{"id":457129,"date":"2026-02-04T04:58:09","date_gmt":"2026-02-04T04:58:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/457129\/"},"modified":"2026-02-04T04:58:09","modified_gmt":"2026-02-04T04:58:09","slug":"15b-national-reconstruction-fund-allowed-to-back-losers-in-push-to-cut-emissions","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/457129\/","title":{"rendered":"$15b National Reconstruction Fund allowed to back &#8216;losers&#8217; in push to cut emissions"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">A $15 billion fund will be allowed to back green projects that could end up making a loss under loosened rules that Liberals say will further fuel inflation.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The National Reconstruction Fund has been slow to invest in green projects since it was established in 2023 \u2014 and major investors have argued the unwillingness of government funds to invest in riskier projects was holding back more than $100 billion in private investment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Industry Minister Tim Ayres has already redirected the fund&#8217;s focus once, and this morning announced a more aggressive investment strategy that would allow the massive fund to invest in riskier projects to cut emissions.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Senator Ayres said a requirement for the $15 billion taxpayer fund to make a return 2 to 3 per cent above the cost of borrowing in the case of emissions-reducing projects would now be loosened.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Instead, a $5 billion sub-fund would be allowed to make returns of 1 per cent below the cost of borrowing, allowing it to invest in more projects at the risk of potentially making a loss overall.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;That means the fund can\u00a0take on more risk than commercial\u00a0finance and\u00a0help\u00a0Australian industry adopt the\u00a0technologies that\u00a0cut\u00a0industrial emissions, and\u00a0crowd in private capital,&#8221; Senator Ayres and Climate Change Minister Chris Bowen said in a statement.<\/p>\n<p><img decoding=\"async\" alt=\"Tim Ayres\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/02\/38eee737b4ce0182a13392ca3ec517f2.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Tim Ayres says the new rules are a vote of confidence in the investments the NRF makes. (ABC News: Matt Roberts)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Pressure on Australian manufacturing driven in particular by China&#8217;s massive subsidies of its industries, high industrial power prices and global trade tensions have pushed the government to more directly intervene in Australia&#8217;s heavy industries \u2014 including direct bailouts in some instances.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The government considers its more aggressive stance in the National Reconstruction Fund to be a &#8220;vote of confidence&#8221; in the investment decisions it will make, and that the new rate of return would be a floor, not a ceiling.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Backing\u00a0Australian\u00a0heavy industry\u00a0and manufacturing\u00a0to reduce its emissions and\u00a0lower energy costs\u00a0is\u00a0a big national challenge\u00a0that demands leadership, planning and an appetite for risk,&#8221; Senator Ayres said in a statement.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The government notes that overall the $15 billion fund will still be required to at least break even if not return a profit, and the remaining $10 billion outside the green fund would have to make returns of at least 5 to 6 per cent on current borrowing rates.<\/p>\n<p>Liberals warn loose rules could fuel inflation<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Manager of Opposition Business Alex Hawke said however the government was now &#8220;explicitly directing the NRF to back &#8216;losers'&#8221; and the loosened rules would pump more money into an overheated economy.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This is reckless, inflationary spending. Instead of driving productivity, this decision by Labor is using money we don&#8217;t have to gamble on investments that won&#8217;t make a return,&#8221; Mr Hawke said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;You don&#8217;t fix a productivity crisis by subsidising failure. (ABC News: Luke Stephenson)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Governments of all persuasions have used funds like the National Reconstruction Fund in order to make investments that are not formally accounted for in the federal budget because those funds are expected to make a profit.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Hawke said the NRF&#8217;s designation as a so-called &#8220;off-budget fund&#8221; meant it was very difficult for Australians to know &#8220;exactly how much loss and profit the megafund is making&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Key stakeholders, including the Productivity Commission, have consistently warned that a lack of transparency can undermine confidence in industry funds, leading to greater reputational risk&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The government denies that concern since the remainder of the fund would be expected to offset any loss within the $5 billion sub-fund.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Grattan Institute energy senior fellow Tony Wood said it was very unusual, if not unique, for a fund to be able to invest in loss-making projects.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;All of the funds I know of are expected to earn at least the government bond rate plus a couple per cent,&#8221; Mr Wood said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It seems extraordinary to have a government fund that is investing at below the government bond rate.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;One would have to ask what sort of risks are we taking on here and what sort of potential liability does that expose taxpayers and the government to if some of these things just don&#8217;t turn out to be viable?&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Wood said if the NRF&#8217;s climate sub-fund became a drag on the government&#8217;s balance sheet, it would have to be balanced by another fund achieving an even higher rate of return \u2014 or else it could raise the eyebrows of economic ratings agencies like Moody&#8217;s and Standard &amp; Poor&#8217;s.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It seems to me we would be better off having good climate change and energy policy rather than the government continuing to effectively subsidise [these projects],&#8221; he said.<\/p>\n","protected":false},"excerpt":{"rendered":"A $15 billion fund will be allowed to back green projects that could end up making a loss&hellip;\n","protected":false},"author":2,"featured_media":457130,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5],"tags":[88743,64,63,99,45432,19129,13442,186,235470,39185,38670],"class_list":["post-457129","post","type-post","status-publish","format-standard","has-post-thumbnail","category-business","tag-alex-hawke","tag-au","tag-australia","tag-business","tag-capital","tag-decarbonisation","tag-emissions","tag-finance","tag-national-reconstruction-fund","tag-tim-ayres","tag-tony-wood"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts\/457129","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/comments?post=457129"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts\/457129\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/media\/457130"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/media?parent=457129"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/categories?post=457129"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/tags?post=457129"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
