{"id":494978,"date":"2026-02-21T16:13:28","date_gmt":"2026-02-21T16:13:28","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/494978\/"},"modified":"2026-02-21T16:13:28","modified_gmt":"2026-02-21T16:13:28","slug":"when-ice-sweeps-a-community-public-health-pays-a-price-and-recovery-will-likely-take-years","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/494978\/","title":{"rendered":"When ICE sweeps a community, public health pays a price \u2013\u00a0and recovery will likely take years"},"content":{"rendered":"<p>The Trump administration announced on Feb. 12, 2026, that it is <a href=\"https:\/\/www.cnbc.com\/2026\/02\/12\/homan-trump-ice-immigration-minnesota-minneapolis.html\" rel=\"nofollow noopener\" target=\"_blank\">ending Operation Metro Surge<\/a>, its deployment of more than 3,000 federal immigration enforcement agents in Minneapolis, St. Paul and the surrounding metro area. <a href=\"https:\/\/www.mprnews.org\/story\/2026\/02\/15\/white-house-hundreds-federal-agents-leaving-minnesota\" rel=\"nofollow noopener\" target=\"_blank\">Federal officials say some agents will remain<\/a> in the area and have vowed that similar immigration sweeps are coming soon to other U.S. cities.<\/p>\n<p>As <a href=\"https:\/\/scholar.google.com\/citations?user=7PqyruoAAAAJ&amp;hl=en\" rel=\"nofollow noopener\" target=\"_blank\">public health researchers<\/a> who have been documenting the <a href=\"https:\/\/scholar.google.com\/citations?user=n8vG9IUAAAAJ&amp;hl=en\" rel=\"nofollow noopener\" target=\"_blank\">health impacts of immigration enforcement<\/a> for over 10 years, we see these immigration sweeps as public health emergencies. <\/p>\n<p>Even before the Trump administration\u2019s recent expansion of immigration enforcement, research has long shown that intensive immigration enforcement operations affect <a href=\"https:\/\/doi.org\/10.1377\/hlthaff.2020.02356\" rel=\"nofollow noopener\" target=\"_blank\">people\u2019s use of health care<\/a>, ability to access <a href=\"https:\/\/doi.org\/10.1162\/rest_a_01250\" rel=\"nofollow noopener\" target=\"_blank\">resources to stay healthy<\/a>, and their <a href=\"https:\/\/doi.org\/10.1177\/01979183221126726\" rel=\"nofollow noopener\" target=\"_blank\">mental health<\/a> and <a href=\"https:\/\/doi.org\/10.1007\/s10903-016-0390-6\" rel=\"nofollow noopener\" target=\"_blank\">social relationships<\/a>. Notably, these findings all come from before the Trump administration\u2019s most recent expansion of immigration enforcement. It is fair to assume that the impacts of these current operations will be even greater. <\/p>\n<p>To some extent \u2013 particularly in Minneapolis, where <a href=\"https:\/\/theconversation.com\/how-anti-ice-organising-in-minnesota-reactivated-mutual-aid-networks-started-after-george-floyds-murder-275632\" rel=\"nofollow noopener\" target=\"_blank\">mutual aid networks are especially strong<\/a> \u2013 community response can mitigate some of these impacts. One of us (Nicole), as a resident of Minneapolis, witnessed both the unfolding crisis and a powerful community-driven public health response.<\/p>\n<p>But these public health harms will take months or years to reverse, and they provide a troubling preview of what could happen in other cities.<\/p>\n<p>Accessing health care<\/p>\n<p>One of the most immediate public health impacts of intensive immigration enforcement is that it makes people hesitant to seek health care, especially if they belong to a nationality or racial group that is being targeted for immigration arrests. For example, studies of Hispanic adults have shown that they are less likely to <a href=\"https:\/\/doi.org\/10.1377\/hlthaff.2020.02356\" rel=\"nofollow noopener\" target=\"_blank\">get an annual checkup<\/a> or  visit their doctor \u2013 even <a href=\"https:\/\/doi.org\/10.1016\/j.socscimed.2025.118540\" rel=\"nofollow noopener\" target=\"_blank\">if they are U.S. citizens<\/a> \u2013 if they live in a region with more intensive immigration enforcement. <\/p>\n<p>Research has also shown that <a href=\"https:\/\/doi.org\/10.1257\/pol.6.3.313\" rel=\"nofollow noopener\" target=\"_blank\">Medicaid enrollment declines<\/a> when federal immigration enforcement rises, even among qualifying U.S. citizens. <\/p>\n<p>There is no question that Operation Metro Surge has deterred immigrant patients and their families in Minnesota from seeking medical care. According to one family medicine doctor, primary care visits are <a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/ice-fear-keeping-patients-away-from-critical-care\/\" rel=\"nofollow noopener\" target=\"_blank\">down more than 50%<\/a>. Doctors and health care workers are reporting that patients are <a href=\"https:\/\/www.npr.org\/2026\/02\/11\/nx-s1-5704221\/minneapolis-doctors-warn-of-lasting-medical-effects-even-after-ice-agents-leave\" rel=\"nofollow noopener\" target=\"_blank\">delaying needed care<\/a>, potentially worsening chronic conditions, such as diabetes. Others report that pregnant women are <a href=\"https:\/\/apnews.com\/article\/immigration-minneapolis-trump-crackdown-7ed3b62246d19ff4e6c5be8813415a83\" rel=\"nofollow noopener\" target=\"_blank\">missing prenatal visits<\/a> and are <a href=\"https:\/\/minnesotareformer.com\/2026\/01\/20\/minnesota-doctors-say-immigration-crackdown-is-forcing-patients-to-hide-endangering-lives\/\" rel=\"nofollow noopener\" target=\"_blank\">requesting home births<\/a>, even in cases where their health conditions would typically require a hospital birth. <\/p>\n<\/p>\n<p>            Intense ICE activity in Minneapolis has made people hesitant to seek medical care.<\/p>\n<p>Accessing food and housing<\/p>\n<p>Immigration crackdowns also affect public health by restricting people\u2019s access to the resources they need to stay healthy. <\/p>\n<p>For example, income and employment are major predictors of health. But research suggests that <a href=\"https:\/\/doi.org\/10.1086\/721152\" rel=\"nofollow noopener\" target=\"_blank\">overall employment and hourly wages fall<\/a> in counties that begin collaborating with federal immigration enforcement \u2013 partly because people spend less money at stores, restaurants and other local businesses. <\/p>\n<p>This phenomenon is playing out in Minneapolis and St. Paul, where <a href=\"https:\/\/www.theguardian.com\/us-news\/ng-interactive\/2026\/feb\/09\/minnesota-ice-immigration-deportation-raids\" rel=\"nofollow noopener\" target=\"_blank\">thousands of immigrant families are staying home<\/a> to avoid encounters with immigration enforcement. In January 2026, immigrant-owned businesses reported reduced traffic, with as many as <a href=\"https:\/\/www.startribune.com\/immigrant-businesses-lose-sales-close-ice-action-twin-cities\/601562613\" rel=\"nofollow noopener\" target=\"_blank\">80% temporarily closing<\/a> in some neighborhoods. <\/p>\n<p>Many of public health\u2019s most cost-effective, hard-won programs, such as the <a href=\"https:\/\/www.fns.usda.gov\/snap\/supplemental-nutrition-assistance-program\" rel=\"nofollow noopener\" target=\"_blank\">Supplemental Nutrition Assistance Program<\/a>, or SNAP, and the <a href=\"https:\/\/www.fns.usda.gov\/wic\" rel=\"nofollow noopener\" target=\"_blank\">Women, Infants and Children<\/a> nutrition program, are designed to preserve people\u2019s health even in times of economic scarcity. But <a href=\"https:\/\/doi.org\/10.1377\/hlthaff.2020.00763\" rel=\"nofollow noopener\" target=\"_blank\">enrollment in these programs drops<\/a> when <a href=\"https:\/\/doi.org\/10.1162\/rest_a_01250\" rel=\"nofollow noopener\" target=\"_blank\">fear of immigration enforcement intensifies<\/a>. The same is true for housing, another foundation of public health. Research shows that <a href=\"https:\/\/www.jstor.org\/stable\/48626718\" rel=\"nofollow noopener\" target=\"_blank\">evictions, missed rent or mortgage payments<\/a>, and <a href=\"https:\/\/sociologicalscience.com\/articles-v3-46-1053\/\" rel=\"nofollow noopener\" target=\"_blank\">foreclosure rates<\/a> increase when immigration crackdowns expand. <\/p>\n<p>It is too soon to know the impact on evictions in Minneapolis, but early reports from tenant advocacy organizations indicate that they have seen an <a href=\"https:\/\/www.startribune.com\/eviction-filings-mn-ice-crackdown-crackdown\/601577395\" rel=\"nofollow noopener\" target=\"_blank\">82% increase in requests for help<\/a> compared to early 2025.<\/p>\n<p>Stress, hypervigilance and mental health<\/p>\n<p>Among the most harmful and enduring impacts of immigration enforcement are the effects on mental health. Our research and that of others shows that <a href=\"https:\/\/doi.org\/10.1007\/s10903-016-0390-6\" rel=\"nofollow noopener\" target=\"_blank\">people who encounter<\/a> or <a href=\"https:\/\/doi.org\/10.1177\/01979183221126726\" rel=\"nofollow noopener\" target=\"_blank\">have to protect themselves<\/a> from immigration officials \u2013 staying inside to avoid immigration officials, seeing immigration officials in their neighborhood, knowing someone who was deported or being deported themselves \u2013 are at higher risk of psychological distress or poor overall health. <\/p>\n<p>Especially for children who witnessed or experienced the arrest, detention or deportation of a family member, <a href=\"https:\/\/theconversation.com\/there-are-long-lasting-negative-effects-for-children-like-liam-ramos-who-are-detained-or-watch-their-parents-be-deported-274271\" rel=\"nofollow noopener\" target=\"_blank\">these effects can be severe<\/a>, including separation anxiety and behavioral issues in the short term, as well as long-term risks of anxiety and depression.  <\/p>\n<p>Perhaps most painfully, experiencing family separations, missing work or avoiding public space <a href=\"https:\/\/doi.org\/10.1007\/s10903-016-0390-6\" rel=\"nofollow noopener\" target=\"_blank\">leaves people socially isolated<\/a>, resulting in fewer emotional resources to cope with these stresses as well as risks to health.<\/p>\n<p>In Minnesota, many immigrant families are not only experiencing the social isolation of staying home from school and work but are also avoiding spaces that may have provided solace and support, such as places of worship. Church attendance has <a href=\"https:\/\/www.startribune.com\/mn-hispanic-community-reaction-ice-arrests-deportation\/601563257\" rel=\"nofollow noopener\" target=\"_blank\">reportedly dropped by half<\/a> in some congregations, and <a href=\"https:\/\/sahanjournal.com\/immigration\/twin-cities-mosques-minnesota-ice-immigration-enforcement\/\" rel=\"nofollow noopener\" target=\"_blank\">mosque attendance may be down<\/a> too. <\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/718921\/original\/file-20260218-72-2pg24k.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"People packing food in donation boxes\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/02\/file-20260218-72-2pg24k.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Immigration crackdowns limit people\u2019s access to the resources they need to stay healthy.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/photo\/packing-food-in-donation-boxes-for-charity-royalty-free-image\/1475077020\" rel=\"nofollow noopener\" target=\"_blank\">PhotoLife94\/E+ via Getty Images<\/a><\/p>\n<p>How communities are responding<\/p>\n<p>Amid these challenges, everyday Minnesotans \u2013 health care workers, neighbors, faith communities \u2013 have taken steps to bridge these gaps. <\/p>\n<p>Trusted neighbors and community organizations ensure that people have rides to doctor visits. Some health care providers are expanding <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/feb\/02\/public-health-crisis-minneapolis-ice\" rel=\"nofollow noopener\" target=\"_blank\">telehealth and home visits<\/a> to make sure patients receive necessary care. Health care staff and unions are <a href=\"https:\/\/truthout.org\/articles\/minneapolis-health-care-workers-are-organizing-to-defend-their-patients-from-ice\/\" rel=\"nofollow noopener\" target=\"_blank\">putting pressure on hospitals and health systems<\/a> to implement policies that limit ICE\u2019s access to patient areas. <\/p>\n<p>Meanwhile, community members are delivering food and necessities to those who are sheltering in place or have lost income. Mutual aid campaigns are raising money to help with rent, organizers successfully campaigned for the city of Minneapolis to <a href=\"https:\/\/www.mprnews.org\/story\/2026\/02\/05\/minneapolis-increases-funding-for-rental-assistance-by-1m\" rel=\"nofollow noopener\" target=\"_blank\">expand rental assistance<\/a>, and more than 60 local organizations are petitioning the governor to enact a <a href=\"https:\/\/www.mprnews.org\/story\/2026\/01\/23\/tenant-advocates-hope-for-eviction-moratorium-during-ice-surge\" rel=\"nofollow noopener\" target=\"_blank\">statewide eviction moratorium<\/a>. <\/p>\n<p>Mental health stressors and social isolation are more challenging to address, but some local <a href=\"https:\/\/www.kare11.com\/article\/news\/local\/ice-in-minnesota\/increased-immigration-enforcement-raises-mental-health-crisis-in-twin-cities\/89-6da8c6fa-65f4-4ca5-9dba-a78515a9d87d\" rel=\"nofollow noopener\" target=\"_blank\">mental health providers are expanding their reach<\/a>, while teachers, neighbors and people of faith try to maintain connections with those who are sheltering at home. <\/p>\n<p>This far-reaching response echoes what we have observed in our own research with other communities that have experienced immigration raids: ordinary people, with <a href=\"https:\/\/doi.org\/10.1080\/10705422.2022.2067608\" rel=\"nofollow noopener\" target=\"_blank\">immigrant families at the forefront<\/a>, essentially launching an informal <a href=\"https:\/\/doi.org\/10.1080\/10705422.2024.2311246\" rel=\"nofollow noopener\" target=\"_blank\">disaster response<\/a>, providing sanctuary and resources. <\/p>\n<p>Public health research has long shown that <a href=\"https:\/\/doi.org\/10.1146\/annurev-publhealth-052020-110732\" rel=\"nofollow noopener\" target=\"_blank\">connected communities are healthy communities<\/a>, and these ties play a critical role in long-term recovery from public health crises. <\/p>\n<p>But immigration court cases drag on for months and years, as do long-term mental health impacts. Ruptured trust with government takes time to rebuild.
