Why are they leaving Wales?<\/p>\n<p>It\u2019s the news many in Wales were dreading.<a href=\"https:\/\/www.rugbyworld.com\/players\/who-is-jac-morgan-ten-things-you-should-know-about-the-ospreys-back-row-135284\" rel=\"nofollow noopener\" target=\"_blank\"> Jac Morgan<\/a> and <a href=\"https:\/\/www.rugbyworld.com\/players\/who-is-dewi-lake-ten-things-you-should-know-about-the-ospreys-hooker-135264\" rel=\"nofollow noopener\" target=\"_blank\">Dewi Lake<\/a>, the national team\u2019s two captains during the recent Autumn Nations Series, have signed deals to join PREM Rugby side Gloucester Rugby for the 2026-27 season.<\/p>\n<p>With both players out of contract at the end of this season, the Ospreys stars were free to look for new employers. They\u2019ll join Welsh teammates Freddie Thomas and Max Llewellyn at Kingsholm next year.<\/p>\n<p>The news has, unsurprisingly, sent shockwaves through the principality. Welsh stars opting to ply their trade in England or overseas is nothing new, but the timing of the forwards\u2019 departure \u2013 with Ospreys\u2019 future currently uncertain \u2013 feels particularly ominous.<\/p>\n<p>Below we explain the possible reasons behind Morgan and Lake\u2019s departure, and what it might mean for the wider Welsh game.<\/p>\n<p>Read more: <a href=\"https:\/\/www.rugbyworld.com\/countries\/england-countries\/can-you-name-the-rugby-players-to-have-been-nominated-for-sports-personality-of-the-year-180994\" rel=\"nofollow noopener\" target=\"_blank\">Can you names the rugby players to have won Sports Personality of the Year?<\/a><\/p>\n<p>Why have the Welsh captains signed for English clubs?<\/p>\n<p>While we don\u2019t know the exact thinking behind their decisions, it\u2019s easy to speculate on why Morgan and Lake have opted to cross the Prince of Wales Bridge.<\/p>\n<p>Over the last four seasons, Ospreys have only finished in the top half of the URC table once \u2013 even then they finished eighth \u2013 and reached the quarter-finals of the European Challenge Cup twice. The team are nowhere near making a realistic bid for top-level honours, so it\u2019s easy to see why the duo might want to turn out for a more competitive side, with more chance of taking part in the Champions Cup. It\u2019s also reasonable to assume that they\u2019ll be able to command a bigger salary in the <a href=\"https:\/\/www.rugbyworld.com\/tournaments\/gallagher-premiership\/gallagher-prem-2025-26-teams-upcoming-fixtures-and-everything-you-need-to-know-about-the-new-season-178778\" rel=\"nofollow noopener\" target=\"_blank\">Gallagher PREM<\/a>.<\/p>\n<p>But there may be a bigger factors at play. The <a href=\"https:\/\/www.rugbyworld.com\/news\/is-welsh-rugby-getting-rid-of-two-regions-178748\" rel=\"nofollow noopener\" target=\"_blank\">Welsh Rugby Union\u2019s recent consultation on the future of the game<\/a> recommended that the current four regions be cut down to three, with one in Cardiff, one in the east of the country and one in the west. This suggests there won\u2019t be room for both Ospreys and Scarlets in the new structure, meaning Morgan and Lake\u2019s current club may not even exist in a few years\u2019 time.<\/p>\n<p>Players have left Wales for England before. Why is this such a big deal?<\/p>\n<p>Back in the amateur era the likes of Jonathan Davies, Scott Gibbs and Scott Quinnell left Wales to play rugby league, while many members of Warren Gatland\u2019s successful team (including Dan Biggar, Mike Phillips and the younger Jonathan Davies) had successful spells in England or France.<\/p>\n<p>Morgan and Lake\u2019s exits feel different, however. At 25, both men are in their prime and arguably the standout players in the Welsh regional game right now. Also, following Tomos Williams\u2019 injury earlier in the series, Morgan was the sole Welsh representative in the <a href=\"https:\/\/www.rugbyworld.com\/news\/british-irish-lions-tour-australia-fixtures-head-coach-history-and-more-170714\" rel=\"nofollow noopener\" target=\"_blank\">British &amp; Irish Lions Test<\/a> series this summer.<\/p>\n<p>Having the national side\u2019s skippers departing the domestic game at the same time is not a great look for the WRU \u2013 especially as the governing body tries to implement a new structure to improve the player pathway to the national team. The WRU will also face questions over whether it did enough to keep its biggest names in Wales, and whether it needs to be offering more lucrative central contracts to its stars.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-181055\" class=\"lazyload blur-up wp-image-181055 size-large\" data-processed=\"\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/12\/GettyImages-2240239760-630x401.jpg\" alt=\"Gloucester's Tomos Williams prepares to pass during the October 2025 Gallagher PREM match against Bath.\" width=\"630\" height=\"401\" data-  \/><\/p>\n<p id=\"caption-attachment-181055\" class=\"wp-caption-text\">Morgan and Lake will follow Wales teammate Tomos Williams who is currently at Gloucester (Bob Bradford \u2013 CameraSport via Getty Images)<\/p>\n<p>Will both still be eligible to play for Wales?<\/p>\n<p>Yes, but it was a close run thing.<\/p>\n<p>Since February 2023, players who sign contracts outside Wales have required 25 caps or more to continue playing for the national side \u2013 a significant drop on the previous 60-cap threshold.<\/p>\n<p>Lake currently has 26 caps to his name, while Morgan has 24 \u2013 the two caps he won for the British &amp; Irish Lions push him over the magic number. (It\u2019s important to note that the current 25-cap rule is currently under review.)<\/p>\n<p>They join a growing band of Welsh players plying their trade in other leagues. <a href=\"https:\/\/www.rugbyworld.com\/countries\/wales-countries\/who-is-steve-tandy-ten-things-you-should-know-about-the-lions-assistant-coach-126117\" rel=\"nofollow noopener\" target=\"_blank\">Steve Tandy<\/a>\u2019s squad for the recent Quilter Nations Series included <a href=\"https:\/\/www.rugbyworld.com\/players\/who-is-adam-beard-ten-things-you-should-know-about-the-wales-lock-127685\" rel=\"nofollow noopener\" target=\"_blank\">Adam Beard<\/a> (Montpellier), Rhys Carr\u00e9 (Saracens), Ollie Cracknell (Leicester Tigers), Archie Griffin (Bath Rugby), <a href=\"https:\/\/www.rugbyworld.com\/players\/who-is-dafydd-jenkins-ten-things-you-should-know-about-the-wales-second-row-149853\" rel=\"nofollow noopener\" target=\"_blank\">Dafydd Jenkins<\/a> (Exeter Chiefs), Nicky Smith (Leicester Tigers), Freddie Thomas (Gloucester Rugby), Jarrod Evans (Harlequins), Louie Hennessy (Bath Rugby), <a href=\"https:\/\/www.rugbyworld.com\/news\/who-is-max-llewellyn-10-things-you-should-know-about-the-wales-and-gloucester-centre-174720\" rel=\"nofollow noopener\" target=\"_blank\">Max Llewellyn<\/a> (Gloucester Rugby), <a href=\"https:\/\/www.rugbyworld.com\/players\/who-is-louis-rees-zammit-ten-things-should-know-125393\" rel=\"nofollow noopener\" target=\"_blank\">Louis Rees-Zammit<\/a> (Bristol Bears), <a href=\"https:\/\/www.rugbyworld.com\/players\/who-is-nick-tompkins-ten-things-you-should-know-about-the-wales-centre-136953\" rel=\"nofollow noopener\" target=\"_blank\">Nick Tompkins<\/a> (Saracens) and <a href=\"https:\/\/www.rugbyworld.com\/players\/who-is-tomos-williams-ten-things-you-should-know-about-the-wales-scrum-half-136023\" rel=\"nofollow noopener\" target=\"_blank\">Tomos Williams<\/a> (Gloucester). <a href=\"https:\/\/www.rugbyworld.com\/players\/who-is-tommy-reffell-ten-things-you-should-know-about-the-wales-flanker-149806\" rel=\"nofollow noopener\" target=\"_blank\">Tommy Reffell<\/a> (Leicester Tigers) is also available for selection.<\/p>\n<p>Many of the exiles rank among Wales\u2019 best players, a fact highlighted by the makeshift nature of the side Tandy selected for the recent South Africa match, which took place outside the international window.<\/p>\n<p>How has the Welsh Rugby Union reacted? <\/p>\n<p>The WRU is clearly shaken by the news and, in an unusual move, has issued a statement in response:<\/p>\n<p>\u201cWe are striving to build a world-class system in Wales to maximise the potential for the success of our professional clubs and national teams,\u201d the statement said. \u201cWe want Welsh talent to be at the heart of the system.<\/p>\n<p>\u201cWe are, of course, disappointed when players leave the system in Wales. But we are also realistic that top-class players will get opportunities to explore new experiences and to challenge themselves as they develop their careers.<\/p>\n<p>\u201cCreating the right environment for Welsh talent in Wales is a fundamental part of the new plans we announced for the Future of Elite Rugby in Wales at the end of October. We are at the beginning of that journey and are working with all of the professional clubs to put that new system in place as quickly as possible. The WRU has guaranteed all existing player contracts and also written to our regional clubs and the Welsh Rugby Players\u2019 Association to confirm financial support for new signings.<\/p>\n<p>\u201cAs we work to create a truly world-class rugby environment in Wales in the next years, we hope that players like Jac and Dewi \u2013 and others \u2013 will come back to Wales.
