Although most Gulf Cooperation Council (GCC) countries boast high internet penetration rates, a combination of factors has prompted them to seek cost-effective alternatives to traditional fiber-optic networks.<\/p>\n<p>This includes <a href=\"https:\/\/pure.giga-hamburg.de\/ws\/files\/52497132\/DigiTraL_01_2025_Bazoobandi.pdf\" rel=\"nofollow noopener\" target=\"_blank\">the expanding role<\/a> of digital and tech sectors in their economic diversification strategies, the desire to build redundancy into conventional internet solutions, and growing ambitions to expand internet access to remote areas for tourism, offshore energy extraction, and civil and commercial transportation.<\/p>\n<p>The global internet infrastructure is heavily reliant on submarine fiber-optic cables, which account for <a href=\"https:\/\/blog.telegeography.com\/2023-mythbusting-part-3\" rel=\"nofollow noopener\" target=\"_blank\">approximately 99 percent<\/a> of all transoceanic digital communications. An unseen highway linking Europe, Africa, and Asia, the ocean floors off the Arabian Peninsula\u2019s coasts represent a vital transit node for transcontinental data traffic. While the Gulf region\u2019s centrality in the global submarine cables network has benefitted the GCC countries, it has also exposed them to the underlying risks of a highly interconnected and interdependent infrastructure.<\/p>\n<p>Underwater cables are susceptible to disruptions from gray-zone warfare, accidental human activities, or natural disasters. A paradigmatic example highlighting this vulnerability is the severing of data cables in the Red Sea caused by the MV Rubymar bulk carrier\u2019s dragging anchor.Struck by a Houthi missile on February 18, 2024, the vessel <a href=\"https:\/\/www.cbsnews.com\/news\/houthis-ship-cutting-red-sea-telecommunications-cables\/\" rel=\"nofollow noopener\" target=\"_blank\">sank<\/a> six days later, damaging four of about 20 data cables lying on the seabed. The Hong Kong-based telecoms company HGC Global Communications, one of the cable owners, <a href=\"https:\/\/www.hgc.com.hk\/press-releases\/statement-supplementary-information-of-hgc-global-communications-regarding-submarine-cable-damage-in-the-red-sea-to-demonstrate-hong-kong-as-international-telecommunication-hub-to-demonstrate-hong-kong-as-international-telecommunication-hub\" rel=\"nofollow noopener\" target=\"_blank\">estimated<\/a> that this incident affected 25 percent of Asia-Europe internet traffic.<\/p>\n<p>While commercial satellite internet has existed since the 1990s, it <a href=\"https:\/\/www.itu.int\/hub\/2025\/02\/space-connect-the-rise-of-leo-satellite-constellations\/\" rel=\"nofollow noopener\" target=\"_blank\">has<\/a> only achieved commercial competitiveness, traffic speed, and accessibility in the last six years, thanks to recent technological advancements in Low Earth Orbit (LEO) constellations. Unlike land and sea-based solutions that rely on mobile towers or cables, satellite-based internet provides coverage in remote regions with minimal ground infrastructure.<\/p>\n<p>With nearly 7,600 satellites in service and plans to launch 35,000 more, Starlink <a href=\"https:\/\/interactive.satellitetoday.com\/via\/march-2025\/the-new-big-4-assessing-the-race-among-the-top-operators\" rel=\"nofollow noopener\" target=\"_blank\">is<\/a> among the strongest players in the industry globally. Besides high-speed, low-latency internet services, the company\u2019s main strength lies in Starlink terminals, which are comparatively cheap and easy to install.<\/p>\n<p>Oman was the first GCC country to access Starlink\u2019s connectivity services for both residential and business customers. On March 27, 2025, the Texas-based telecommunications company <a href=\"https:\/\/x.com\/Starlink\/status\/1905309656190517635\" rel=\"nofollow\">announced<\/a> that its satellite-based internet services had become accessible throughout the Sultanate. Bahrain followed suit, with Starlink <a href=\"https:\/\/x.com\/Starlink\/status\/1923242434764382484\" rel=\"nofollow\">becoming<\/a> available in mid-May 2025. Bahrain\u2019s Telecommunications Regulatory Authority had <a href=\"https:\/\/www.tra.org.bh\/en\/article\/bahrain-first-country-in-gcc-to-grant-starlink-licenses-for-satellite-and-internet-services\" rel=\"nofollow noopener\" target=\"_blank\">licensed<\/a> a SpaceX subsidiary to provide internet services as early as April 2022.<\/p>\n<p>Starlink is also present in Qatar, where it <a href=\"https:\/\/www.starlink.com\/en-om\/support\/article\/d2921316-bdce-bd6f-2066-3657443a56e2?srsltid=AfmBOorP0tZA6nf2-oLvgO0qUYVJYHdHkPTEBGEWIp4VpHfe0yNw3LUM\" rel=\"nofollow noopener\" target=\"_blank\">provides<\/a> service plans for businesses. In May 2024, Qatar Airways <a href=\"https:\/\/gulfbusiness.com\/qatar-airways-first-mena-airline-starlink-wifi\/\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> a deal to provide high-speed inflight Wi-Fi service, the first Gulf carrier to roll out Starlink\u2019s technology across its fleet. As of April 2025, Qatar Airways <a href=\"https:\/\/www.aerotime.aero\/articles\/qatar-airways-starlink-spacex-fleet-installation\" rel=\"nofollow noopener\" target=\"_blank\">had nearly completed<\/a> installations on its Boeing 777 fleet and was commencing on Airbus A350 aircraft.<\/p>\n<p>Although Starlink internet services are not yet available in the United Arab Emirates (UAE), the latter was the first in the GCC to leverage the benefits of internet constellation technology for the maritime industry. In January 2023, Starlink and the Dubai-based maritime technology company Elcome <a href=\"https:\/\/elcome.com\/news\/elcome-brings-starlink-high-speed-low-latency-internet-to-the-global-maritime-industries\/\" rel=\"nofollow noopener\" target=\"_blank\">partnered<\/a> to integrate satellite-based internet into the maritime sector, including commercial vessels, oil and gas rigs, and luxury yachts. More recently, in May 2025, the UAE\u2019s interest in Starlink expanded to the aviation sector, with Emirates Airways <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-05-15\/emirates-in-talks-with-musk-s-spacex-to-get-starlink-on-flights\" rel=\"nofollow noopener\" target=\"_blank\">exploring<\/a> a partnership with Elon Musk\u2019s company to enhance in-flight Wi-Fi services.<\/p>\n<p>Beyond commercial applications, the Emirates has utilized Starlink technology in humanitarian operations, most notably in the Gaza Strip. In February 2024, the UAE <a href=\"https:\/\/www.mofa.gov.ae\/en\/mediahub\/news\/2024\/2\/14\/14-2-2024-uae-ghaza\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> it was partnering with various organizations and medical institutions to equip its field hospital in Rafah with Starlink satellite internet. Five months later, Musk <a href=\"https:\/\/x.com\/elonmusk\/status\/1815861901395382520\" rel=\"nofollow\">confirmed<\/a> the activation of Starlink in Gaza.<\/p>\n<p>Amid widespread communication blackouts and power cuts caused by the ongoing conflict, Starlink connectivity has played a vital role in enabling real-time video consultations between Emirati medical teams on the ground and partner hospitals abroad. This deployment has facilitated urgent diagnostics, surgical guidance, and remote expertise in life-saving procedures, underscoring the strategic value of satellite internet in humanitarian response and disaster medicine.<\/p>\n<p>Despite vast desert areas and Starlink\u2019s multiple applications for key sectors in the Saudi economy, Saudi Arabia has only recently finalized a <a href=\"https:\/\/gulfnews.com\/world\/gulf\/saudi\/saudi-arabia-approves-spacexs-starlink-for-aviation-and-maritime-shipping-expanding-connectivity-1.500128233\" rel=\"nofollow noopener\" target=\"_blank\">business deal<\/a> with the U.S. telecommunications provider. On May 13, during the Saudi-U.S. Investment Forum in Riyadh, Musk <a href=\"https:\/\/www.cnbc.com\/2025\/05\/13\/elon-musk-starlink-saudi-arabia.html\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> that his company\u2019s satellite-based internet services were approved for the maritime and aviation industries. Notably, Starlink\u2019s CEO <a href=\"https:\/\/www.nytimes.com\/2025\/05\/13\/us\/politics\/trump-saudi-business-lunch-musk-altman.html\" rel=\"nofollow noopener\" target=\"_blank\">was part<\/a> of the top-level U.S. business delegation that joined President Donald Trump on a four-day Gulf tour.<\/p>\n<p>Most recently, in mid-July, reports indicated that Musk\u2019s artificial intelligence startup, <a href=\"https:\/\/x.ai\/\" rel=\"nofollow\">xAI<\/a>, was in talks with Saudi companies to lease data center capacity in the country. The <a href=\"https:\/\/www.mei.edu\/publications\/saudi-arabias-ai-ambition-and-what-it-means-united-states\" rel=\"nofollow noopener\" target=\"_blank\">move aligns<\/a> with the government\u2019s growing ambitions to establish a trailblazing domestic computing infrastructure.<\/p>\n<p>Yemen, a non-GCC member, was the first country in the Arabian Peninsula to gain access to Starlink, with satellite internet <a href=\"https:\/\/x.com\/Starlink\/status\/1836169600142315648\" rel=\"nofollow\">becoming available<\/a> in September 2024. While the Houthis <a href=\"https:\/\/yemeneco.org\/archives\/89961\" rel=\"nofollow noopener\" target=\"_blank\">opposed<\/a> its distribution and <a href=\"https:\/\/www.alquds.co.uk\/%D8%AA%D9%81%D8%B9%D9%8A%D9%84-%D8%B3%D8%AA%D8%A7%D8%B1%D9%84%D9%8A%D9%86%D9%83-%D9%8A%D9%8F%D8%AB%D9%8A%D8%B1-%D8%AD%D8%A7%D9%84%D8%A9-%D9%85%D9%86-%D8%A7%D9%84%D8%AC%D8%AF%D9%84-%D9%81\/\" rel=\"nofollow noopener\" target=\"_blank\">vowed<\/a> to combat its use in areas under their control, the Internationally Recognized Government based in Aden <a href=\"https:\/\/www.dw.com\/ar\/%D8%B3%D8%AA%D8%A7%D8%B1%D9%84%D9%8A%D9%86%D9%83-%D8%AA%D8%B5%D9%84-%D8%A7%D9%84%D9%8A%D9%85%D9%86-%D9%83%D8%A3%D9%88%D9%84-%D8%AF%D9%88%D9%84%D8%A9-%D9%81%D9%8A-%D8%A7%D9%84%D9%85%D9%86%D8%B7%D9%82%D8%A9-%D9%88%D8%AA%D8%AB%D9%8A%D8%B1-%D8%BA%D8%B6%D8%A8-%D8%A7%D9%84%D8%AD%D9%88%D8%AB%D9%8A%D9%8A%D9%86\/a-70273768\" rel=\"nofollow noopener\" target=\"_blank\">praised<\/a> Starlink\u2019s rollout, perceiving it as a tool to undermine the Iran-backed insurgent group\u2019s hold over communication services.<\/p>\n<p>While Starlink promises global coverage and rapid connectivity, which are vital to humanitarian efforts and economic development in conflict-affected or underserved regions, it also <a href=\"https:\/\/www.e-ir.info\/2025\/02\/26\/starlinks-rise-as-a-geopolitical-disruptor\/\" rel=\"nofollow noopener\" target=\"_blank\">raises<\/a> concerns about digital national sovereignty, competitiveness, and regulatory oversight.<\/p>\n<p>Contrary to traditional land-based internet networks, which are generally owned and operated at the national level, Starlink maintains full control over its constellation of satellites, making access to its internet services subject to its owner\u2019s desires. Musk\u2019s <a href=\"https:\/\/apnews.com\/article\/spacex-ukraine-starlink-russia-air-force-fde93d9a69d7dbd1326022ecfdbc53c2\" rel=\"nofollow noopener\" target=\"_blank\">refusal<\/a> to have Starlink support a Ukrainian surprise attack in Crimea in September 2022 illustrated the vulnerability of national digital infrastructure to private interests. That is why GCC countries, especially <a href=\"https:\/\/www.zawya.com\/en\/press-release\/companies-news\/stc-group-forge-a-strategic-agreement-with-tonomus-for-leo-satellite-capacity-in-ksa-npxbkygy\" rel=\"nofollow noopener\" target=\"_blank\">Saudi Arabia<\/a> and the <a href=\"https:\/\/breakingdefense.com\/2025\/03\/emirati-consortium-to-launch-first-satellite-of-sirb-constellation-by-late-2026-early-2027-exec\/\" rel=\"nofollow noopener\" target=\"_blank\">UAE<\/a>, are also investing heavily in homegrown tech capabilities and alternative satellite ventures.<\/p>\n<p>However, with Starlink\u2019s upcoming Gen 3 satellites <a href=\"https:\/\/www.pcmag.com\/news\/elon-musk-next-gen-v3-starlink-satellites-six-to-nine-months\" rel=\"nofollow noopener\" target=\"_blank\">expected<\/a> to deliver fiber-grade internet while significantly reducing deployment and maintenance costs, Musk\u2019s company is emerging as a serious threat to local telecom providers. As a result, most GCC countries, while welcoming Starlink, have restricted its use to specific sectors, such as aviation and maritime shipping.<\/p>\n<p>In a region where information control is politically sensitive, Starlink\u2019s capacity to circumvent government restrictions could also pose a security threat to state-imposed limitations on internet access. However, as evidenced by the company\u2019s operations in <a href=\"https:\/\/amwaj.media\/en\/media-monitor\/wary-of-starlink-iran-sets-sights-on-domestic-satellite-constellation\" rel=\"nofollow noopener\" target=\"_blank\">Iran<\/a> and <a href=\"https:\/\/www.dailysabah.com\/business\/tech\/starlink-applies-for-turkiye-license-days-after-erdogan-musk-meeting\" rel=\"nofollow noopener\" target=\"_blank\">Turkey<\/a>, Starlink has demonstrated a pragmatic approach, cooperating with local authorities to obtain licenses to market its internet services rather than challenging existing regulations.<\/p>\n<p>Despite these concerns, satellite-based internet is set to transform the telecommunications industry, and GCC countries, eager to leverage digital and tech-driven initiatives for post-oil economic growth, are determined not to be left behind. The main obstacle to Starlink\u2019s business expansion in the region now appears to originate in Washington rather than\u00a0 Gulf capitals. The <a href=\"https:\/\/edition.cnn.com\/business\/timeline-elon-musk-trump-x-dg\" rel=\"nofollow noopener\" target=\"_blank\">recent spat<\/a> between President Trump and Musk could undermine Starlink\u2019s position in the GCC by raising political risk concerns.<\/p>\n<p>According to this analyst\u2019s report, if the rift escalates, Musk\u2019s personal brand, closely tied to Starlink, could risk reputational damage in GCC markets, which value discretion and continuity in foreign partnerships.\u00a0Gulf governments may interpret the clash as a sign of instability, prompting them to exercise more caution before expanding commercial engagement with Musk-linked ventures to avoid jeopardizing relations with Trump.<\/p>\n<p>While viable alternative partners exist in the satellite and tech sectors, Musk retains a distinct competitive edge in terms of technological innovation and speed of deployment. The interest of GCC governments <a href=\"https:\/\/www.nytimes.com\/2025\/05\/20\/world\/middleeast\/gulf-deal-making-spree-also-benefited-elon-musk-and-his-family.html\" rel=\"nofollow noopener\" target=\"_blank\">extends<\/a> beyond Starlink to the broader portfolio of Musk\u2019s enterprises, including <a href=\"https:\/\/www.wam.ae\/article\/bjo5bpi-launch-neuralink%E2%80%99s-uae-prime-abu-dhabi-marks\" rel=\"nofollow noopener\" target=\"_blank\">Neuralink<\/a> and the <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/dubai-signs-deal-dubai-loop-project-with-elon-musks-infrastructure-firm-2025-02-14\/\" rel=\"nofollow noopener\" target=\"_blank\">Boring Company<\/a>, whose advancements align with the region\u2019s long-term ambitions in AI and advanced mobility.
