The US is Europe\u2019s adversary. The stark, profound betrayal contained in the Trump administration\u2019s <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/12\/2025-National-Security-Strategy.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">national security strategy<\/a> should stop any further denial and dithering in Europe\u2019s capitals. Cultivating \u201cresistance Europe\u2019s current trajectory in European nations\u201d is now Washington\u2019s stated policy.<\/p>\n<p class=\"dcr-130mj7b\">But contained within this calamity is the gift of clarity. <a href=\"https:\/\/www.theguardian.com\/world\/europe-news\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Europe<\/a> will fight or it will perish. The good news is that Europe holds strong cards.<\/p>\n<p class=\"dcr-130mj7b\">The US\u2019s bet on AI is now so gigantic that every Maga voter\u2019s pension is <a href=\"https:\/\/www.investopedia.com\/risks-in-your-401-k-index-fund-8771636\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">bound to<\/a> the bubble\u2019s precarious survival. AI investment now <a href=\"https:\/\/www.washingtonpost.com\/technology\/2025\/09\/30\/ai-economy-investment-bubble\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">rivals consumer spending<\/a> as the primary creator of American economic growth. It accounted for virtually all (92%) GDP growth in the first half of this year. Without it, US <a href=\"https:\/\/www.ft.com\/content\/603be7d5-13ac-4047-9854-24db5f0f0802\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">GDP grew only 0.1%<\/a>. Despite Donald Trump\u2019s posturing, he is on shaky economic ground.<\/p>\n<p class=\"dcr-130mj7b\">Trump\u2019s political coalition is shaky, too. In July and again this month, he has been <a href=\"https:\/\/www.foxnews.com\/politics\/state-level-ai-rules-survive-now-senate-sinks-moratorium-despite-white-house-pressure\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">unable to force<\/a> Senate Republicans to pass his AI moratorium bill, which would have prevented states from drafting their own AI laws. The Steve Bannon wing of Maga <a href=\"https:\/\/www.ft.com\/content\/d6aac7f1-b955-4c76-a144-1fe8d909f70b\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">fears <\/a>that AI will displace workers en masse, and is appalled by what <a href=\"https:\/\/www.washingtonpost.com\/technology\/2025\/11\/23\/trump-maga-division-tech-ai\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">children are exposed to<\/a> on digital platforms. <a href=\"https:\/\/www.pewresearch.org\/internet\/2024\/04\/29\/americans-views-of-technology-companies-2\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Maga voters<\/a> particularly mistrust big tech\u2019s political power. Tech is a dangerous topic for Trump.<\/p>\n<p class=\"dcr-130mj7b\">Ursula von der Leyen, the president of the European Commission, has two cards to play that might pop the AI bubble. If she does so, Trump\u2019s presidency will be thrown into crisis.<\/p>\n<p class=\"dcr-130mj7b\">First, Dutch company ASML commands a global monopoly on the microchip-etching machines that use light to carve patterns on silicon. These machines are essential for Nvidia, the AI microchip giant that is now the world\u2019s <a href=\"https:\/\/www.cnbc.com\/2025\/06\/03\/nvidia-microsoft-most-valuable-company.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">most valuable<\/a> company. ASML is one of Europe\u2019s most valuable companies, and European banks and private equity are also invested in AI. Withholding these silicon-etching machines would be difficult for Europe, and extremely painful for the Dutch economy. But it would be far more painful for Trump.<\/p>\n<p class=\"dcr-130mj7b\">The US\u2019s feverish investment in AI and the datacentres it relies on will hit a wall if European export controls slow or stop exports to the US \u2013 and to Taiwan, where Nvidia produces its most advanced chips. Via this lever, Europe has the means to decide whether and by how much the US economy expands or contracts.<\/p>\n<p class=\"dcr-130mj7b\">Second, and much easier for Europe, is the enforcement of the EU\u2019s long-neglected data rules against big US tech companies. Confidential corporate documents made public in <a href=\"https:\/\/www.courtlistener.com\/docket\/17386347\/calhoun-v-google-llc\/?filed_after=&amp;filed_before=&amp;entry_gte=&amp;entry_lte=&amp;order_by=desc#entry-1130\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">US litigation<\/a> show how vulnerable companies such as Google can be to the enforcement of basic data rules. Meanwhile, Meta has been <a href=\"https:\/\/www.iccl.ie\/news\/unsealed-court-documents-reveal-data-anarchy-at-meta\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">unable to tell a US court<\/a> what its internal systems do with your data, or who can access it, or for what purpose.<\/p>\n<p class=\"dcr-130mj7b\">This data free-for-all lets big tech companies train their AI models on masses of everyone\u2019s data, but it is illegal in Europe, where companies are required to carefully control and account for how they use personal data. All Brussels has to do is crack down on Ireland, which for years has been <a href=\"https:\/\/www.politico.eu\/article\/ireland-donald-trump-fines-white-house-washington-uk\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a wild west of lax data enforcement<\/a>, and the repercussions will be felt far beyond.<\/p>\n<p class=\"dcr-130mj7b\">If the EU had the gumption to apply this pressure, these US tech companies would have to rebuild their technologies from the ground up to handle data correctly. They would also have to tell investors that their AI tools are barred from accessing Europe\u2019s valuable market until they comply. The AI bubble would be unlikely to survive this double shock.<\/p>\n<p class=\"dcr-130mj7b\">Maga voters did not vote to lose their liberties and constitutional rights, and an increasingly authoritarian Trump who cannot deliver economic stability because of his closeness to a reviled tech industry is likely to be deeply unpopular in the 2026 midterm elections.<\/p>\n<p class=\"dcr-130mj7b\">The balance of risk now demands that European leaders cripple Trump. They have learned from a year of <a href=\"https:\/\/www.politico.eu\/article\/europes-century-of-humiliation-could-be-just-beginning\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">abject<\/a> <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2025\/oct\/09\/the-eu-has-a-secret-weapon-to-counter-trumps-economic-bullying-its-time-to-use-it\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">cowering<\/a> before Trump that such behaviour only makes it easy for him to push them over. The reasons for caution are disappearing. The <a href=\"https:\/\/www.politico.com\/news\/2025\/12\/05\/an-attack-on-all-american-tech-platforms-trump-admin-decries-eus-fine-on-musks-x-00678891\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">extreme reaction<\/a> of Maga leaders to the relatively minor \u20ac120m fine the EC recently imposed on X shows that pulling punches will not placate them. Trump\u2019s \u201c<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2025\/nov\/28\/28-point-peace-plan-ukraine-trump-putin\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">28-point plan<\/a>\u201d for Ukraine dispelled any illusion that European concessions would secure a return to US military commitment.<\/p>\n<p class=\"dcr-130mj7b\">With its democracy now explicitly under threat, Europe must join India, Brazil and China in standing up to Trump.<\/p>\n<p class=\"dcr-130mj7b\">Brazil\u2019s president Luiz In\u00e1cio Lula da Silva is an example of how to do so. He has been dignified and resolute in the face of extraordinary bullying from Trump. In a single month, in September, he proclaimed in an <a href=\"https:\/\/www.nytimes.com\/2025\/09\/14\/opinion\/lula-da-silva-brazil-trump-bolsonaro.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">open letter<\/a> to Trump that his country\u2019s democracy and sovereignty are non-negotiable, countered Trump\u2019s tariffs with its own and <a href=\"https:\/\/www.hrw.org\/news\/2025\/09\/17\/brazil-passes-landmark-law-to-protect-children-online\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">passed a new law forcing digital platforms<\/a> to protect children in Brazil from sexual harassment and other online harms.<\/p>\n<p class=\"dcr-130mj7b\">Then he <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/23\/brazil-president-lula-un-speech\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">rhetorically mugged Trump<\/a> in a UN general assembly speech just before Trump\u2019s turn to speak. As a result of Lula\u2019s refusal to be cowed, Trump softened his tone <a href=\"https:\/\/www.nytimes.com\/2025\/09\/23\/world\/americas\/trump-lula-embrace-meeting.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">immediately<\/a>. Lower tariffs are now <a href=\"https:\/\/www.reuters.com\/world\/americas\/brazils-lula-expects-more-us-tariff-cuts-after-call-with-trump-2025-12-03\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">expected<\/a> after negotiations between the two leaders.<\/p>\n<p class=\"dcr-130mj7b\">Trump said earlier in December that <a href=\"https:\/\/www.politico.com\/news\/2025\/12\/09\/donald-trump-full-interview-transcript-00681693\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">he thinks<\/a> Europe\u2019s leaders are weak. He does not believe they will defend Europeans\u2019 liberties and their hard-won democracy against him. So far, the <a href=\"https:\/\/www.dw.com\/en\/german-chancellor-some-of-us-security-plan-unacceptable\/a-75074744\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">response<\/a> from <a href=\"https:\/\/www.politico.com\/news\/magazine\/2025\/12\/11\/ursula-von-der-leyen-europe-ukraine-interview-00687757\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">European<\/a> leaders is proving him correct. But what Trump does not yet understand is that von der Leyen holds the US economy and his presidency in her hands. She must have the courage to go entirely beyond any prior norms of her behaviour. In other words, if she grabs Trump where it hurts, Europe will win this fight.<\/p>\n","protected":false},"excerpt":{"rendered":"The unthinkable has happened. The US is Europe\u2019s adversary.
