(Supplied: University of New South Wales)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Nitika Garg, consumer behaviour researcher from UNSW&#8217;s Business School, said businesses needed to tread carefully when introducing surcharges to avoid consumer backlash.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The biggest thing would be to communicate more clearly to the consumer exactly why you&#8217;re doing it,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Garg said regulators also had a role to play in scrutinising price increase practices, particularly during a crisis.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;[It] will put off consumers both emotionally and rationally because families are being squeezed, right now, and with the cost-of-living crisis, this is another cost that they are having to absorb,&#8221; she said.<\/p>\n<p>Is it legal?<\/p>\n<p class=\"paragraph_paragraph___QITb\">A NSW Fair Trading spokesperson told the ABC while businesses could set their own prices, including charging a fuel surcharge levy, the watchdog was monitoring the practice.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Under Australian consumer law, the minimum total price must be displayed clearly and prominently if the surcharge is added at the end of a transaction.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;That is, the price of the item and the surcharge must be combined into a single price that the consumer will be required to pay,&#8221; the spokesperson said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;In restaurant settings, menus should display a single price for the item, including any additional fee that is said to constitute a fuel surcharge.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It should not simply be added to the bill at the end of the meal or noted on the menu that a surcharge will apply.&#8221;<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-03-31\/rba-surcharges-debit-credit-new-reforms-october-2026\/106500064\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Surcharges on debit and credit cards to be removed <\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The removal of surcharges on debit and credit cards is one of the sweeping reforms from the Reserve Bank.<\/p>\n<p class=\"paragraph_paragraph___QITb\">A spokesperson for the ACCC said the regulator would &#8220;not hesitate to take appropriate action in relation to fuel surcharging&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">They said surcharging could be concerning in a number of circumstances, including if the fee is not removed despite being represented as a temporary charge and &#8220;not directly related&#8221; to costs incurred by rising fuel prices.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Businesses NSW chief executive Daniel Hunter recommended businesses give customers as much notice as possible if there was a planned price increase.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Individual business owners know their market and customer base better than almost anyone else,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;That&#8217;s why they are best placed to make decisions on pricing and how they communicate that.&#8221;<\/p>\n<p>Consumers drive pricing<img decoding=\"async\" alt=\"A blurred man walks past a cafe with glass windows as people get coffee\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/f1fba4c059951878f9a919bb4b75d957.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Some customers are willing to pay a fee for weekend service.
