{"id":511208,"date":"2026-03-01T06:11:17","date_gmt":"2026-03-01T06:11:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/511208\/"},"modified":"2026-03-01T06:11:17","modified_gmt":"2026-03-01T06:11:17","slug":"wa-government-fights-to-keep-current-gst-deal-amid-cost-blowouts-seeks-mining-exemption","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/511208\/","title":{"rendered":"WA government fights to keep current GST deal amid cost blowouts, seeks mining exemption"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">The WA government has stepped up its fight to keep the GST deal it struck with then prime minister Scott Morrison in 2018, arguing that changes would discourage investment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Productivity Commission is reviewing the nation&#8217;s GST arrangement and was due to make recommendations to the federal government next year.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Under a 2018 deal, Western Australia was <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2018-11-14\/gst-explainer-how-will-wa-spend-its-windfall\/10493500\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/10493500\" rel=\"nofollow noopener\" target=\"_blank\">guaranteed a greater share of the Goods and Services Tax pool than it would otherwise get<\/a>.\u00a0<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2024-09-04\/annabel-crabb-on-western-australia-gst-tax-policy-politics\/104304254\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Both parties fear the Vengeful Diety Of The West<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The GST deal has been described as the worst public policy decision this century, but none of the major parties will touch it for fear of upsetting Western Australia.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The state was forecast to receive $7.8 billion in GST payments this financial year, or about 8 per cent of the total pool, but without the 2018 changes, it would have got just $1.7 billion.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">To compensate for WA&#8217;s increased payments, the Commonwealth has topped up other states to ensure they were no worse off, which has caused a more than $44 billion cost blowout over 10 years.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Western Australia established a GST &#8220;fairness fighter&#8221; team to mount its case during the inquiry, and <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-11-03\/wa-government-takes-fight-for-gst-deal-to-canberra\/105962830\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105962830\" rel=\"nofollow noopener\" target=\"_blank\">spent $1 million on advertising its argument across the country<\/a>.\u00a0<\/p>\n<p>WA contributes $32 billion<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In its submission to the inquiry, WA has argued Australia should move from full horizontal fiscal equalisation (HFE) \u2014 which aims to create a level playing field across all states by compensating for areas with less earning capacity or higher costs \u2014 to partial HFE.<\/p>\n<p>How does GST work?Goods and services tax (GST) is a broad-based tax of 10% on most goods, services and other items sold or consumed in Australia.The Australian Government helps put state governments in a position to provide their residents with comparable services by distributing revenue from the goods and services tax pool according to need.It is the job of the Commonwealth Grants Commission to advise the Australian Government on how the GST pool should be distributed.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Source: Australian Taxation Office and Commonwealth Grants Commission.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">That would allow &#8220;states like Western Australia to continue investing in their economies, by allowing them to retain more of the benefits of policy decisions and investments&#8221;, the submission said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It said other countries had adopted a partial HFE.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But economist Saul Eslake said that did not make it a good idea.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We are a better country than the other federations in part because we do HFE more comprehensively,&#8221; (ABC News: Keane Bourke)<\/p>\n<p>Partial mining exemption sought<\/p>\n<p class=\"paragraph_paragraph__iYReA\">WA wants a 25 per cent reduction on the value of mining revenue which factors into the GST distribution if changes are to be made, to &#8220;improve states&#8217; in the tax system.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We deliver about 17 per cent of national economic growth,&#8221; Ms Saffioti said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We deliver 50 per cent of national exports.<\/p>\n<p>&#8220;You undermine the WA economy, you undermine the national economy.&#8221;Victorian premier weighs in<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Across the Nullarbor, Victorian Premier Jacinta Allan seemed unconvinced by WA&#8217;s case, saying she would &#8220;always advocate for Victoria to get its fair share&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We still collect less revenue per head of person than Western Australia,&#8221;
