For Culture Wireless, a <a href=\"https:\/\/afrotech.com\/black-owned-internet-service-provider-atlanta-georgia\" rel=\"nofollow noopener\" target=\"_blank\">Black-owned internet provider<\/a> co-founded by William \u201cBam\u201d Sparks (chief marketing officer), the impact was deeply personal.<\/p>\n<p data-start=\"451\" data-end=\"752\">\u201cPersonally, it affects me because it hinders people in my community from having access,\u201d Sparks told AFROTECH\u2122 in an interview. \u201cThe government doesn\u2019t understand how deeply it impacts certain neighborhoods, especially on the west side of Atlanta, where there\u2019s a digital red line and limited access to basic tools.\u201d<\/p>\n<p data-start=\"754\" data-end=\"1076\">For Sparks, the funding cuts weren\u2019t just setbacks \u2014 they sparked a renewed drive to build solutions beyond traditional telecom and government efforts. Culture Wireless was created to close this digital divide with fellow co-founders Al Adjahoe (CEO) and Jerome Howard (chief operating officer).<\/p>\n<p>Building What The Government Didn\u2019t<\/p>\n<p>The DOGE funding cuts did more than change policy. They pulled the plug on real people\u2019s futures, Sparks says. Across Georgia, many communities depended on federal dollars for broadband, better cell coverage, and cybersecurity. McIntosh County, where one-third of residents are Black, was among them, <a href=\"https:\/\/datausa.io\/profile\/geo\/mcintosh-county-ga\" rel=\"nofollow noopener\" target=\"_blank\">per<\/a> Data USA.<\/p>\n<p>\u201cThat program was going to help families and certain communities afford devices, digital literacy tools, and internet bills,\u201d Sparks said. \u201cSo, it\u2019s unfortunate.\u201d<\/p>\n<p>Beyond his ties to Atlanta, Sparks sees national implications. \u201cIt hurts the entire country because we\u2019re behind as far as digital development goes,\u201d he said. \u201cEvery day, I feel like there\u2019s a new AI tool or advancement \u2014 and if we don\u2019t have the resources to prepare ourselves, then we\u2019re just going to put ourselves further behind.\u201d<\/p>\n<p>Culture Wireless was born from that urgency. While attending an esports event at Atlanta University Center, Sparks realized that many students, despite being surrounded by fiber lines, still couldn\u2019t afford to connect. That insight sparked a larger mission: create a telecom solution that centers <a href=\"https:\/\/afrotech.com\/black-execs-create-impact-fund-to-offer-broadband-access-to-underserved-communities\" rel=\"nofollow noopener\" target=\"_blank\">underserved communities.<\/a><\/p>\n<p>In 2023, the company became the internet service provider for the <a href=\"https:\/\/afrotech.com\/storefronts-are-established-along-atlantas-beltline-for-local-black-owned-businesses\" rel=\"nofollow noopener\" target=\"_blank\">Atlanta BeltLine,<\/a> providing free or low-cost connectivity along the 22-mile trail system, <a href=\"https:\/\/theatlantavoice.com\/77119-2\/\" rel=\"nofollow noopener\" target=\"_blank\">according to<\/a> the Atlanta Voice. \u201cOur mission is to provide access for everyone,\u201d Sparks said. \u201cWe want to put our community first.\u201d<\/p>\n<p>Community-Funded Connectivity<\/p>\n<p>Culture Wireless isn\u2019t just connecting people \u2014 it\u2019s inviting them to co-own the network that\u2019s powering their lives. After completing a 16-week accelerator program in 2023 with Andreessen Horowitz\u2019s Talent and Opportunity Initiative (A16Z), Sparks returned with a bold idea: skip <a href=\"https:\/\/afrotech.com\/op-ed-with-venture-capitalists-heading-out-of-the-industry-these-are-the-paths-that-people-could-take-to-get-in\" rel=\"nofollow noopener\" target=\"_blank\">traditional venture capital<\/a> and open the door to grassroots investment.<\/p>\n<p>\u201cWhat I wanted to do from that experience was not necessarily go the VC route,\u201d he explained. \u201cI wanted to create an opportunity for our community.\u201d<\/p>\n<p>The company launched an<a href=\"https:\/\/wefunder.com\/culturewireless\" rel=\"nofollow noopener\" target=\"_blank\"> equity crowdfunding campaign<\/a> on WeFunder during Juneteenth, June 19, 2025, offering shares to the public with a minimum investment of just $100. The goal? Allow everyday people to build wealth alongside the company\u2019s growth.<\/p>\n<p>\u201cOur valuation is right at about $10 million, so what we wanted to do was say, \u2018OK, how can we allocate 10% equity to the community?&#8217;\u201d Sparks said. \u201cEven if it\u2019s a small stake, it matters.\u201d<\/p>\n<p>He points to the Mint Mobile acquisition as proof of concept. \u201cIf we were to exit like Mint, for example, that did a $1.35 billion deal, that $100 would bring you $135,000. Just imagine how that could help build generational wealth in the Black community.\u201d<\/p>\n<p>Sparks envisions two core paths for growth. The first is scaling Culture Wireless\u2019 mobile subscriber base to 2 million to 3 million customers and positioning for a merger or acquisition. The second is expanding local broadband infrastructure through last-mile networks and fiber-to-home solutions.<\/p>\n<p>\u201cAt the end of the day, what\u2019s going to have more culture is the solution that we\u2019re creating, which has the potential to shift the telecom industry completely,\u201d he said.<\/p>\n<p>How Culture Wireless Is Rewriting The Narrative<\/p>\n<p>In a tech landscape where venture funding for Black founders is shrinking, as <a href=\"https:\/\/afrotech.com\/op-ed-venture-capitals-decline-damages-black-dealmakers-ideas\" rel=\"nofollow noopener\" target=\"_blank\">AFROTECH\u2122<\/a> previously reported, Culture Wireless is rewriting the playbook.<\/p>\n<p>\u201cMy long-term vision is to create a model where we can all support each other,\u201d Sparks told AFROTECH\u2122. \u201cMy ultimate goal is to stop giving away our culture for free \u2014 and to invest back in our culture.\u201d<\/p>\n<p>He continued, \u201cI went to an HBCU (Historically Black Colleges and Universities) in a rural area. I know firsthand how this affects students and families in places like Albany, Georgia, or certain parts of Atlanta. I would want those people who cut the program to come and walk those streets, talk to the community, and understand what they\u2019ve done. They\u2019re so disconnected from the day-to-day reality. They need to experience it themselves to truly grasp how much harm they\u2019ve caused.\u201d<\/p>\n<p>And Sparks has one more message for the community: take action.<\/p>\n<p>\u201cGo to wefunder.com\/culturewireless and support,\u201d he said. \u201cI want our community to understand \u2014 this isn\u2019t a donation. It\u2019s an investment. For most of us, it\u2019s our first one. So get in early, and learn how you can grow your capital.\u201d<\/p>\n<p>He\u2019s already thinking ahead to what comes next. \u201cEventually, I want to bring in other vetted Black-owned infrastructure companies to do the same thing. Rinse and repeat. That\u2019s how we uplift our community.\u201d<\/p>\n<p>With the federal government retreating from its promises, Sparks is stepping forward.
