{"id":355104,"date":"2025-12-18T01:52:09","date_gmt":"2025-12-18T01:52:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/355104\/"},"modified":"2025-12-18T01:52:09","modified_gmt":"2025-12-18T01:52:09","slug":"a-moderate-mutiny-adds-to-the-gops-obamacare-woes","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/355104\/","title":{"rendered":"A moderate mutiny adds to the GOP\u2019s Obamacare woes"},"content":{"rendered":"<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjagi1i8000x27qo8f0id5ie@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            By now, it\u2019s become conventional wisdom about Congress: \u201c<a href=\"https:\/\/nymag.com\/intelligencer\/2023\/10\/republican-moderates-caved-mike-johnson-ken-buck-republican-house-speaker.html\" target=\"_blank\" rel=\"nofollow noopener\">Moderates<\/a> <a href=\"https:\/\/www.axios.com\/2017\/12\/15\/on-health-care-moderates-quiet-while-conservatives-yell-1513303186\" target=\"_blank\" rel=\"nofollow noopener\">always<\/a> <a href=\"https:\/\/x.com\/LACaldwellDC\/status\/1713982115354718613\" target=\"_blank\" rel=\"nofollow\">cave<\/a>.\u201d The more extreme elements sometimes force leadership\u2019s hand, but those near the political center have a tendency to lose their nerve.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjagimvv00033b6pcrvtl1kb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Things have apparently gotten so bad for House Speaker Mike Johnson \u2013 and the GOP\u2019s political position against continuing key Obamacare subsidies is apparently so perilous \u2013 that even that moderates are mutinying.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjagi3ua00003b6pcgs63fw9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Wednesday brought one of the most astounding affronts to date to the Louisiana Republican\u2019s increasingly embattled speakership, as moderates joined with Democrats to <a href=\"https:\/\/www.cnn.com\/2025\/12\/17\/politics\/obamacare-subsidies-discharge-petition-johnson-healthcare\" rel=\"nofollow noopener\" target=\"_blank\">force a vote<\/a> to extend soon-to-expire enhanced Obamacare subsidies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000f3b6pwkearzkp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Frustrated over the lack of a deal to vote on an extension and negotiations over features that would make the overall legislation more palatable to the GOP, four more-moderate House Republicans reached for what some of them acknowledged was <a href=\"https:\/\/www.cnn.com\/2025\/12\/17\/politics\/obamacare-subsidies-discharge-petition-johnson-healthcare\" rel=\"nofollow noopener\" target=\"_blank\">a nuclear option<\/a>: They crossed over to support a vote on the clean, three-year extension of the subsidies that Democrats want.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000g3b6pf1cbihc6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The four Republicans \u2013 Reps. Brian Fitzpatrick, Rob Bresnahan and Ryan Mackenzie, all of Pennsylvania, and Rep. Mike Lawler of New York \u2013 all signed a so-called discharge petition in quick succession. The petition, which requires 218 signatures to have an effect, effectively bypasses Johnson and requires a vote, whether he likes it or not.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000i3b6pg7uh4ieo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This is remarkable for a number of reasons:\n    <\/p>\n<p>            It\u2019s moderates who forced the issue this time.<\/p>\n<p>            It\u2019s now the sixth discharge petition to succeed in the last two years. To find the last six successful discharge petitions before that, you\u2019d <a href=\"https:\/\/www.brookings.edu\/articles\/dont-count-on-the-house-discharge-rule-to-raise-the-debt-limit\/\" target=\"_blank\" rel=\"nofollow noopener\">have to go back decades<\/a>. (The reason: Discharge petitions are viewed as a direct challenge to leadership, not to be used lightly, because they take away the speaker\u2019s ability to control what gets voted on.)<\/p>\n<p>            The petition they signed wasn\u2019t just one the speaker opposed, like with the Jeffrey Epstein files. It was one put forward by the leader of House Democrats, Rep. Hakeem Jeffries of New York. There were other discharge petitions on the table that were more in line with what these Republicans wanted, but Democrats declined to embrace them and made clear this was centrist GOP members\u2019 only option if they wanted a vote.<\/p>\n<p>            These GOP members crossed over to buck leadership on, of all issues, Obamacare \u2013 the very same federal health care law the party spent years decrying as an abomination that had to be repealed.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000j3b6psz37gue6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This doesn\u2019t mean the Covid-era Obamacare subsidies are now going to be extended. The measure, once passed in the House, would still need to pass in the Senate, where basically the same proposal got a vote last week and fell well shy of the 60 votes it needed (despite getting four GOP votes). It would also need President Donald Trump to sign it, which seems quite unlikely.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000k3b6plqfxp7fr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the situation in the House could increase pressure on Republicans to come to the table on extending the enhanced premium subsidies in one form or another.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000m3b6p9rtj06xx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And it also reinforces and ratchets up the monumental political dilemma Republicans \u2013 and Johnson \u2013 face right now.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000n3b6pc8e7l1rt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The outcome Wednesday suggests that a number of Republicans think failing to extend the subsidies, in one form or another, simply isn\u2019t an option.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000o3b6p1yucxi5l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And they have <a href=\"https:\/\/www.cnn.com\/2025\/11\/25\/politics\/obamacare-republicans-political-pickle\" rel=\"nofollow noopener\" target=\"_blank\">good reason to feel that way<\/a>, as I wrote last month.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000p3b6puwcg32xz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After all, 22 million Americans get these subsidies, and many of them could soon see their premiums double. Seven in 10 Americans favor extending the subsidies, including around half of Republicans in some polls.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000q3b6p6u9c5cx3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And it\u2019s difficult to imagine a worse development right now, at a time when affordability appears to be Trump\u2019s and the GOP\u2019s Achilles heel, than to see millions of people\u2019s health insurance premiums skyrocket, with Republicans being the clear culprits.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000r3b6p4b0fkt6f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            (Say what you will about Democrats giving up on their shutdown strategy last month; they at least cast a spotlight on who would be responsible for these subsidies expiring.)\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000s3b6pvt68m34g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s numbers on health care are worse than they\u2019ve ever been. In fact, it was his worst issue in <a href=\"https:\/\/apnorc.org\/wp-content\/uploads\/2025\/12\/AP-NORC-December-2025-Topline-Trump-121125.pdf\" target=\"_blank\" rel=\"nofollow noopener\">a recent AP-NORC poll<\/a>, with Americans disapproving of his handling of it 69%-29%.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000t3b6pagscc2mc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And new polling on Wednesday epitomized how big an issue this could be moving forward and possibly in the 2026 midterm elections. An <a href=\"https:\/\/maristpoll.marist.edu\/wp-content\/uploads\/2025\/12\/NPR_PBS-News_Marist-Poll_202512121052-1.pdf\" target=\"_blank\" rel=\"nofollow noopener\">NPR-PBS News-Marist College<\/a> poll showed a majority of Americans (54%) were concerned they wouldn\u2019t be able to pay for  necessary medical care in the next 12 months. That\u2019s risen significantly in recent years, compared to <a href=\"https:\/\/westhealth.gallup.com\/explore\/questions\/2730?viewBy=filter_year\" target=\"_blank\" rel=\"nofollow noopener\">Gallup polling<\/a> asking the same question.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000u3b6p5nv9tp7r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As <a href=\"https:\/\/www.cnn.com\/2025\/12\/04\/business\/obamacare-extension-trump-republicans-subsidies\" rel=\"nofollow noopener\" target=\"_blank\">CNN\u2019s David Goldman wrote<\/a> this month, there are few things as dicey in politics as taking away a benefit that people have become accustomed to. Yet that\u2019s what Republicans are staring down the barrel of \u2013 at a really inauspicious time.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000v3b6psuq1vuls@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Johnson\u2019s posture seems to be that Republicans can put forward their own health care proposal that doesn\u2019t extend these subsidies and, when it doesn\u2019t become law, claim that they at least tried to do something.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000w3b6p28b4voyu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But that\u2019s clearly not good enough for members who fear for their constituents\u2019 finances and for their own reelection campaigns.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaiyezu000x3b6pqnzmow6a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And on Wednesday, those members made a statement \u2013 by doing something very un-moderate.\n    <\/p>\n","protected":false},"excerpt":{"rendered":"By now, it\u2019s become conventional wisdom about Congress: \u201cModerates always cave.\u201d The more extreme elements sometimes force leadership\u2019s&hellip;\n","protected":false},"author":2,"featured_media":355105,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[34],"tags":[64,63,137,500],"class_list":{"0":"post-355104","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-healthcare","8":"tag-au","9":"tag-australia","10":"tag-health","11":"tag-healthcare"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts\/355104","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/comments?post=355104"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts\/355104\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/media\/355105"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/media?parent=355104"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/categories?post=355104"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/tags?post=355104"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
