Photograph: Aaron Shambrook\/EveryBody eBikes<\/p>\n<p class=\"dcr-130mj7b\">Queensland\u2019s transport minister, Brent Mickelberg, announced on Tuesday that the government would introduce legislation this week implementing the recommendations of <a href=\"https:\/\/www.theguardian.com\/australia-news\/2026\/feb\/24\/ebikes-e-scooters-queensland-inquiry-children-under-16-licence\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a recent parliamentary inquiry into the transport mode<\/a>, requiring riders to be over 16, hold at least a learner\u2019s licence and be \u201cmedically fit to drive\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Mickelberg said that would \u201censure that the only those who have the capacity to operate these devices do so\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI acknowledge that will disadvantage some people who currently use these devices and are unable to drive, for example,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">The legislation will exempt mobility devices like powered wheelchairs and mobility scooters \u2013 but Herklots said many wanted an ebike for active mobility. Some of them may not be recognised as having a disability, like those who have had a stroke or brain injury.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s the people that are marginalised that really need the pedal assist; they\u2019re the ones that may not be able to ride an unpowered bike,\u201d she said.<\/p>\n<p><a data-link-name=\"standard link button Primary\" data-spacefinder-role=\"inline\" data-ignore=\"global-link-styling\" href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" class=\"dcr-svb9qg\" rel=\"nofollow noopener\" target=\"_blank\">Sign up for the Breaking News Australia email<\/a><\/p>\n<p class=\"dcr-130mj7b\">Thompson agreed, saying for Maggie it would be just another thing \u201cthat makes her different to other kids, and it reduces social opportunities for her\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Mickelberg\u2019s legislation will also set a new 10km\/h speed limit on footpaths, and create new fines, similar to those for driving offences, including up to $1,909 for speeding at more than 40km\/h.<\/p>\n<p class=\"dcr-130mj7b\">Matthew Burke, the CEO of Bicycle <a href=\"https:\/\/www.theguardian.com\/australia-news\/queensland\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Queensland<\/a>, said the organisation supported additional enforcement of existing bans on illegal e-motorbikes, but strongly opposed the proposed new speed limit, licensing and age limits.<\/p>\n<p> Photograph: Susie Dodds\/AAP<\/p>\n<p class=\"dcr-130mj7b\">\u201cYour chances of killing a large number of other humans with the device you are riding or driving is infinitesimally smaller on an ebike than it is in a heavy goods vehicle,\u201d he said, arguing there was no reason for licensing as a result.<\/p>\n<p class=\"dcr-130mj7b\">The legislation may also limit transport options for people who either could never drive, such as those with epilepsy, or who had been banned for drink-driving or speeding, he said.<\/p>\n<p class=\"dcr-130mj7b\">He said the legislation reflected \u201cmotonormativity\u201d, or \u201ccar brain\u201d, a worldview based on the assumption of near-universal car use and that alternatives less important.<\/p>\n<p class=\"dcr-130mj7b\">Burke said the fuel shortage crisis had driven people to bike shops in huge numbers, but the law would \u201creally curtail\u201d the growth in active transport.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s going to restrict safe, legal ebiking in a way we think is pretty unfair and pretty dumb, at a time when we really should be encouraging everyone to get on a bike as a response to the fuel crisis,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">Asked what steps the government was taking to improve car safety, Mickelberg said it was investing $9bn in the Bruce Highway.<\/p>\n","protected":false},"excerpt":{"rendered":"For Maggie, 12, her modified ebike is her ticket to the world.
