Used with permission.<\/p>\n<p><a href=\"https:\/\/www.facebook.com\/share\/p\/1AyLTAqwEP\/?mibextid=qi2Omg\" rel=\"nofollow noopener\" target=\"_blank\">A ten-day shutdown<\/a> of internet and mobile phone services in <a href=\"https:\/\/en.wikipedia.org\/wiki\/North_Waziristan_District\" rel=\"nofollow noopener\" target=\"_blank\">North Waziristan<\/a>, a region in Northwest Pakistan, severely hindered the local economy, government operations, education, online businesses, and journalistic activities from July 7\u201317. The blackout remained mostly unreported in local media. Although services were restored following <a href=\"https:\/\/www.facebook.com\/share\/p\/174FxoKDCr\/?mibextid=qi2Omg\" rel=\"nofollow noopener\" target=\"_blank\">a meeting<\/a> between local elder <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jirga\" rel=\"nofollow noopener\" target=\"_blank\">jirga<\/a> (tribal council) members and government officials\u00a0on July 11, 2025, internet connectivity remains poor in many areas. Residents report difficulty making video calls or uploading videos, while some remote areas continue to face issues with even basic voice calls.<\/p>\n<p>In today\u2019s digital age, the internet is not merely a source of entertainment but a fundamental necessity. It serves as an essential tool for accessing information, conducting financial transactions, pursuing educational opportunities, and communicating with the rest of the world. Its disruption can significantly paralyze any society.<\/p>\n<p>Waziristan has historically <a href=\"https:\/\/www.dawn.com\/news\/1602557\" rel=\"nofollow noopener\" target=\"_blank\">lagged behind<\/a> other regions of Pakistan in terms of internet connectivity. While the country&#8217;s overall internet penetration stood at <a href=\"https:\/\/datareportal.com\/reports\/digital-2025-pakistan\" rel=\"nofollow noopener\" target=\"_blank\">45.7 percent<\/a> as of January 2025, the rate in Waziristan is likely much lower.<\/p>\n<p>These blackouts are often implemented after terrorist attacks, violent conflict, or military campaigns against separatist groups in the region. The ongoing conflict has also caused large-scale displacement and financial losses.<\/p>\n<p>Ihsan Dawar, a spokesperson for the <a href=\"https:\/\/www.pdma.gov.pk\/\" rel=\"nofollow noopener\" target=\"_blank\">Provincial Disaster Management Authority<\/a> (PDMA) for the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Merger_of_tribal_areas_with_Khyber_Pakhtunkhwa\" rel=\"nofollow noopener\" target=\"_blank\">merged areas<\/a> of Khyber Pakhtunkhwa (<a href=\"https:\/\/en.wikipedia.org\/wiki\/Khyber_Pakhtunkhwa\" rel=\"nofollow noopener\" target=\"_blank\">KP<\/a>), told Global Voices that 110,000 families were displaced as a result of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Operation_Zarb-e-Azb\" rel=\"nofollow noopener\" target=\"_blank\">Operation Zarb-e-Azb<\/a>, a military operation launched by the Pakistan Armed Forces in 2014 against Tehrik-i-Taliban Pakistan (<a href=\"https:\/\/en.wikipedia.org\/wiki\/Pakistani_Taliban\" rel=\"nofollow noopener\" target=\"_blank\">TTP<\/a>), Tehrik-i-Taliban Hafiz Gul Bahadar (<a href=\"https:\/\/en.wikipedia.org\/wiki\/Hafiz_Gul_Bahadur_Group\" rel=\"nofollow noopener\" target=\"_blank\">TTG<\/a>), and other militant groups. He added that while 92,000 families have been repatriated, around 18,000 families remain displaced.<\/p>\n<p>Support Global Voices as we publish more articles like this one<\/p>\n<p style=\"text-align: center;\">[donate url=&#8217;https:\/\/donorbox.org\/global-voices-2\u2032]<\/p>\n<p style=\"text-align: center;\">For more information about this campaign, please go <a href=\"https:\/\/globalvoices.org\/donate\" rel=\"nofollow noopener\" target=\"_blank\">here.<\/a><\/p>\n<p>When Global Voices spoke with Malik Nisar Ali, a member of the <a href=\"https:\/\/tribune.com.pk\/story\/2556644\/utmanzai-jirga-rejects-more-military-ops\" rel=\"nofollow noopener\" target=\"_blank\">Utmanzai jirga<\/a> and a business leader, via mobile phone, he stated:<\/p>\n<p>Internet and mobile phone services were shut down across North Waziristan immediately after the <a href=\"https:\/\/www.rferl.org\/a\/pakistan-north-waziristan-taliban-ttp\/33457799.html\" rel=\"nofollow noopener\" target=\"_blank\">suicide attack on security forces<\/a> in Khadi village, Mir Ali, on <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/6\/28\/at-least-13-soldiers-killed-in-suicide-bombing-in-northwestern-pakistan\" rel=\"nofollow noopener\" target=\"_blank\">June 28, 2025<\/a>.<\/p>\n<p>Nisar Ali added that the ten-day shutdown resulted in daily losses of two to three lakh Pakistani Rupees (approximately USD 707\u20131,060) for each of the twelve thousand traders in the cities of Mir Ali and Miranshah. In addition to losing communication access, traders \u2014 fearing a resumption of security operations \u2014 began returning goods purchased from other cities at lower prices, leading to financial losses amounting to crores of rupees (over USD 35,305).<\/p>\n<p>Nisar Ali noted that during <a href=\"https:\/\/en.wikipedia.org\/wiki\/Operation_Zarb-e-Azb\" rel=\"nofollow noopener\" target=\"_blank\">Operation Zarb-e-Azb<\/a>, more than 20,000 shops in <a href=\"https:\/\/en.wikipedia.org\/wiki\/North_Waziristan_District\" rel=\"nofollow noopener\" target=\"_blank\">Waziristan<\/a> district were destroyed. This damage caused further financial losses. Residents fear that similar offensives or conflicts could once again impair their businesses or lead to lost property.<\/p>\n<p>In today\u2019s digital era, where most businesses rely heavily on internet connectivity, any shutdown following a security incident further worsens the difficulties faced by the business community. Pakistan <a href=\"https:\/\/www.dawn.com\/news\/1882972\" rel=\"nofollow noopener\" target=\"_blank\">recorded<\/a> the highest global financial loss due to internet and social media shutdowns in 2024, with a cumulative impact of USD 1.62 billion.<\/p>\n<p>Malik Khalil, a local tribal elder, told Global Voices in a phone call that many of <a href=\"https:\/\/en.wikipedia.org\/wiki\/North_Waziristan_District\" rel=\"nofollow noopener\" target=\"_blank\">North Waziristan&#8217;s<\/a>\u00a0<a href=\"https:\/\/www.pbs.gov.pk\/sites\/default\/files\/population\/2023\/KP.pdf\" rel=\"nofollow noopener\" target=\"_blank\">total population<\/a> of over 693,300 (according to the 2023 census) \u2014 around 55 percent \u2014 work abroad and send money back home, meaning the internet shutdown cut off their contact with their families in Pakistan. In addition, people who came to government offices for tasks like domicile and identity cards were also left frustrated by the disruption.<\/p>\n<p>Abdullah, a young online entrepreneur, told Global Voices that he had launched a home-based online business just two months earlier. However, due to the internet shutdown and slow internet, he was forced to relocate to Peshawar, where he is now struggling to make ends meet.<\/p>\n<p>\u201cThe internet is no longer just a convenience,\u201d Abdullah said. \u201cIt is a lifeline for employment and economic stability \u2014 especially in remote areas where other opportunities are scarce.\u201d<\/p>\n<p>Internet shutdowns in the region<\/p>\n<p>Broadband internet first reached Pakistan&#8217;s tribal areas in 2005. Between 2010 and 2016, the <a href=\"https:\/\/interiorgovpk.site\/\" rel=\"nofollow noopener\" target=\"_blank\">federal Ministry of Interior<\/a> imposed repeated long-duration mobile internet blackouts during major military operations \u2014 Zarb-e-Azb and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Operation_Radd-ul-Fasaad\" rel=\"nofollow noopener\" target=\"_blank\">Radd-ul-Fasaad<\/a>, against different militant groups in North Waziristan.<\/p>\n<p>From 2020 to 2024, the region experienced periodic \u201ctemporary\u201d shutdowns, typically lasting 24 to 72 hours, often imposed around sensitive national events or protests, such as <a href=\"https:\/\/en.wikipedia.org\/wiki\/Pashtun_Tahafuz_Movement\" rel=\"nofollow noopener\" target=\"_blank\">Pashtun Tahaffuz Movement<\/a> (PTM) rallies and Pakistan <a href=\"https:\/\/organiser.org\/2024\/11\/22\/266421\/world\/pakistan-mobile-internet-services-likely-to-remain-suspended-ahead-of-pti-protest\/\" rel=\"nofollow noopener\" target=\"_blank\">Tehreek-e-Insaf<\/a> (PTI) demonstrations. These previous shutdowns also <a href=\"https:\/\/digitalrightsmonitor.pk\/drm-exclusive-internet-shutdown-in-former-fata-online-classes-a-hurdle-to-right-to-education-of-students-in-the-region\" rel=\"nofollow noopener\" target=\"_blank\">disrupted online education<\/a> and virtual classes.<\/p>\n<p>According to Pakistan\u2019s IT industry body, P@SHA, each hour of a nationwide internet blackout <a href=\"https:\/\/www.dawn.com\/news\/1876517\" rel=\"nofollow noopener\" target=\"_blank\">costs<\/a> the country approximately USD 1 million. While North Waziristan\u2019s share of <a href=\"https:\/\/thediplomat.com\/2025\/01\/the-economic-impact-of-pakistans-internet-crisis\" rel=\"nofollow noopener\" target=\"_blank\">this loss<\/a> may be comparatively small, it is regionally significant, given its <a href=\"https:\/\/www.academia.edu\/127372776\/UNDERSTANDING_INTERNET_SHUTDOWNS_IN_TRIBAL_AREAS_OF_PAKISTAN\" rel=\"nofollow noopener\" target=\"_blank\">strategic position<\/a> along the western route of the China-Pakistan Economic Corridor (<a href=\"https:\/\/en.wikipedia.org\/wiki\/China%E2%80%93Pakistan_Economic_Corridor\" rel=\"nofollow noopener\" target=\"_blank\">CPEC<\/a>).<\/p>\n<p>Noor Bahram, president of the Miranshah Press Club, stated in a phone interview that \u201cthe internet service of the Press Club was <a href=\"https:\/\/www.facebook.com\/share\/p\/19W41KC5zm\/?mibextid=oFDknk\" rel=\"nofollow noopener\" target=\"_blank\">completely shut down<\/a>, after which journalists decided to boycott all government news.\u201d He added that while internet access was restored to some government offices, the Press Club\u2019s connection remained suspended.<\/p>\n<p>Bahram emphasized that the importance of the internet for journalists:<\/p>\n<p>It is a basic requirement for the timely provision of information and communication with the world. Without it, both the acquisition and dissemination of news at the local level are severely impacted.<\/p>\n<p>In a phone interview, senior journalist <a href=\"https:\/\/x.com\/AdnanBitani?s=09\" rel=\"nofollow\">Adnan Bitani<\/a> stated that internet service is available only in parts of North and South Waziristan, while approximately 70 percent of the area across both districts remains without any internet access. Even the district headquarters of Upper <a href=\"https:\/\/en.wikipedia.org\/wiki\/South_Waziristan_District\" rel=\"nofollow noopener\" target=\"_blank\">South Waziristan<\/a>, which has now been established in Ladha, lacks internet connectivity; only basic mobile phone service is available there.<\/p>\n<p>Bitani also stated that in areas where DSL internet is technically available, users frequently complain of poor and slow service.<\/p>\n<p>There is no 3G or 4G mobile internet in North Waziristan.
