While a closed-door convening, the address of Chinese President Xi Jinping and commentaries in the media provide insights into the economy\u2019s policy direction.\u00a0<\/p>\n<p>Geopolitical Pressures on China\u2019s Economy\u00a0<\/p>\n<p style=\"text-align: left;\">This year, the economic agenda-setting meeting took place amid rising trade tensions with the United States (US). As Donald Trump assumed office as US President for a second term, it was expected that the new administration in Washington would turn its focus towards China. Shortly after assuming office, Trump announced his \u2018<a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.globaltradeandsanctionslaw.com\/trump-america-first-trade-policy\/\">America First\u2019 trade policy<\/a> that promised to look into China\u2019s practices related to technology transfer, intellectual property violations, third-country export, and discriminatory trade practices. Washington was keen to discuss the trade deficit, China\u2019s currency manipulation, and subsidies for manufacturing. The Trump administration chose to redress America\u2019s trade deficits with other nations, leading to the announcement of the sweeping \u2018<a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.euronews.com\/business\/2025\/08\/01\/liberation-day-20-whats-coming-and-who-will-feel-it-the-most#:~:text=Aside%20from%20a%20few%20countries,supposed%20to%20go%20into%20effect.\">Liberation Day\u2019 levies<\/a> in April, and subsequently, pursued bilateral deals with selected countries. L, tariffs were deployed as a targeted instrument against the Chinese economy to extract strategic and economic concessions. In a sequence of retaliatory measures, US <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.dw.com\/en\/trump-tariffs-us-to-charge-145-on-chinese-goods\/live-72194124#:~:text=04\/10\/2025-,White%20House%20clarifies%20US%20is%20tariffing%20China%20at%20145%25,than%20half%20its%20prior%20gain.\">tariffs escalated<\/a> to 145 percent at one point, prompting China to impose 125 percent duties on goods imported from the US. China and the United States reached a temporary accord in October, mutually <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/2025\/oct\/30\/trump-and-xi-meet-in-south-korea-for-crunch-talks-on-trade\">agreeing to cut tariffs<\/a> after Xi and Trump met in South Korea on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit.<\/p>\n<p>&#13;<\/p>\n<p style=\"text-align: left;\">The concept of \u2018new quality productive forces\u2019 (\u65b0\u8d28\u751f\u4ea7\u529b) emerged as a defining pillar for the next stage of economic development at the conference. It is frequently referenced by economists and in CPC official discourse to describe productivity-driven growth through revolutionary technological breakthroughs, new forms of sustainable factor allocation, and deep industrial upgrading.<\/p>\n<p>&#13;<\/p>\n<p style=\"text-align: left;\">The CPC Politburo met in December, and the <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/english.news.cn\/20251208\/86ded3fe92f5459da5908901b0869e5d\/c.html\">readout<\/a> stated that efforts should be undertaken to improve coordination between \u201cdomestic economic work and endeavors in the international economic and trade arena\u201d as well as development and security.\u00a0 This phrasing suggests that the CPC\u2019s assessment remains that the international trade environment will continue to present a challenge. In the current \u201c<a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.jstor.org\/stable\/2539041\">economically interdependent<\/a>\u201d world order, trade wars with established economies will be central to geopolitical positioning between rising and declining powers.<\/p>\n<p>Technological Innovation as a Growth Driver\u00a0<\/p>\n<p style=\"text-align: left;\">The concept of \u2018<a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.china-briefing.com\/news\/chinas-new-quality-productive-forces-an-explainer\/\">new quality productive forces\u2019<\/a> (\u65b0\u8d28\u751f\u4ea7\u529b) emerged as a defining pillar for the next stage of economic development at the conference. It is frequently referenced by economists and in CPC official discourse to describe productivity-driven growth through revolutionary technological breakthroughs, new forms of sustainable factor allocation, and deep industrial upgrading. <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.china-briefing.com\/news\/opportunities-in-chinas-emerging-and-high-tech-industries\/\">Strategic emerging industries<\/a>\u2014artificial intelligence, quantum computing, biotechnology, new energy, advanced materials, and commercial aerospace\u2014are highlighted as the engines of future growth. This growth is expected to be driven by increasing \u2018total factor productivity\u2019, which measures gains in economic output from more efficient resource use through technology, innovation, and management, alongside the upgrading of skills. At the same time, traditional sectors such as manufacturing, agriculture, and services are expected to undergo digital and green transformation rather than be abandoned.<\/p>\n<p>Domestic Demand as a Policy Priority<\/p>\n<p style=\"text-align: left;\">One of the important themes at the conference was the renewed emphasis on expanding domestic demand, especially household consumption. According to a recently released World Bank <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/thedocs.worldbank.org\/en\/doc\/600cd53e2bb24d516b8c3489e5d2c187-0070012025\/original\/CEU-December-2025-EN.pdf\">document<\/a> on China, weak consumption has become a structural constraint, exacerbated by demographic ageing, income uncertainty, income disparity, and the lingering effects of the <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/china\/chinas-new-home-prices-fall-february-2025-03-17\/\">property downturn<\/a>, contributing to the overall economic slowdown. A <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.mofcom.gov.cn\/zwgk\/zcfb\/art\/2025\/art_e9b7a743c8784b659b807c1e60d38226.html\">note<\/a> published by China\u2019s Commerce Ministry (MOFCOM) encourages financial institutions to incentivise purchases of big-ticket durable goods and electronics, and to support trade-in programmes. In the services sector, China seeks to promote innovation in financial products tailored to industries such as elderly care, catering, tourism, and education. A piece in Qiushi (the CPC&#8217;s Journal) summarising Xi\u2019s speeches and writings argues that expanding <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.qstheory.cn\/20251215\/de041a1229c845f183c6b5a707c119b7\/c.html\">domestic demand<\/a> is a strategic imperative, given its implications for stability and economic security.<\/p>\n<p>&#13;<\/p>\n<p style=\"text-align: left;\">According to a recently released World Bank document on China, weak consumption has become a structural constraint, exacerbated by demographic ageing, income uncertainty, income disparity, and the lingering effects of the property downturn, contributing to the overall economic slowdown.<\/p>\n<p>&#13;<\/p>\n<p style=\"text-align: left;\"><a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/global.chinadaily.com.cn\/a\/202512\/19\/WS6944af47a310d6866eb2f786.html#:~:text=This%20requires%20optimizing%20income%20distribution%20and%20improving,precautionary%20savings%20and%20encourage%20households%20to%20spend.\">Commentaries<\/a> in China Daily and Qiushi stress that boosting consumption is not merely about subsidies, but about raising household incomes, improving social security, and reducing precautionary savings. This consumption-led structural change aligns closely with the <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.chinadaily.com.cn\/a\/202311\/16\/WS65558fffa31090682a5ee85a.html\">dual circulation strategy<\/a>, under which the domestic economic cycle (\u5185\u5faa\u73af) becomes the mainstay, supported by international circulation (\u5916\u5faa\u73af). This approach requires building a <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"http:\/\/en.cppcc.gov.cn\/2025-09\/16\/c_1125781.htm\">unified national market<\/a>, dismantling the hukou (household registration) system, improving logistics connectivity, and ensuring fair competition.<\/p>\n<p>Technology-Driven Industrial Transformation\u00a0<\/p>\n<p style=\"text-align: left;\">The conference\u2019s call to expedite the establishment of a \u201c<a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/global.chinadaily.com.cn\/a\/202511\/25\/WS6925a5d1a310d6866eb2b56e.html\">modern industrial system<\/a> with technological innovation at the core\u201d is widely interpreted as a response to export controls, supply-chain disruptions, and what Beijing perceives as <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/eastasiaforum.org\/2025\/06\/27\/us-techno-resource-containment-challenges-chinas-tech-ambitions\/\">\u201ctechnological containment<\/a>\u201d by Western powers. From this perspective,\u00a0 the conference was not merely an economic forum but a strategic response to a fragmented global order. Strengthening domestic innovation ecosystems, securing critical supply chains, and reducing dependence on foreign technology are critical components not just of economic policy but also of national security, as highlighted in the document, <a rel=\"nofollow noindex noopener\" target=\"_blank\" href=\"https:\/\/www.nids.mod.go.jp\/english\/publication\/commentary\/pdf\/commentary380e.pdf\">China\u2019s National Security in the New Era, 2025<\/a>.<\/p>\n<p>&#13;<\/p>\n<p style=\"text-align: left;\">Strengthening domestic innovation ecosystems, securing critical supply chains, and reducing dependence on foreign technology are critical components not just of economic policy but also of national security<\/p>\n<p>&#13;<\/p>\n<p style=\"text-align: left;\">Meanwhile, the conference\u2019s directive to \u201ceffectively attract and utilise foreign investment\u201d reflects a recognition that foreign capital, technology, and management expertise remain important\u2014especially as global firms reassess supply chains. However, this \u2018openness\u2019 is increasingly selective and strategic. Priority is given to investments that complement China\u2019s industrial upgrading goals, while sensitive strategic sectors are more tightly regulated. Thus, as China steps into 2026, it stands at a key juncture ahead of unveiling its 15th Five-Year-Plan that will run until the end of the decade. This economic blueprint will also set the stage for the 21st Party Congress in 2027, where Xi will presumably seek his fourth term in office. The longer-term mission of the 15th Five-Year-Plan, as articulated at the Central Economic Work Conference, is more ambitious: to reengineer China\u2019s growth model, secure technological autonomy, and reposition the economy for a more contested global environment.<\/p>\n<p style=\"text-align: left;\">Kalpit A.
