Canadian banks and pension funds have provided billions in financing to U.S. companies contracted by U.S. Immigration and Customs Enforcement.Fred Lum\/The Globe and Mail<\/p>\n<p class=\"c-article-body__text text-pr-5\">Major Canadian banks and pension funds have provided tens of billions of dollars to American contractors for the U.S. Immigration and Customs Enforcement agency, an investigation by the non-profit Stand.earth has found.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The environmental advocacy group analyzed financial data from the U.S. Securities and Exchange Commission and the private financial data firm LSEG. It said it found that Canadian financial institutions have backed multiple companies that have major contracts with ICE to provide equipment or services, through investments, loans and bonds totalling about US$35-billion.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The companies that benefited from those Canadian investments include: data analytics firm Palantir <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/PLTR-Q\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/PLTR-Q\/\">PLTR-Q<\/a>; major U.S. defence contractors General Dynamics <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/GD-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/GD-N\/\">GD-N<\/a> and L3Harris <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/LHX-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/LHX-N\/\">LHX-N<\/a>; the IT firm CACI <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/CACI-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/CACI-N\/\">CACI-N<\/a>; and telecom giant AT&amp;T <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/T-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/T-N\/\">T-N<\/a>. CoreCivic <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/CXW-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/CXW-N\/\">CXW-N<\/a> and Geo Group <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/GEO-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/GEO-N\/\">GEO-N<\/a>, which construct and manage detention centres, also benefited but to a lesser extent.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Palantir, owned by major Republican donor Peter Thiel, supplies technology to ICE that helps it track individuals for detention and deportation.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Stand.earth said this raises fresh concerns about corporate financial ethics in Canada. Citing ICE\u2019s \u201chorrifying\u201d human rights record, it\u2019s calling on the federal government to launch hearings on the matter.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-canadians-face-tsunami-of-transnational-repression-in-coming-years\/\" rel=\"nofollow noopener\" target=\"_blank\">Canadians face \u2018tsunami\u2019 of transnational repression in coming years, cyber-research group says<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Richard Brooks, finance director with Stand.earth, said Canadians should be alarmed to learn their savings and pensions are supporting U.S. President <a href=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\">Donald Trump<\/a>\u2019s violent immigration crackdown and mass deportation campaign.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe think it\u2019s important for Canadians to know that their money \u2013 their savings in the bank, their mortgage or their hard-earned pension \u2013 is not agnostic money. It is actually being used to invest and attempt to profit from the violence that is happening in the United States right now,\u201d Brooks told The Canadian Press.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWhen Canadians contribute to their pensions or invest in their banks or put their savings into banks, they expect that money is going to go into building a secure future, not into border surveillance, not into ripping children out of their parents\u2019 arms and taking them into detention facilities, not into surveilling.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Stand.earth has closely tracked the finances behind fossil fuel projects and has been sharply critical of Canadian banks for being major global backers of oil and gas operations.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The advocacy group reported that the Canada Pension Plan, nine other public pensions and all of Canada\u2019s major banks have invested in companies that provide services to ICE through multimillion-dollar contracts.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Most of the contracts have been issued since 2025 through ICE or its parent department, Homeland Security.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Brooks said Canadian banks TD <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/TD-T\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/TD-T\/\">TD-T<\/a>, RBC <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/RY-T\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/RY-T\/\">RY-T<\/a>, Scotiabank <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/BNS-T\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/BNS-T\/\">BNS-T<\/a>, CIBC <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/CM-T\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/CM-T\/\">CM-T<\/a> and BMO <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/BMO-T\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/BMO-T\/\">BMO-T<\/a> have collectively provided these companies with financing through loans and bonds worth more than US$23-billion since 2020. The banks, along with financial services firm Desjardins, together invested at least US$9.8-billion in the ICE-connected firms, he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Public pensions have invested more than US$2.5-billion in these companies, Brooks said. The <a href=\"https:\/\/www.theglobeandmail.com\/topics\/cpp-investment-board\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/cpp-investment-board\/\">Canada Pension Plan<\/a> is by far the biggest investor, followed by Caisse de d\u00e9p\u00f4t et placement du Qu\u00e9bec, British Columbia Investment Management and PSP investments, among others.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Brooks said he was most surprised to learn the CPP has invested US$1.6-billion in the companies. The California Public Employees Retirement System has invested roughly the same amount.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cFor CPP to be investing to the same scale that the largest pension fund in the United States is investing in these companies, that really blew me away. It made me think they\u2019re no better than U.S. pensions, and they should be better because we have different values in Canada,\u201d Brooks said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">ICE has been mired in controversy and pursued by lawsuits over its agents\u2019 aggressive tactics and alleged violations of civil rights while rounding up vast numbers of immigrants for deportation.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Federal agents fatally shot two U.S. citizens in Minnesota during the immigration enforcement operation in that state. Dozens of people, <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-johnny-noviello-ice-custody-death-preventable-autopsy-experts\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-johnny-noviello-ice-custody-death-preventable-autopsy-experts\/\">including a Canadian<\/a>, have died in ICE custody after being detained since January, 2025, when Trump was inaugurated.<\/p>\n<p class=\"c-article-body__text text-pr-5\">NDP MP Jenny Kwan said the report is \u201cdeeply troubling\u201d and demonstrates the need for \u201cgreater transparency and accountability.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI am deeply concerned by recent findings that Canadian public pensions and major financial institutions are investing billions in companies linked to U.S. ICE operations,\u201d Kwan said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThese investments raise serious ethical questions about the role Canadian public funds play in supporting practices widely criticized for human rights violations, including the detention and mistreatment of migrants.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">She said there should be a \u201creassessment\u201d of the ethical frameworks that guide public pensions and the portfolios of financial institutions.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The various pension funds and banks did not offer comment for this story by deadline. Nathalie Bergeron, a spokesperson for the Canadian Bankers Association, said her organization does \u201cnot comment on the individual operational decisions of its members.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Banks and pension funds are federally regulated entities and the finance minister is directly responsible for the Canada Pension Plan.<\/p>\n<p class=\"c-article-body__text text-pr-5\">When asked for comment about the report, Finance Minister Fran\u00e7ois-Philippe Champagne\u2019s office said it\u2019s up to those institutions \u2013 which operate at arm\u2019s length from government \u2013 to decide independently how they invest their funds.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cCanadian pension funds, much like banks and other financial institutions in Canada, are governed and managed independently \u2013 and operate in a commercial manner at arm\u2019s length from federal and provincial governments,\u201d said spokesperson John Fragos.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cTheir investment strategies are theirs to own, and guided by independent and professional boards of directors, who oversee, among other things, risk management and investment policies. Questions on individual investment transactions should be directed toward them.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">He said the federal government is currently \u201cseized with creating an attractive domestic investment profile\u201d and drawing more private investment into the country.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-ice-immigration-trump-corporate-pretti-good\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Canadian companies should resist pressure to shun ICE<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Last year, many Canadians were scandalized to learn that the Brampton-based vehicle manufacturer Roshel was selling armoured vehicles to ICE.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government itself has also awarded contracts and subsidies to ICE contractors.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The tech publication The Logic has reported that Ottawa-based tech company JSI, which provides wiretapping tools to ICE, is getting $1-million in federal funds to commercialize AI products for law enforcement and security agencies.<\/p>\n<p class=\"c-article-body__text text-pr-5\">National Defence awarded Palantir\u2019s Canadian subsidiary with a $14.4-million software contract in 2020, according to documents tabled in Parliament last year.<\/p>\n<p class=\"c-article-body__text text-pr-5\">ICE also made headlines in Canada when it <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-jim-pattison-ice-company-proposed-sale-us-property\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-jim-pattison-ice-company-proposed-sale-us-property\/\">sought to purchase a building in Virginia<\/a> owned by the property arm of the Jim Pattison Group for use as a \u201cprocessing facility.\u201d The Canadian company later said it would not sell the building to ICE.<\/p>\n","protected":false},"excerpt":{"rendered":"Open this photo in gallery: A view of office towers in Toronto\u2019s financial district.
