Big businesses like <a data-i13n=\"cpos:2;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/quote\/COL.AX\/\" data-ylk=\"slk:Coles;cpos:2;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" rel=\"nofollow noopener\" target=\"_blank\">Coles<\/a>, <a data-i13n=\"cpos:3;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/quote\/WOW.AX\/\" data-ylk=\"slk:Woolworths;cpos:3;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" rel=\"nofollow noopener\" target=\"_blank\">Woolworths<\/a> and McDonald\u2019s are often a stepping stone to full-time employment for <a data-i13n=\"cpos:4;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/topic\/work\/\" data-ylk=\"slk:young people;cpos:4;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" rel=\"nofollow noopener\" target=\"_blank\">young people<\/a>, but businesses have warned the proposed changes could have dire consequences for a generation of young workers.<\/p>\n<p class=\"yf-vbsvxt\"><a data-i13n=\"cpos:5;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/coles-worker-exposes-crazy-unfair-rule-that-sees-her-paid-less-than-her-colleagues-223736968.html\" data-ylk=\"slk:Junior pay rates;cpos:5;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">Junior pay rates<\/a> apply to workers aged under 21 in agreements covering the retail, fast food and pharmacy sectors. The current rules mean 18-year-olds are paid 70 per cent of the award rate, 19-year-olds receive 80 per cent, and 20-year-olds get 90 per cent.<\/p>\n<p class=\"yf-vbsvxt\">Australian Industry Group chief executive Innes Willox has warned <a data-i13n=\"cpos:6;pos:1\" href=\"https:\/\/au.news.yahoo.com\/renewed-push-scrap-junior-rates-075133575.html\" data-ylk=\"slk:changes to junior pay rates;cpos:6;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">changes to junior pay rates<\/a> will make it harder for young people to get jobs.<\/p>\n<p class=\"yf-vbsvxt\">RELATED<\/p>\n<p class=\"yf-vbsvxt\">&#8220;If there are substantial changes, that makes it incredibly difficult for employers to hire young people,&#8221; he told <a data-i13n=\"cpos:10;pos:1\" href=\"https:\/\/www.abc.net.au\/news\/2026-02-09\/millions-of-young-people-could-get-massive-pay-boost-in-totemic\/106101186\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:ABC News;cpos:10;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">ABC News<\/a>.<\/p>\n<p class=\"yf-vbsvxt\">&#8220;Young people won&#8217;t be hired for jobs, and that will be to the detriment of them \u2026 the workforce and the economy as a whole.&#8221;<\/p>\n<p class=\"yf-vbsvxt\">Willox said junior pay rates reflected the output, contribution to the workplace, and the fact that workers are new to the workforce and learning new skills.<\/p>\n<p class=\"yf-vbsvxt\">Do you have a story to share? <a data-i13n=\"cpos:11;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/mailto:tamika.seeto@yahooinc.com\" data-ylk=\"slk:Contact tamika.seeto@yahooinc.com;cpos:11;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" rel=\"nofollow noopener\" target=\"_blank\">Contact tamika.seeto@yahooinc.com<\/a><\/p>\n<p class=\"yf-vbsvxt\">The Australian Retailers Association (ARA), who represents some of Australia\u2019s biggest supermarkets like Coles and Woolworths, has also argued changes to junior rates would \u201cundoubtedly\u201d make it harder for young Aussies to enter the workforce and lead employers to favour more experienced applicants.<\/p>\n<p class=\"yf-vbsvxt\">The ARA, which has since merged with the National Retail Association to become the Australian Retail Council, noted retail was the single biggest employer of <a data-i13n=\"cpos:12;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/young-aussie-calls-out-unfair-centrelink-rule-as-663-payment-docked-needs-to-change-020718045.html\" data-ylk=\"slk:young Aussies;cpos:12;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">young Aussies<\/a>, employing more than 500,000 workers under 24.<\/p>\n<p class=\"yf-vbsvxt\">The Shop, Distributive and Allied Employees Association (SDA) has <a data-i13n=\"cpos:13;pos:1\" href=\"https:\/\/www.fwc.gov.au\/hearings-decisions\/major-cases\/junior-rates-application-am202424\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:applied to the Fair Work Commission;cpos:13;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">applied to the Fair Work Commission<\/a> to scrap junior rates for employees who are 18 years or older who work in retail, fast food and pharmacies so they can be paid adult wages.<\/p>\n<p class=\"yf-vbsvxt\">The Fair Work Commission\u2019s full bench heard evidence in the case in October and November. If successful, junior wages would be charged by workers covered by the three awards in question.<\/p>\n<p class=\"yf-vbsvxt\">There are around 70 other awards that allow employers to pay younger people less, so the decision could also mean these are challenged and changed.<\/p>\n<p class=\"yf-vbsvxt\"><a data-i13n=\"cpos:14;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/woolworths-supervisor-slams-unfair-pay-as-major-rule-change-looms-for-workers-across-australia-194535572.html\" data-ylk=\"slk:Twenty-year-old Ben Walker;cpos:14;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">Twenty-year-old Ben Walker<\/a> has been working at Woolworths for the past four years, but is paid junior rates. (Source: Supplied\/Getty)       <\/p>\n<p class=\"yf-vbsvxt\">The Australian Council of Trade Unions (ACTU) has backed the push, arguing employer groups have got it wrong when they claim changing junior rates would cost young workers their jobs.<\/p>\n<p class=\"yf-vbsvxt\">\u201cEmployers argue adult pay for 18-year-olds will kill jobs. We\u2019ve heard it before. They said equal pay for women would kill jobs. It didn\u2019t,\u201d ACTU President Michele O\u2019Neill said.<\/p>\n<p class=\"yf-vbsvxt\">\u201cThey said cutting penalty rates would create jobs. It didn\u2019t. Fair pay doesn\u2019t kill jobs, but ill-founded employer scare campaigns can and do.<\/p>\n<p class=\"yf-vbsvxt\">\u201cOther countries have fixed this already. In New Zealand, young workers move to full pay after six months. In most Canadian provinces, youth rates don\u2019t exist.
