(ABC News: Jamie McKinnell)

He said not all of the material was of child abuse, but “it shows the effort to go through every single file”.

“I’m not going to go into the detail of that material just out of respect for the victims,” he said.

Effort to lift suppression order

Mr James’s identity had previously been suppressed under strict court orders that were first obtained by prosecutors last year as the police investigation continued.

Those orders were extended in March and were due to expire this evening.

Mr James’s lawyer wanted them extended again today — at least on an interim basis — to protect his safety due to the “nature” of the charges.

She told Deputy Chief Magistrate Michael Antrum she had received only “very brief” instructions from him and needed more time.

“Mr James is in custody,” the deputy chief magistrate replied.

“His safety is a matter for Corrective Services.”

Mr James did not appear on screen in court.

A lawyer representing the Sydney Morning Herald, Larina Alick, argued it could reasonably be inferred that the original purpose of the orders had been served, rendering them no longer necessary.

Deputy Chief Magistrate Antrum ruled they should be revoked immediately.

He said when a court makes suppression orders under the relevant act, it must take into account that a primary objective of the administration of justice is to safeguard the public interest in open justice.

“It is submitted the nature of the offences mean the safety of the defendant and other persons, although those persons are unidentified, may be at risk,” Deputy Chief Magistrate Antrum said.

“I have no evidence to suggest that at this stage.”

Victim identification a ‘painstaking’ task

The AFP said Mr James was identified after officers received a report from the Australian Centre to Counter Child Exploitation regarding material on the dark web in June 2024.

Police said Mr James was originally charged with refusing officers access to his phone in September last year.

After they gained access and reviewed its contents, police said, he was charged with child abuse offences in October.

On Thursday, the AFP released a list of 58 centres and school facilities that Mr James worked at between 2018 to 2024 across Sydney.

Police believe the alleged offences occurred at six of the 58 facilities, with “no evidence” to suggest anything occurred at the remaining 52.

A website has been set up with a list of where the man worked and links to support services and advice.

Acting Assistant Commissioner James said victim identification was a “painstaking and detailed process” for investigators.

“It is crucial to identify all the victims,” he said.

“Parents and carers can be extremely distressed when they learn of criminal and predatory behaviour through the media before police speak to them.

“The victims and their families are our key priorities.”

He said the AFP was ensuring appropriate support services were in place, with a hotline for concerned parents and carers also established.

Mr James remains in custody.

NSW Police said Mr James was employed as a probationary constable from December 2021 to September 2022, when he failed to complete his probation.

He continued in a civilian role until his resignation in May 2023.

“During his employment, the man failed to seek the required approval to engage in secondary employment, and as such, police were unaware of his concurrent role in the childcare sector,” NSW Police said in a statement.

The case will return to court in three weeks.

Look back at how ABC readers and other Australians responded to this live
moment.

2h agoThu 31 Jul 2025 at 3:37am

Press conference finished

Acting Assistant Commissioner James from the Australian Federal Police has finished speaking for the day.

2h agoThu 31 Jul 2025 at 3:36am

No. of centres could be shift work matter, police say

Speaking on concern that the man was able to work at so many centres over the years, Acting Assistant Commissioner James said police are only looking at the criminality at hand.

“I think what you’ll find is some of the centres he might have worked one shift, some centres he might have worked at a lot of shifts.”

2h agoThu 31 Jul 2025 at 3:34am

‘Preying on vulnerable young people’

Acting Assistant Commissioner James said generally, people who produce child abuse material “look at the material for their own personal gain”.

“But what they’re doing is preying on vulnerable young people in our community,”
