{"id":35859,"date":"2025-07-31T21:32:27","date_gmt":"2025-07-31T21:32:27","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/35859\/"},"modified":"2025-07-31T21:32:27","modified_gmt":"2025-07-31T21:32:27","slug":"childcare-centre-grow-early-education-in-townsville-under-investigation","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/35859\/","title":{"rendered":"Childcare centre Grow Early Education in Townsville under investigation"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">A North Queensland childcare centre that breached regulations 19 times last year is under investigation again after parents complained of injuries to children.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The ABC can reveal that Grow Early Education in the Townsville suburb of Bushland Beach has a history of failing to report incidents and operating beyond its capacity.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Among the breaches were complaints about an unchanged nappy, children climbing on bag racks, jumping off a sink and one educator supervising 20 children.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Freedom of Information (FOI) documents obtained by the ABC detailed parents&#8217; complaints and revealed the Early Childhood Regulation Authority substantiated 19 breaches at Grow Bushland Beach, but found the centre met National Quality Standards.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The group&#8217;s parent body, Imagine Education Australia, said significant changes had been implemented, including a new leadership team and learning framework.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Chief executive Bill Adler said parents could have full confidence that the centre was operating in accordance with all regulations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The early childhood regulator is still investigating complaints regarding alleged injuries to children at Grow and inadequate supervision of kindergarten children.<\/p>\n<p><img decoding=\"async\" alt=\"The exterior of a large, modern childcare centre photographed through lush gardens.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/07\/9004bec4a5f24d43ffb4b2c0469f1a39\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Grow says parents can have confidence in the service and its quality. (ABC North Qld: Chloe Chomicki)<\/p>\n<p>Early complaints<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Grow Early Education opened its doors at the coastal suburb of Bushland Beach, about 22 kilometres outside of the Townsville CBD, in October 2023.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The for-profit centre is operated by Imagine Education Group, which runs dozens of childcare services across the country and almost 30 in Queensland.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Just six months after the centre opened in late 2023, the regulator started receiving complaints about the pre-kindy room.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Investigators examined CCTV footage from a day when multiple parents complained, alleging poor supervision and understaffing.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The regulator found on February 7, 2024, the centre was operating with one educator supervising 20 children in the pre-kindy room.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">CCTV showed the educator initially had control of the room, but the regulator said children began &#8220;pushing and shoving each other&#8221;.<\/p>\n<p>&#8220;[The educator] called the front desk and requested help on two occasions however, the call for help was not addressed, and support was not provided,&#8221;  a breach notice to Grow stated.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In Queensland, one educator is required for every 11 children aged three to five years old.<\/p>\n<p><img decoding=\"async\" alt=\"The exterior of a large, modern childcare centre photographed through lush gardens.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/07\/ded8ea89dac3823f5e9830064f30dfd4\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The regulator has reviewed CCTV recorded at Grow Bushland Beach. (ABC North Qld: Chloe Chomicki)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">More video, recorded on February 29, 2024, showed children playing with an electrical switch, a box of plastic gloves and a blind cord, all known hazards, while two educators were present.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Other children were climbing, running, and slipping on the pre-kindy room bag racks and jumping off a sink and shelves.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The CCTV footage confirmed that an educator was sitting with their back to the room where the majority of the children were,&#8221; the regulator wrote.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">At that time, Grow was also short of a requirement for at least 50 per cent of its educators to hold, or be working towards, at least a diploma-level qualification.<\/p>\n<p>Educator shortage<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Further investigations in 2024 found that during shortages, the lead educator was covering for staff lunches and programming was not undertaken.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">This resulted in a two-week period during which no education was delivered to pre-kindy and a three-week period in which children&#8217;s learning progress was not logged.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The regulator was told that &#8220;a number of educators&#8221; had left the centre during the two weeks, which made the service &#8220;very short-staffed&#8221;.<\/p>\n<p><img decoding=\"async\" alt=\"The exterior of a large, modern childcare centre photographed through lush gardens.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/07\/b67221159df8ee39a6045e69d6eb4cc0\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The regulator has already substantiated 19 breaches by Grow Bushland Beach. (ABC North Qld: Chloe Chomicki)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Grow staff said on the day an educator was left to supervise 20 children, five educators had called in sick, and the supervisor was late.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Parents had verbally complained to Grow staff about staff shortages and a child&#8217;s nappy being unchanged.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Grow staff were required to report complaints, but did not, telling the regulator it was taken as feedback.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The FOI documents also revealed that Grow Bushland Beach failed to keep accurate records of educators working directly with children and a supervisor was not aware of obligations to do so.<\/p>\n<p>Investigations ongoing<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Certain allegations were not supported by the regulator.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A complaint alleging educators told children to &#8220;shut up and go away&#8221; was not substantiated, while another complaint that children were being left unsupervised was investigated without a breach.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But complaints about the centre have been lodged as recently as March this year, with investigations open at the time FOI documents were released to the ABC in June.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A spokesperson for the Queensland Education Department confirmed investigations into Grow Bushland Beach were underway and said the department could not comment further.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Adler said Grow had always &#8220;gone beyond the regulatory requirements in terms of child safety&#8221;.<\/p>\n<p>&#8220;As evidenced by our use of closed-circuit cameras in the centre, which we believe to be a vital tool in ensuring child safety at all times,&#8221;  he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Adler added that in recent months, the occupancy of the Grow Bushland Beach had grown to 80 per cent following significant changes.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Among those changes was a new teaching framework called the &#8220;abecedarian approach&#8221;, a program that includes learning games, conversational reading and enriched caregiving which prioritises language and speech.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I believe we have regained the confidence of our community at Bushland Beach,&#8221; he said.<\/p>\n","protected":false},"excerpt":{"rendered":"A North Queensland childcare centre that breached regulations 19 times last year is under investigation again after parents&hellip;\n","protected":false},"author":2,"featured_media":35860,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5],"tags":[64,63,32588,99,14001,32591,32586,32587,32585,32590,26673,32589],"class_list":["post-35859","post","type-post","status-publish","format-standard","has-post-thumbnail","category-business","tag-au","tag-australia","tag-bill-adler","tag-business","tag-child-care","tag-child-care-complaints","tag-children-unsafe-at-child-care","tag-education-australia","tag-grow-early-education","tag-kindergarten","tag-north-queensland","tag-staff-shortages-in-child-care"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts\/35859","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/comments?post=35859"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts\/35859\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/media\/35860"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/media?parent=35859"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/categories?post=35859"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/tags?post=35859"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
