(ABC Radio Brisbane: Kenji Sato)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The first-time Labor councillor had received text messages from residents telling her they could not see her during the meeting on March 3.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It prompted her to ask the LNP council chair, who has been appointed to preside over the meetings, &#8220;are you blurring the image?&#8221;<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-10-05\/history-of-unparliamentary-language-in-queensland\/105847384\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">How launguage is deemed to be unparliamentary<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">In Australian politics, words and phrases used in parliament that are seen as insulting, abusive, or a deliberate lie are determined to be &#8220;unparliamentary language&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Council Chair, Sandy Landers, told Cr Kim she could see her &#8220;clearly&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Sometimes when councillors stand up, they have to turn the camera to adjust to you and focus. (Supplied)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Loquet said the &#8220;meeting operations team&#8221; had maintained a &#8220;contemporaneous log of technical issues&#8221;, including anomalies impacting audio, camera framing and focus.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The log stated Cr Kim and Cr Johnston had been out of focus during parts of the meeting.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It noted LNP Cr Adam Allan had also been out of focus during the meeting, though a recording shows his frame was not as badly affected as those of other councillors.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Loquet&#8217;s report concluded the technical issues did not warrant adjournment of the meeting and that the council&#8217;s &#8220;statutory obligations were met&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The audio recording continued to function and met the local law,&#8221; the report said.<\/p>\n<p><img decoding=\"async\" alt=\"Brisbane City Hall at dusk lit with yellow lights. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/03\/127ac79532029f274fa3aeb455cead3e.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Brisbane City Council meetings have been held in City Hall since 1928. (Supplied: Queensland Government)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Loquet said the issues observed were &#8220;consistent with the behaviour of automated audiovisual systems operating in a live meeting environment&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said it did not indicate any deliberate manipulation or interference.<\/p>\n<p>&#8220;We refute any allegations that staff or contractors have acted inappropriately in any way,&#8221;  Mr Loquet said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The report concluded that the council would continue to monitor the performance of its chamber systems and work with its vendor to minimise technical disruptions.<\/p>\n<p>Fair use of technology<\/p>\n<p class=\"paragraph_paragraph___QITb\">Queensland University of Technology adjunct associate professor John Mickel said technology was changing and governments needed to keep up with it.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;And make sure the use of that technology is fair to everybody,&#8221; the political analyst said.<\/p>\n<p><img decoding=\"async\" alt=\"Former Queensland politician John Mickel speaks to media in Brisbane in 2019.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/03\/74d57113fffbaca537bc7256326d9906.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Former Labor MP John Mickel is now an adjunct associate professor at the Queensland University of Technology.
