{"id":568830,"date":"2026-03-27T23:44:08","date_gmt":"2026-03-27T23:44:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/568830\/"},"modified":"2026-03-27T23:44:08","modified_gmt":"2026-03-27T23:44:08","slug":"florida-ag-calls-nfls-rooney-rule-unlawful-league-says-it-is-consistent-with-the-law","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/568830\/","title":{"rendered":"Florida AG calls NFL\u2019s Rooney Rule unlawful; league says it is \u2018consistent with the law\u2019"},"content":{"rendered":"<p>After Florida Attorney General James Uthmeier said this week that the NFL\u2019s Rooney Rule mandates hiring practices that violate Florida law, the league said it believes its policies are consistent with the law.<\/p>\n<p>Uthmeier said his office sent a letter to NFL commissioner Roger Goodell threatening possible enforcement actions if the league doesn\u2019t suspend the rule, which was established in 2003 to encourage owners and team presidents to consider a diverse range of candidates for team leadership positions.<\/p>\n<p>\u201cThe NFL\u2019s use of the Rooney Rule violates Florida law by requiring race-based considerations in hiring,\u201d Uthmeier said in a video posted on <a href=\"https:\/\/x.com\/AGJamesUthmeier\/status\/2036877316664459440?s=20\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">social media<\/a> Wednesday. \u201cFlorida law is clear: Hiring decisions cannot be based on race. And the Rooney Rule mandates race-based interviews and incentivizes race-based decisions. That\u2019s discrimination.\u201d<\/p>\n<p>NFL executive vice president Jeff Miller said in a statement Friday: \u201cWe are reviewing the letter. We believe our policies are consistent with the law and reflect our commitment to fairness, opportunity, and building the strongest possible teams.\u201d<\/p>\n<p>The NFL describes the <a href=\"https:\/\/operations.nfl.com\/inside-football-ops\/inclusion\/the-rooney-rule\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Rooney Rule<\/a> as promoting \u201cdiverse leadership among NFL clubs to ensure that promising candidates have the opportunity to prove they have the necessary skills and qualifications to excel.\u201d<\/p>\n<p>Uthmeier, the former chief of staff for Florida Gov. Ron DeSantis (R), asked the league to confirm \u201cno later than May 1\u201d that it would no longer enforce the Rooney Rule for its Florida franchises. The NFL has three teams in Florida: the Miami Dolphins, Tampa Bay Buccaneers and Jacksonville Jaguars.<\/p>\n<p>\u201cWe\u2019re demanding the NFL suspend the Rooney Rule, and failure to do so may result in enforcement actions against the league for race-based discrimination,\u201d Uthmeier said.<\/p>\n<p>In the most recent offseason head coaching hiring cycle, no Black coaches were hired for any of the league\u2019s 10 vacancies. Robert Saleh, who is of Lebanese descent, was hired as the Tennessee Titans\u2019 head coach \u2014 the lone minority head-coaching hire this offseason.<\/p>\n<p>Goodell <a href=\"https:\/\/www.nytimes.com\/athletic\/7017172\/2026\/02\/02\/roger-goodell-super-bowl-diversity-officiating-18-games\/\" target=\"_blank\" rel=\"noopener nofollow\">said at this year\u2019s Super Bowl<\/a> that he remains committed to the Rooney Rule and that the league needs to continue encouraging diverse candidates for the most important team leadership openings.<\/p>\n<p>\u201cI believe in diversity,\u201d Goodell said then. \u201cI think we have become more diverse across every platform, including coaching. But we have some more work to do. There\u2019s got to be more steps.\u201d<\/p>\n<p>The Rooney Rule was named for Dan Rooney, the late owner of the Pittsburgh Steelers, who was chairman of the NFL\u2019s Workplace Diversity Committee (now known as the Diversity Equity and Inclusion Committee). The rule originally required every team with a head-coaching vacancy to interview at least one diverse candidate before making a hire.<\/p>\n<p>Art Rooney II, the son of Dan Rooney and the Steelers\u2019 current owner, <a href=\"https:\/\/www.espn.com\/nfl\/story\/_\/id\/48322280\/florida-attorney-general-says-nfl-get-rid-rooney-rule\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">told ESPN<\/a> on Friday that \u201cthere\u2019s no question that the environment has changed in recent years\u201d and that the NFL has \u201can obligation to make sure that our policies comply with the laws, whatever the law is, and whatever the changes in law might be. We\u2019ve got to look at that and make sure we\u2019re in compliance. \u2026 That\u2019s just the environment we\u2019re existing in today.\u201d<\/p>\n<p>The initial focus of the league\u2019s diversity committee was on the historically low number of minorities in head-coaching positions. About 70 percent of the league\u2019s players \u2014 and three head coaches \u2014 are Black.<\/p>\n<p>\u201cThe Rooney Rule doesn\u2019t limit opportunity; it expands it,\u201d Michele Meyer-Shipp, director of the Fritz Pollard Alliance, which works to expand access and opportunity within professional football leadership, said in a statement. \u201cIt doesn\u2019t cap who a club can consider or dictate who gets hired and it\u2019s not a hiring rule. What it does is increase fair competition and ensure a true merit-based process by opening the door beyond the traditional \u2018tap on the shoulder\u2019 system, so the best candidates from all backgrounds are actually seen, evaluated, and can compete.\u201d<\/p>\n<p>Rooney Rule requirements include the following:<\/p>\n<p>\u2022 Clubs must conduct an in-person interview with at least two external diverse \u2014 minority and\/or female \u2014 candidates for any general manager or head-coaching opening.<\/p>\n<p>\u2022 Clubs must interview at least two minorities and\/or women for all coordinator positions.<\/p>\n<p>\u2022 Clubs must interview at least one diverse candidate for the quarterback coach position or any senior-level executive position at the club.<\/p>\n<p>In January 2007, the Steelers hired Mike Tomlin as head coach to succeed 15-year coach Bill Cowher.
