{"id":351259,"date":"2025-12-16T07:46:10","date_gmt":"2025-12-16T07:46:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/351259\/"},"modified":"2025-12-16T07:46:10","modified_gmt":"2025-12-16T07:46:10","slug":"premier-roger-cook-handed-extra-powers-as-pro-development-laws-pass-wa-parliament","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/351259\/","title":{"rendered":"Premier Roger Cook handed extra powers as pro-development laws pass WA parliament"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">WA Premier Roger Cook will be granted extra powers to change the rules on approvals for hand-picked &#8220;priority projects&#8221; after his flagship State Development Act passed the state&#8217;s parliament.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-12-06\/concerns-as-roger-cook-seeks-to-speed-up-project-approvals\/106100190\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Critics line up as WA premier seeks to change the rules to avoid FOMO<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The WA premier is seeking wide-reaching powers to change the rules on approvals for &#8220;big, shiny, job-creating projects&#8221; \u2014 but it has prompted concern from the opposition, environmentalists and even lawyers.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The legislation, which passed the upper house last Thursday with some amendments, returned to the lower house today to get the final sign-off in a special sitting.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The new laws give the state development minister (currently Mr Cook) and the coordinator general (a government-appointed bureaucrat) the power to approve anything considered to be of &#8220;strategic or economic significance&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But, concerns about potential consequences of the wide-reaching powers \u2014 and how quickly the legislation was passed \u2014 remain.\u00a0<\/p>\n<p>WA can&#8217;t be &#8216;laggard&#8217;: Premier<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The bill was <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-09-08\/development-framework-reforms-spark-climate-concerns\/105747806\" data-component=\"Link\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">first floated by the premier during a business breakfast address in September<\/a>, taking some economic and sustainability experts by surprise.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I can&#8217;t let WA be a laggard,&#8221; he said at the time.<\/p>\n<p>&#8220;I won&#8217;t allow WA to be the policy equivalent of a long-abandoned Blockbuster video store in the suburbs.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Cook detailed his plans to overhaul the state&#8217;s development framework in a bid to cut red tape for priority projects, but some experts were concerned the reforms would leave too much power in the hands of too few.<\/p>\n<p><img decoding=\"async\" alt=\"WA Premier Roger Cook speaking\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/12\/daecdd603f962ebb55dd68b05466fb50\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Mr Cook will have more powers to fast-track approvals processes under the new laws. (ABC News: Courtney Withers)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Kwinana Industries Council\u00a0chief executive David Harrison is in favour of the laws.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">\u201cThe State Development Bill will streamline approvals, improve coordination across government, and fast-track investment \u2014 exactly what industry needs to remain globally competitive,&#8221; he said last month.<\/p>\n<p>Conflict of interest fears<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Cook has instilled an urgency in passing the legislation, and the recently passed surrogacy and IVF laws, describing them as &#8220;priorities&#8221; for the state.\u00a0<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-12-10\/state-development-laws-wa-analysis\/106119780\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">How facts may be sacrificed in the push for faster project approvals in WA<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">As WA&#8217;s state development laws make their way through parliament, critics are concerned about environmental approvals.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;They&#8217;re important pieces of legislation and I&#8217;d encourage all members of parliament to make sure that they scrutinise the bills, but take the opportunity also to have them passed by the end of the year.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The government knocked back several amendments, including one from the Greens to add a conflict-of-interest clause that would have required the coordinator general to step back if they had a personal interest in any of the decision making in front of them.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It would have also required them to step back if they had a &#8220;substantial work history&#8221; within the industry that would be affected by the decision.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This is a scandal waiting to happen, this position,&#8221; Greens MLC Tim Clifford said during the bill&#8217;s late night debate last week.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The fact that we aren&#8217;t putting in any safeguards around this position is truly troubling and I can guarantee down the track something&#8217;s going to blow up on the premier of the day&#8217;s watch.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The government, however, conceded to amendments that force it to publicly reveal when time frame notices, which adjust or create deadlines for decisions, are issued to get opposition support.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The parliament will be notified and therefore the public will be notified,&#8221; Liberal MLC Steve Thomas said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We need a bit of accountability in that process.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It will mean when a time frame is changed, and when a revised time frame is not met by an authority, the government will have to let people know.<\/p>\n<p>&#8216;Unholy alliance&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Despite indicating her party&#8217;s support, Nationals MLC Julie Freeman raised some regional environmental\u00a0concerns about the bill, flagging potential impacts on property rights and local decision making.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Animal Justice MLC Amanda Dorn also raised concerns about the coordinator general&#8217;s power while calling out the opposition for not opposing the bill, despite some Liberal MPs criticising it.<\/p>\n<p><img decoding=\"async\" alt=\"Protesters gather at a rally. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/12\/de2d5ef6624b640507d28bbdb17b990d\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">There is opposition to the law from both sides of politics.
