(ABC News: Luke Bowden)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">After Tasmanians returned another hung parliament in July&#8217;s election, a desire for more collaboration has been a prominent theme in ongoing negotiations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Rattray said she will advocate for government legislation in the role, &#8220;unless there is something that I strongly disagree with that the people of McIntyre have asked me not to support&#8221;.<\/p>\n<p>&#8220;And in that case I will decline to take a piece of legislation.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Liberal member for Prosser, Minister Kerry Vincent will serve as Deputy Leader of Government Business in the Legislative Council.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">With a<a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-08-07\/crossbench-tasmania-politics-rockliff-winter-analysis\/105621130\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105621130\" rel=\"nofollow noopener\" target=\"_blank\"> motion of no-confidence in the Liberal government expected<\/a> when parliament resumes on August 19, the appointments could be short-lived.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">On Wednesday, Mr Rockliff was <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-08-06\/jeremy-rockliff-visit-governor-attempt-to-form-government\/105614668\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105614668\" rel=\"nofollow noopener\" target=\"_blank\">returned to the role of premier<\/a> by Tasmania&#8217;s Governor Barbara Baker, despite his party holding just 14 of the 18 seats needed in the lower house to hold a majority.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He will lead a minority government that will need to work more collaboratively with a growing crossbench of independents and Greens.<\/p>\n<p>Appointment to ease workload for ministers<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Announcing the appointment, Premier Rockliff said, &#8220;we are enhancing collaboration as part of the new parliament, with Ms Rattray&#8217;s appointment marking a step forward in achieving that&#8221;.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-08-05\/dean-winter-labor-crossbench-rockliff-minority-government\/105615558\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Greens say Winter has to negotiate if he wants to be premier<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Labor&#8217;s Dean Winter is still vying for power, but continues refusing discussions with the Greens.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The people of Tasmania are asking for sensible approaches to work collaboratively, and that&#8217;s exactly what I am committed to delivering in accepting this position,&#8221; (ABC News: Ebony ten Broeke)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It&#8217;s potentially getting them an extra vote on things where they might be struggling to get the votes together, such as matters around the [Hobart] stadium,&#8221; Dr Bonham said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">As the leader, Ms Rattray will be &#8220;charged with shipping legislation through the [upper] house&#8221; once it passes the lower house.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;So, while she might not be strictly bound to support it, you&#8217;d expect her to be arguing the case enthusiastically and voting for it,&#8221; he said.<\/p>\n<p>&#8220;She has tended over time to vote more with the Liberals than against them, but often not much more.&#8221;<a href=\"https:\/\/www.abc.net.au\/news\/2025-08-07\/crossbench-tasmania-politics-rockliff-winter-analysis\/105621130\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Huge task ahead for Dean Winter<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Tasmanian politics remains extremely turbulent as Labor leader Dean Winter fights to convince the crossbench to support a fresh no-confidence motion.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The previous long-term Leader of the Government, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-01-15\/claims-leonie-hiscutt-breached-liberal-rules-supporting-son\/104819156\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/104819156\" rel=\"nofollow noopener\" target=\"_blank\">Leonie Hiscutt<\/a>, retired from parliament in May.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Minister Jo Palmer then took over the responsibilities, but it quickly became clear why the role historically does not coincide with a busy ministerial portfolio.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Facilitating briefings became a very challenging exercise for the leader because she was also required to be at question time,&#8221; Ms Rattray said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We had to cut short briefings and there was a sense of frustration among members.&#8221;<\/p>\n<p>&#8220;The functioning of the Legislative Council is a really important feature of the legislative process, in my view. Hence, I&#8217;ve chosen to accept the responsibility,&#8221;  she said.Motivation of appointment questioned<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Rattray has more than two decades of experience in politics.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">She was elected to the seat of Apsley in 2004, which later became McIntyre after an electoral boundary redraw.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">She is the fifth independent to serve in the role since World War II, but the first since 1998.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In a post on X, Greens MLC Cassie O&#8217;Connor congratulated her colleague but called into question Ms Rattray&#8217;s continued independence.<\/p>\n<p>&#8220;This appointment is, however, an effective way for the beleaguered Liberals to neutralise \u2014 to a significant extent \u2014 an independent vote in the Legislative Council,&#8221;  Ms O&#8217;Connor said.<img decoding=\"async\" alt=\"Cassy O'Connor Greens Member for Hobart 2025-05-20 10:05:00\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/b438827e487b4cd93e97df8269d4051d\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Cassy O&#8217;Connor is questioning the motivation of the appointment. (ABC News: Owain Stia James)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Rattray was quick to respond, saying &#8220;an appointment of this nature is not unprecedented&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I don&#8217;t see that that is going to be perhaps as big an issue as what the honourable member for Hobart anticipates,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Obviously, we&#8217;ll see. But I will still be the member for McIntyre and that will be my first and foremost focus.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I am focused on the role I can play, contributing to the efficient functioning of the Legislative Council and the parliament in the best interests of all Tasmanians.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Labor Leader Dean Winter said although he wished Ms Rattray well in the role, she would not retain it if Labor forms government.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;If there is a Labor government in a couple of weeks&#8217; time, we will have a Labor leader of business in the upper house,&#8221; Mr Winter said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;By definition, it will impact [her] independence. She is entitled to take on that role.
