{"id":544893,"date":"2026-03-16T22:11:10","date_gmt":"2026-03-16T22:11:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/544893\/"},"modified":"2026-03-16T22:11:10","modified_gmt":"2026-03-16T22:11:10","slug":"the-premier-league-is-surprisingly-lenient-did-chelsea-get-off-lightly-chelsea","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/544893\/","title":{"rendered":"\u2018The Premier League is surprisingly lenient\u2019: did Chelsea get off lightly? | Chelsea"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The Premier League\u2019s judgment against Chelsea for breaking football\u2019s rules \u2013 during an eight-year trophy spree under Roman Abramovich \u2013 concludes that the club <a href=\"https:\/\/resources.premierleague.pulselive.com\/premierleague\/document\/2026\/03\/16\/6046a647-ff67-490e-99af-5a042477b608\/PL_CFC-Phase-2-Redacted-and-Signed-For-Publication-3219009308.1-.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">engaged in \u201cdeception and concealment\u201d<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The breaches, more\u00a0than 30 of them, relate to at least \u00a347m in off-book payments linked to landmark deals for star players, including Eden Hazard, Willian, David Luiz and Nemanja\u00a0Matic.<\/p>\n<p class=\"dcr-130mj7b\">Many of these secret transactions, routed through Abramovich\u2019s network of offshore\u00a0companies, were revealed\u00a0in an <a href=\"https:\/\/www.theguardian.com\/world\/2023\/nov\/15\/chelsea-fc-face-new-questions-over-how-roman-abramovich-funded-success\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">investigation published by the Guardian and international partners<\/a> in 2023.<\/p>\n<p class=\"dcr-130mj7b\">Despite the apparent severity of\u00a0the transgressions, the punishment amounts to a relatively\u00a0mild <a href=\"https:\/\/www.theguardian.com\/football\/2026\/mar\/16\/chelsea-fined-suspended-transfer-ban-historical-rule-breaking\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u00a310.75m fine and a\u00a0suspended transfer embargo<\/a> that\u00a0may never be imposed.<\/p>\n<p class=\"dcr-130mj7b\">So have <a href=\"https:\/\/www.theguardian.com\/football\/chelsea\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Chelsea<\/a> got off lightly and could there be harsher penalties to come?<\/p>\n<p>Will this hurt Chelsea?<\/p>\n<p class=\"dcr-130mj7b\">No. The Clearlake consortium that bought the club from Abramovich <a href=\"https:\/\/www.theguardian.com\/football\/2025\/nov\/04\/chelsea-have-150m-buffer-against-fines-from-fa-say-football-finance-experts\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">inserted a \u00a3150m \u201choldback\u201d clause<\/a> into the \u00a32.5bn takeover deal. This sum is withheld for five years, to cover any costs arising from actions during the Abramovich era. Uefa <a href=\"https:\/\/www.theguardian.com\/football\/2023\/jul\/28\/chelsea-pay-uefa-10m-as-incomplete-financial-reporting-sanction\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">fined Chelsea<\/a> more than \u00a38.5m in 2023 for incomplete financial reporting under Abramovich. Throw in the Premier League\u2019s knuckle-rap and the total amounts to less than a quarter of what Chelsea received in 2019 from selling Hazard to Real Madrid. What\u2019s more, there is plenty left in the fund to absorb any further penalties.<\/p>\n<p class=\"dcr-130mj7b\">As for the suspended transfer embargo, that will be imposed only if Chelsea commit any more breaches during the next two years. So, in effect, the club can brush off both penalties without breaking stride.<\/p>\n<p class=\"dcr-130mj7b\">This impact, or lack of it, must be set against the benefits that Chelsea enjoyed during the period covered by the breaches (2011-18): two league titles, the Champions League, two FA Cups and a League Cup. The club went on to win multiple trophies thereafter, thanks in part to the platform for success created during the Abramovich reign.<\/p>\n<p>So this is a let-off?<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe approach of the Premier League board is surprisingly lenient,\u201d said Stefan Borson, a football finance expert who is head of sport at the law firm McCarthy Denning.<\/p>\n<p class=\"dcr-130mj7b\">He pointed to the Premier League\u2019s enthusiasm for points deductions in recent profitability and sustainability cases against <a href=\"https:\/\/www.theguardian.com\/football\/2026\/feb\/19\/leicester-premier-league-appeal-six-point-deduction\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Leicester<\/a>, <a href=\"https:\/\/www.theguardian.com\/football\/2024\/mar\/18\/nottingham-forest-docked-four-points-premier-league-financial-rules-breach-profitability-and-sustainability\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Nottingham Forest<\/a> and <a href=\"https:\/\/www.theguardian.com\/football\/2024\/apr\/08\/everton-hit-with-two-point-deduction-over-second-breach-of-financial-rules\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Everton<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Borson notes that the Premier League made no mention of Chelsea having obtained \u201csporting advantage\u201d from the admitted breaches, which may explain why there was no sporting sanction, such as a points deduction.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThey\u2019ve clearly signed players [such as Willian and Hazard] in competitive situations by paying \u00a347m off book, which according to the written sanctions agreement, was deliberate and involved deception and concealment. On the face of it, these are serious matters that relate to sporting performance. Admitted conduct as egregious this would ordinarily result in sporting sanction.\u201d<\/p>\n<p>But didn\u2019t Chelsea own up?<\/p>\n<p class=\"dcr-130mj7b\">The club received clemency because the new owners self-reported some of the breaches. But the judgment confirms that the investigation was \u201clarger than the matters recorded in the club\u2019s own disclosures\u201d, involving substantial other investigative steps.<\/p>\n<p class=\"dcr-130mj7b\">Borson questions whether self-reporting should matter, particularly given the benefits that the present-day club enjoy as a result of past actions.<\/p>\n<p class=\"dcr-130mj7b\">\u201cJust because you sold a business doesn\u2019t mean links to the past are severed. If Manchester City were to sell the club tomorrow nobody would expect the [charges of rule breaches] to disappear.\u201d<\/p>\n<p>Could the FA still deduct points?<\/p>\n<p class=\"dcr-130mj7b\">Yes. The Football Association <a href=\"https:\/\/www.theguardian.com\/football\/2025\/sep\/11\/chelsea-74-charges-alleged-breaches-fa-agent-regulations\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">charged Chelsea with 74 rule breaches last year<\/a> and its investigation is ongoing. While there is no sign of an outcome, the language of today\u2019s Premier League ruling is intriguing.<\/p>\n<p class=\"dcr-130mj7b\">The ruling states that the league\u2019s board considered \u201cthe potential sanction which may be imposed upon the club as a consequence off the FA charges\u201d.<\/p>\n<p class=\"dcr-130mj7b\">That could signal a belief that the Premier League expects the FA to follow its example \u2013 and that of Uefa \u2013 by sticking to a financial penalty. Or, it could mean that the Premier League does not feel the need to impose a sporting sanction because it expects the FA to do so.<\/p>\n<p>What now?<\/p>\n<p class=\"dcr-130mj7b\">Chelsea\u2019s owners won\u2019t be able to relax fully until they have heard the FA\u2019s verdict, which could drop at any time. The club and Premier League will also be hoping that no new revelations emerge in the meantime that may raise further questions about activity the period covered by penalties already imposed. Anything of that nature could prove embarrassing for all concerned.<\/p>\n<p class=\"dcr-130mj7b\">For now though, Borson thinks Chelsea will be breathing a sigh of relief.<\/p>\n<p class=\"dcr-130mj7b\">\u201cChelsea\u2019s lawyers have done a really good job. They\u2019re indemnified by the previous owners and they\u2019ve managed to convince the Premier League, who historically have pushed hard for severe penalties,\u201d said Borson.<\/p>\n<p class=\"dcr-130mj7b\">He added that the impact of Chelsea\u2019s rule-breaking will in effect be borne only by victims of the war in Ukraine. This is because the financial penalty is absorbed by the holdback amount, which is derived from the proceeds of the club\u2019s sale.
