An Australian-first study may have just found out"},"content":{"rendered":"<p>Homelessness is a <a href=\"https:\/\/www.aihw.gov.au\/reports\/australias-welfare\/homelessness-and-homelessness-services\" rel=\"nofollow noopener\" target=\"_blank\">growing issue<\/a> in Australia. <\/p>\n<p><a href=\"https:\/\/www.aihw.gov.au\/reports\/homelessness-services\/specialist-homelessness-services-annual-report\/contents\/about\" rel=\"nofollow noopener\" target=\"_blank\">Data released last week<\/a> by the Australian Institute for Health and Welfare show 350 requests for support go unmet every day due to a lack of resources. Most of those requests are from women and children fleeing family and domestic violence. <\/p>\n<p>One in three people seeking crisis accommodation do not receive support,  highlighting how damaging housing shortages can be.  <\/p>\n<p>It\u2019s also a heath issue<\/p>\n<p>Homelessness is also a health crisis. <\/p>\n<p>The median age at death for Australians receiving homelessness services in the past decade was <a href=\"https:\/\/www.aihw.gov.au\/reports\/homelessness-services\/people-death-shs-support\" rel=\"nofollow noopener\" target=\"_blank\">55 years<\/a> \u2013 28 years below the <a href=\"https:\/\/www.abs.gov.au\/statistics\/people\/population\/life-expectancy\/latest-release\" rel=\"nofollow noopener\" target=\"_blank\">Australian average life expectancy<\/a>. <\/p>\n<p>The figures are even worse for people <a href=\"https:\/\/www.abs.gov.au\/methodologies\/estimating-homelessness-census-methodology\/2021#definition-of-homelessness\" rel=\"nofollow noopener\" target=\"_blank\">sleeping rough<\/a> (people living in improvised dwellings, tents, or sleeping outdoors). A 2024 Guardian investigation found an average age of death for <a href=\"https:\/\/www.theguardian.com\/australia-news\/commentisfree\/2024\/feb\/09\/australia-homeless-population-deaths-data-stats\" rel=\"nofollow noopener\" target=\"_blank\">rough sleepers of just 44<\/a>. <\/p>\n<p>Across Australia, the homelessness system is struggling to keep up. <\/p>\n<p>It\u2019s taking <a href=\"https:\/\/percapita.org.au\/our_work\/poverty-and-housing-in-the-south-australia\/\" rel=\"nofollow noopener\" target=\"_blank\">longer for people to receive help<\/a>, and more are asking for support \u2013 including people who in the past would have found housing through the private rental market.<\/p>\n<p>There are a range of reasons for this, including:<\/p>\n<p>How is homelessness tackled in Australia?<\/p>\n<p>Homelessness services are mostly funded through the <a href=\"https:\/\/treasury.gov.au\/policy-topics\/housing\/housing-homelessness-strategy\/national-agreement-social-housing-and-homelessness\" rel=\"nofollow noopener\" target=\"_blank\">National Agreement on Social Housing and Homelessness<\/a>, an agreement between the Australian, state and territory governments.<\/p>\n<p>Homelessness expenditure by the South Australian and Western Australian governments rose by 21% in real (inflation-adjusted) terms over the four years to 2023-24, from $176 million to $213 million. But this has been <a href=\"https:\/\/homelessnessaustralia.org.au\/wp-content\/uploads\/2024\/12\/AHM_final.pdf\" rel=\"nofollow noopener\" target=\"_blank\">insufficient to meet rising need<\/a>.  <\/p>\n<p>The lack of available resources means Australia\u2019s homelessness services are locked in \u201ccrisis mode\u201d \u2013 responding to people only once they are in dire need of help and managing homelessness, rather than reducing or ending it. <\/p>\n<p>Australia is one of many countries that has failed to stem the rise in homelessness in recent decades. <\/p>\n<p>In contrast, the total number of people experiencing <a href=\"https:\/\/www.sdg16.plus\/policies\/housing-first-policy-finland\/\" rel=\"nofollow noopener\" target=\"_blank\">long-term homelessness in Finland<\/a> decreased by 68% between 2008 and 2022.<\/p>\n<p>This success is largely due to Finland\u2019s commitment to \u201chousing first\u201d \u2013 a set of principles and a system for housing and supporting people who have experienced long-term and recurring homelessness. <\/p>\n<p>What our research revealed<\/p>\n<p>Our research in <a href=\"https:\/\/percapita.org.au\/our_work\/supportive-housing-needs-assessment-inner-city-adelaide\/\" rel=\"nofollow noopener\" target=\"_blank\">South Australia<\/a> and <a href=\"https:\/\/percapita.org.au\/our_work\/supportive-housing-sh-needs-assessment-for-perth-and-bunbury-western-australia\/\" rel=\"nofollow noopener\" target=\"_blank\">Western Australia<\/a> provides an evidence-based argument for \u201chousing first\u201d principles and the development of supportive housing (housing paired with <a href=\"https:\/\/www.housingforward.org\/programs\/wraparound-services\" rel=\"nofollow noopener\" target=\"_blank\">wraparound support services<\/a> targeted at people with a history of chronic homelessness).<\/p>\n<p>In an Australian first, we estimated the number of homes required to end rough sleeping in Perth and Bunbury in Western Australia, and inner-city Adelaide in South Australia. <\/p>\n<p>We found 1,300 units would be needed in Perth and Bunbury combined and 150 units in inner-city Adelaide. We estimate 90% of homes should be one-bedroom units with the remaining 10% delivered as two or three-bedroom units.<\/p>\n<p>These figures are based on <a href=\"https:\/\/waaeh.org.au\/our-work\/advance-to-zero\/monthly-by-name-list\/\" rel=\"nofollow noopener\" target=\"_blank\">regional databases<\/a> that allow services to coordinate support and track outcomes for each person.<\/p>\n<p>To build these homes and support tenants with wraparound services, our research estimates it would cost $500 million over five years to build and operate 1,3000 homes in metro Perth and Bunbury, and $50 million to build and operate 156 homes in inner-city Adelaide.<\/p>\n<p>While the Adelaide figures look substantially lower, this is mostly due to a smaller geography and smaller population. <\/p>\n<p>This is a significant but achievable investment. <a href=\"https:\/\/www.pc.gov.au\/ongoing\/report-on-government-services\/2025\/housing-homelessness\/homelessness-services\/\" rel=\"nofollow noopener\" target=\"_blank\">For comparison<\/a>, the WA and SA governments spent $452 million and $388 million respectively on homelessness services in the four years to 2023-24. <\/p>\n<p>A health and economic boost<\/p>\n<p>Providing housing to people sleeping rough is unsurprisingly highly effective at keeping people stably housed. <\/p>\n<p>One systematic review showed when homeless people are supported by a \u201chousing first\u201d model, their chance of being stably housed 24 months later increases from <a href=\"https:\/\/doi.org\/10.1136\/jech-2018-210981\" rel=\"nofollow noopener\" target=\"_blank\">37% to 75%<\/a>. <\/p>\n<p>We also know \u201chousing first\u201d participants are healthier and happier: <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/30777888\/\" rel=\"nofollow noopener\" target=\"_blank\">the same review<\/a> found participants experience 37% fewer emergency department visits and 24% fewer hospitalisations compared to people without access to supportive housing. They are also <a href=\"https:\/\/library.oapen.org\/handle\/20.500.12657\/60760\" rel=\"nofollow noopener\" target=\"_blank\">more satisfied<\/a> with their lives overall. <\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/707582\/original\/file-20251210-64-cm0i0k.png?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/12\/file-20251210-64-cm0i0k.png\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Housing First principles.<br \/>\n              <a class=\"source\" href=\"https:\/\/waaeh.org.au\/resource\/housing-first-principles-australia\/\" rel=\"nofollow noopener\" target=\"_blank\">Author provided, adapted from the Western Australian Alliance to End Homelessness<\/a><\/p>\n<p>Supportive housing also saves the government money.<\/p>\n<p>We estimated fully funding these programs would save the Western and South Australian governments $130 million over five years in reduced health and criminal justice costs. <\/p>\n<p>In a 60-year time horizon, we estimate every dollar spent on delivering supportive housing would yield social benefits of $1.56 in SA and $1.23 in WA. <\/p>\n<p>More work is needed<\/p>\n<p>Our study needs to be replicated across Australia to better understand national levels of need and the cost of meeting it.<\/p>\n<p>These evidence-based figures can help the homelessness sector be more specific when calling for better funding.<\/p>\n<p>The work doesn\u2019t stop there.<\/p>\n<p>Understanding how much and for whom is important but political will and the dollars that follow it are essential to meaningful change. <\/p>\n<p>Lucas Lewit-Mendes, research associate at Per Capita, contributed to this article.<\/p>\n","protected":false},"excerpt":{"rendered":"Homelessness is a growing issue in Australia.
