{"id":48637,"date":"2025-08-06T20:05:12","date_gmt":"2025-08-06T20:05:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/48637\/"},"modified":"2025-08-06T20:05:12","modified_gmt":"2025-08-06T20:05:12","slug":"warnings-rbas-move-to-end-card-surcharges-could-hike-banking-costs-or-lower-rewards-points","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/48637\/","title":{"rendered":"Warnings RBA&#8217;s move to end card surcharges could hike banking costs or lower rewards points"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">The Reserve Bank&#8217;s proposal to end card surcharges aims to save consumers money, but experts warn it could have unintended consequences.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">RMIT finance professor Angel Zhong told ABC News that, in practice, it could increase banking costs and leave Australians footing the bill.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The RBA has said <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-07-15\/rba-credit-debit-merchant-surcharge-payment-cost-review\/105530340\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105530340\" rel=\"nofollow noopener\" target=\"_blank\">scrapping credit and debit card surcharges<\/a> would save every adult using a card around $60 a year.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The proposed changes include a cap on interchange fees, which means banks will miss out on about $900 million in revenue each year, according to Professor Zhong.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Banks will experience a deduction in their banking revenue, so they need to recoup it somewhere,&#8221; she said.<\/p>\n<p><img decoding=\"async\" alt=\"Pablo &amp; Rusty Cashless Business 2025-04-30 10:04:00\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/203c273e672de9acbf9c25eeb95520a7\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Cashless businesses could face a hefty impost without card surcharges. (ABC News: Greg Bigelow)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Surcharges are already banned in Europe and the United Kingdom.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Professor Zhong said research into the international experience demonstrated a potential for increased costs to be passed on:<\/p>\n<p>&#8220;Banks usually just increase card fees or they will cut back on rewards programs or reduce the offering of free services such as exemptions on monthly account fees.&#8221;One fee down, another up?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A surcharge ban could lead to higher payment costs for small businesses, said Matthew Addison, chair of the small business peak body COSBOA.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Each other time [the payment providers] have lowered one fee, another fee has increased or the service package that is provided to the merchant changes,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;While one fee comes down, maybe the cost of the terminal will go up.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"Matthew Addison COSBOA chair\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/74ed3a6aa80ef205bfeb5b11cad7645e\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Matthew Addison says small businesses can absorb no more costs without passing them on to consumers.\u00a0 (ABC News: Billy Draper)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">If payments can no longer be passed on to customers, he said, small businesses might have to increase prices.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;At the moment, small business is not in a position to absorb any more costs,&#8221; he said.<\/p>\n<p>&#8220;Forty-five per cent of small business owners are earning less than the minimum wage.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While the RBA&#8217;s review found a lower cap on interchange fees would save business $1.2 billion a year and leave 90 per cent better off, industry groups and merchants have continued to express concern.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Big businesses aren&#8217;t surcharging because their cost structure of merchant fees is less than a quarter of what small businesses are paying,&#8221; Mr Addison said.<\/p>\n<p>Banks want Apple and Google pay review<\/p>\n<p class=\"paragraph_paragraph__iYReA\">ABC News asked ANZ, Westpac, the Commonwealth Bank and NAB how they planned to recoup costs if the proposals went ahead.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The banks said they were unable to comment while they worked on submissions for the central bank by a late August deadline.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Melanie Evans, deputy chair of the Australian Banking Association and chief executive of ING in Australia, told The Business that delivering more bang for buck to Australians was important.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;But if the economics of our payment systems change then, of course, business models will also change accordingly,&#8221; she said<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/280b97e8b9c225965bca29ea9d0e2453\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Melanie Evans says the review is a chance to look at all payment systems, including mobile wallets.
