Off to a shaky start and then progressively worse, until finally descending into the diabolical.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">The first full year of the accord yielded just 174,000 homes out of the necessary 240,000 to keep pace. That\u2019s 27 per cent below target in just one year.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">If the nation kept up with that run rate, we\u2019d end up with 870,000 homes. Picture: Getty Images<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">Construction costs are soaring again.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">The latest Consumer Price Index (CPI) figures released by the ABS showed that housing costs rose 7.3 per cent in the year to February. That\u2019s about double the overall CPI inflation figure of 3.7 per cent.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">MORE:<a href=\"https:\/\/www.realestate.com.au\/news\/australias-affordable-suburbs-vanish-as-homes-under-500000-become-nearly-extinct\/?campaignType=external&amp;campaignChannel=syndication&amp;campaignName=ncacont&amp;campaignContent=&amp;campaignSource=the_advertiser&amp;campaignPlacement=realestatemodule\" target=\"_blank\" rel=\"noopener nofollow\">Where you can still buy a home for under $500k<\/a><\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">Housing costs predominantly reflect construction costs and rent. Those costs rose 0.7 per cent over the month alone. Even as other CPI measures are relatively flat, housing is leaping further upwards every month.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">And the full effects of the Iran conflict have not even begun to appear in monthly CPI data yet. Imagine what housing inflation is going to look like once oil shortages filter through the entire industry.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">Two rate rises this year, and the looming spectre of more to come, have made borrowing money to spend on new housing much harder.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">Before interest rates started rising, there was an uptick in housing approvals, which sounds positive.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">But an approval is not a completion. It\u2019s no guarantee that the construction will occur at all.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">Some people sell their properties with a DA in place to entice buyers looking to knock down and rebuild, for example. Picture: Gaye Gerard<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">Reportedly there are many building contractors looking for ways out of projects, using \u2018force majeure\u2019- a contractual clause allowing them to withdraw from jobs in extreme circumstances, such as war.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">That doesn\u2019t bode well for an increase in sector productivity.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">One case study that illustrates the gap between approvals and finished products is in Western Sydney, where a new residential research report from Ray White Commercial (RWC) has highlighted a \u201ccritical failure\u201d to convert approvals into construction, which is \u201cdeepening the region\u2019s housing crisis.\u201d<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">MORE:<a href=\"https:\/\/www.realestate.com.au\/news\/jennifer-hawkins-45m-taj-mahal-almost-finished\/?campaignType=external&amp;campaignChannel=syndication&amp;campaignName=ncacont&amp;campaignContent=&amp;campaignSource=newscomau&amp;campaignPlacement=realestatemodule\" target=\"_blank\" rel=\"noopener nofollow\">Jen Hawkins\u2019 $45m \u2018Taj Mahal\u2019 nearly finished<\/a><\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">The report notes that the Western Sydney region is expected to absorb nearly 59,000 new residents each year, through to 2041, driving an ongoing need of more than 25,000 new homes a year. <\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">Yet only 5484 dwellings are under construction.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">RWC Western Sydney\u2019s managing director Peter Vines said the \u201chousing challenge remains one of activation, not aspiration\u201d.<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">\u201cThe pipeline is there. The approvals are there,\u201d Mr Vines said. \u201cWhat\u2019s missing is the ability to convert those approvals into homes at the pace the region actually requires.\u201d<\/p>\n<p class=\"Text__Typography-sc-1103tao-0 bjGYxJ StyledP-sc-cebixd-0 bzEerj\">Those approvals won\u2019t be there for long, as rates continue to rise. Couple that with the dire current construction situation and the fact it will get worse from here. We\u2019ll be lucky to make it halfway to the 1.2 million home target.<\/p>\n","protected":false},"excerpt":{"rendered":"Construction prices are soaring, killing off the housing accord.
