The suspended first-team transfer ban lasts for two years and will be triggered if there are further breaches.<\/p>\n<p class=\"dcr-130mj7b\">The league explained the settlement by pointing to \u201cexceptional cooperation throughout the investigation\u201d from Chelsea and noting that \u201csignificant mitigating factors\u201d were at play. The offences took place under the previous ownership and were self-reported by BlueCo, the investment vehicle that owns the club after the takeover from Abramovich in May 2022. The illicit payments around the first team related to the signings of players such as Samuel Eto\u2019o, Eden Hazard and Willian.<\/p>\n<p class=\"dcr-130mj7b\">The first-team charges relate to incomplete financial reporting from 10 years ago but they would not have affected the club\u2019s compliance with the Premier League\u2019s profitability and sustainability rules.<\/p>\n<p class=\"dcr-130mj7b\">The Premier League and the FA have been examining tens of millions of pounds in secret payments made by offshore companies that were owned by Abramovich. Details of the transactions were uncovered <a href=\"https:\/\/www.theguardian.com\/world\/2023\/apr\/17\/roman-abramovich-chelsea-world-beaters\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">as part of Cyprus Confidential<\/a>, an investigation by the Guardian and international media partners, based on a leak of data from Cypriot financial services firms that the Russian oligarch used to manage his vast fortunes.<\/p>\n<p class=\"dcr-130mj7b\">Deals revealed by the leak included apparent off-book payments to Hazard\u2019s agent and an associate of the title-winning manager Antonio Conte.<\/p>\n<p class=\"dcr-130mj7b\">The FA\u2019s ongoing investigation is understood to extend to Abramovich\u2019s investment in \u201cthird-party ownership\u201d of football players, details of which were also exposed by the Cyprus Confidential investigation.<\/p>\n<p class=\"dcr-130mj7b\">The restriction around the academy applies to youth players previously registered with another Premier League or English Football League club\u2019s academy, and not any current players, international players or players who are registering on professional terms.<\/p>\n<p class=\"dcr-130mj7b\">The league said it did not apply to players applying for their first registration, the Premier League said. The academy charges relate to breaches of youth development rules between 2019 and 2022.<\/p>\n<p class=\"dcr-130mj7b\">The fact that the first-team transfer ban is suspended means that Chelsea may suffer limited consequences, if any, as a result of breaking the rules. The owners <a href=\"https:\/\/www.theguardian.com\/football\/2025\/nov\/04\/chelsea-have-150m-buffer-against-fines-from-fa-say-football-finance-experts\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">have a buffer<\/a> against the cost of any sanctions imposed by the FA or Premier League, thanks to a \u201choldback\u201d clause inserted into the takeover deal by the Clearlake consortium that bought Chelsea from Abramovich.<\/p>\n<p>Chelsea\u2019s then owner Roman Abramovich enjoys the club\u2019s 2017 Premier League title win.  Photograph: Ben Stansall\/AFP\/Getty Images<\/p>\n<p class=\"dcr-130mj7b\">The clause allows Clearlake to withhold \u00a3150m of the total payment for five years, to cover the cost of \u201cany proceeding in relation to events which took place before the acquisition date\u201d. That means that any financial penalty of less than \u00a3150m has in effect already been absorbed.<\/p>\n<p class=\"dcr-130mj7b\">The league said: \u201cAs a result of the Premier League\u2019s investigation, it was established that between 2011 and 2018, undisclosed payments by third parties associated with the club were made to players, unregistered agents and other third parties.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThese payments were not disclosed to the football regulatory authorities at the time, including the Premier League.
