p>\n<p>British researchers have found <a href=\"https:\/\/storymaps.arcgis.com\/stories\/239f756e2e6b49a5bec78f5c5248bf3d\" rel=\"nofollow noopener\" target=\"_blank\">a significant number of foreign components in Russian drones<\/a> used in Ukraine have come from the US and Europe.<\/p>\n<p>Some were literally <a href=\"https:\/\/www.forbes.com\/sites\/erictegler\/2023\/01\/20\/is-russia-really-buying-home-appliances-to-harvest-computer-chips-for-ukraine-bound-weapons-systems\/\" rel=\"nofollow noopener\" target=\"_blank\">harvested from household appliances<\/a>. Russian procurement networks reportedly bought chips intended for repairing washing machines, erased the manufacturer\u2019s name with acetone and <a href=\"https:\/\/www.kyivpost.com\/analysis\/32614\" rel=\"nofollow noopener\" target=\"_blank\">inserted them into kamikaze drones<\/a>.<\/p>\n<p>These components travelled through <a href=\"https:\/\/timesofindia.indiatimes.com\/world\/europe\/russia-laundering-western-manufactured-components-for-its-weapons-in-ukraine-via-third-countries-such-as-india-report\/articleshow\/91295264.cms\" rel=\"nofollow noopener\" target=\"_blank\">third countries such as India<\/a> and Kazakhstan before finding their way to Russian manufacturers. <\/p>\n<p>You can\u2019t ban washing machines without crippling consumer economies. But washing machines contain microcontrollers perfect for military drones. Export controls can become an elaborate game of whack-a-mole, where each restriction spawns new workarounds. <\/p>\n<p>Australia\u2019s dilemma<\/p>\n<p>As a consequence of joining the AUKUS security partnership, Australia has <a href=\"https:\/\/www.globaltradeandsanctionslaw.com\/australia-uk-united-states-aukus-trilateral-security-partnership-export-controls\/\" rel=\"nofollow noopener\" target=\"_blank\">restructured its export control regime<\/a> to align with US priorities. <\/p>\n<p>But Australia is in something of a bind. China accounts for about 30% of Australia\u2019s total merchandise trade. Meanwhile, the US increasingly demands policy alignment as the price for accessing its defence technology. <\/p>\n<p>What does US relaxation of export controls on advanced AI chips mean for Australia? Are we obligated to follow? Australia\u2019s alignment with AUKUS was grounded on partners sharing similar views about threats, and adopting a consistent response. <\/p>\n<p>However, the US\u2019 recently released National Security Strategy <a href=\"https:\/\/www.ft.com\/content\/953635f0-4b87-41a4-a087-e8b1d71470b6\" rel=\"nofollow noopener\" target=\"_blank\">identifies migration to Europe<\/a> as a bigger \u201ccivilisational\u201d threat than Russia\u2019s military threat. Clearly, Australians see this very differently.<\/p>\n<p>When security becomes a bargaining chip<\/p>\n<p>Export controls work when they\u2019re consistent, predictable, and clearly tied to national security. They fail when they become bargaining chips or revenue generators.<\/p>\n<p>Trump\u2019s H200 deal transforms the \u201chigh fence\u201d around sensitive technologies into a turnstile for the right price.<\/p>\n<p>There are pressing questions for Australia. Do US-aligned export controls serve Australian interests?
