After years of debate over its future, a block of prime coastal land in Scarborough is on track to become a hotel, with the City of Stirling set to lease the site to a private developer.<\/p>\n

City administration is recommending that councillors approve a long-term ground lease with WA-based Lofte Property, following an expression of interest process for the 2984sqm site at 273 West Coast Highway, which has long been described as a \u201cdust bowl\u201d.<\/p>\n

The lease is expected to start at $370,000 per year.<\/p>\n

Given its zoning that permits eight to 12 storeys and its proximity to the Scarborough Beach foreshore, the site – on the beach side of West Coast Highway, just south of Brighton Road – has been identified by the city as a top-10 property for investment and development.<\/p>\n

In addition to providing a financial return to the city, officers believe a high-quality hotel will enhance \u201cScarborough\u2019s profile as a premium beachside destination\u201d and that it will therefore generate broader economic and tourism benefits.<\/p>\n

\u201cThe construction of a hotel will generate two impacts to the local economy, the direct economic stimulus from construction, and the ongoing benefits to the visitor economy,\u201d city officers said in a report.<\/p>\n

\u201cModelling by the City anticipates a $72 million non-residential project will result in a corresponding creation of 195 full-time jobs during construction and an additional $63.6 million in supply chain and consumption effects.<\/p>\n

\u201cIt complements the foreshore redevelopment, strengthens the local economy, and may act as a stimulus to encourage further investment. \u201c<\/p>\n

A $370,000 per year lease, before any rent review adjustments, would generate $18.5m for the city over 50 years, with additional rates revenue also anticipated.<\/p>\n

For years, residents have called on the city to build a temporary carpark at the site.<\/p>\n

However, the council formally rejected those calls in February 2024, deeming it too costly and unlikely to resolve broader parking issues, with the city instead intending to lease the land for long-term development, such as the current hotel proposal.<\/p>\n
