{"id":590821,"date":"2026-04-07T08:02:14","date_gmt":"2026-04-07T08:02:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/590821\/"},"modified":"2026-04-07T08:02:14","modified_gmt":"2026-04-07T08:02:14","slug":"could-nzs-next-christchurch-call-be-a-push-for-fairer-safer-ai","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/590821\/","title":{"rendered":"Could NZ\u2019s next Christchurch Call be a push for fairer, safer AI?"},"content":{"rendered":"<p>For New Zealanders, artificial intelligence (AI) is fast becoming as much a part of everyday life as smartphones and social media did before it.<\/p>\n<p>According to the recently released 2026 InternetNZ <a href=\"https:\/\/www.scoop.co.nz\/stories\/SC2603\/S00004\/new-zealanders-concerned-about-ai-harm-and-impact-on-society-new-research-shows.htm\" rel=\"nofollow noopener\" target=\"_blank\">Internet Insights report<\/a>, nearly eight in ten Kiwis have used AI tools in the past year. More than half are now using them at least weekly.<\/p>\n<p>But as use is rising, <a href=\"https:\/\/www.reseller.co.nz\/article\/3995181\/one-nz-research-reveals-unease-about-ai-impacts.html\" rel=\"nofollow noopener\" target=\"_blank\">so too is unease<\/a> about this transformative technology\u2019s impact on society. In a recent survey, half of respondents were extremely or very concerned about AI\u2019s implications for misinformation, privacy and potential misuse.<\/p>\n<p>Other national surveys tell a similar story.<\/p>\n<p><a href=\"https:\/\/kpmg.com\/xx\/en\/our-insights\/ai-and-technology\/trust-attitudes-and-use-of-ai.html\" rel=\"nofollow noopener\" target=\"_blank\">One found<\/a> only a quarter of respondents believed current safeguards are sufficient to make AI use safe. In <a href=\"https:\/\/content.vodafone.co.nz\/f3\/fd\/876a4b034b65a9e9a186644ff71c\/one-nz-ai-trust-report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">another<\/a>, two thirds of those surveyed said they would stop using a company\u2019s products if they had concerns about how it was using AI.<\/p>\n<p>These views are not surprising. Major AI companies are increasingly entangled in everything from <a href=\"https:\/\/theconversation.com\/battling-deepfakes-how-ai-threatens-democracy-and-what-we-can-do-about-it-262262\" rel=\"nofollow noopener\" target=\"_blank\">\u201cdeepfake\u201d images<\/a> and AI-generated misinformation to geopolitics and <a href=\"https:\/\/www.bbc.com\/news\/articles\/cn5g3z3xe65o\" rel=\"nofollow noopener\" target=\"_blank\">military applications<\/a>.<\/p>\n<p>At the same time, this <a href=\"https:\/\/assets.kpmg.com\/content\/dam\/kpmgsites\/xx\/pdf\/2025\/05\/trust-attitudes-and-use-of-ai-global-report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">widespread distrust<\/a> could represent another opportunity for New Zealand to influence big tech \u2013 and build our own valuable brand grounded in responsible AI.<\/p>\n<p>Who controls AI \u2013 and on whose terms?<\/p>\n<p>The US-Israel war on Iran \u2013 where AI <a href=\"https:\/\/www.washingtonpost.com\/technology\/2026\/03\/04\/anthropic-ai-iran-campaign\/\" rel=\"nofollow noopener\" target=\"_blank\">has helped identify bombing targets<\/a> \u2013 has raised fresh concerns about the technology.<\/p>\n<p>In the lead-up to the conflict, major AI companies were <a href=\"https:\/\/theconversation.com\/the-pentagon-strongarmed-ai-firms-before-iran-strikes-in-dark-news-for-the-future-of-ethical-ai-277198\" rel=\"nofollow noopener\" target=\"_blank\">pressured by<\/a> the US Department of War to allow widespread military uses of their AI systems.<\/p>\n<p>Anthropic pushed for limits on applications like autonomous weapons and surveillance but was sidelined. Rival OpenAI instead agreed to allow broad \u201clawful\u201d military uses, prompting a backlash and <a href=\"https:\/\/techcrunch.com\/2026\/03\/02\/chatgpt-uninstalls-surged-by-295-after-dod-deal\" rel=\"nofollow noopener\" target=\"_blank\">reports of users<\/a> deleting the company\u2019s ChatGPT at triple the usual rate.<\/p>\n<p>China\u2019s military is meanwhile leveraging <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/robot-dogs-ai-drone-swarms-how-china-could-use-deepseek-an-era-war-2025-10-27\/\" rel=\"nofollow noopener\" target=\"_blank\">its own AI-powered systems<\/a>, while companies like Palantir, chaired by US billionaire and New Zealand citizen <a href=\"https:\/\/www.forbes.com\/profile\/peter-thiel\/\" rel=\"nofollow noopener\" target=\"_blank\">Peter Thiel<\/a>, have <a href=\"https:\/\/www.thenation.com\/article\/world\/nsa-palantir-israel-gaza-ai\/\" rel=\"nofollow noopener\" target=\"_blank\">reportedly supplied AI tools<\/a> used by militaries in Ukraine, Gaza and Iran.<\/p>\n<p>New Zealand\u2019s defence ministry is now mulling its own approach, with parliament <a href=\"https:\/\/www.rnz.co.nz\/news\/political\/589323\/ai-in-warfare-being-tested-in-iran-needs-much-more-careful-thinking-by-nz-defence\" rel=\"nofollow noopener\" target=\"_blank\">divided on the issue<\/a>.<\/p>\n<p>These developments highlight how closely advanced AI companies are becoming entwined with state power, blurring the line between consumer technology and instruments of war.<\/p>\n<p>Aside from military use, these systems are also <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2026\/mar\/03\/trump-using-ai-to-fight-wars-dangerous-us-military\" rel=\"nofollow noopener\" target=\"_blank\">vulnerable to political pressures in the US<\/a>, including government influence over how they are deployed and used. <a href=\"https:\/\/www.discovermagazine.com\/ai-systems-reflect-the-ideology-of-their-creators-say-scientists-46750\" rel=\"nofollow noopener\" target=\"_blank\">Research has shown<\/a> the products can reflect the values and biases of their creators.<\/p>\n<p>As they spread globally, they are also increasingly seen as a form of what has been called \u201c<a href=\"https:\/\/theconversation.com\/digital-colonialism-how-ai-companies-are-following-the-playbook-of-empire-269285\" rel=\"nofollow noopener\" target=\"_blank\">digital colonialism<\/a>\u201d \u2013 where powerful countries and companies export technologies that embed their own values and priorities in other societies.<\/p>\n<p>How NZ can be a leader in AI<\/p>\n<p>For all the concern expressed by New Zealanders, the country has so far taken a \u201clight-touch\u201d <a href=\"https:\/\/www.beehive.govt.nz\/release\/government-ai-strategy-boost-productivity\" rel=\"nofollow noopener\" target=\"_blank\">regulatory stance<\/a> on the technology. <\/p>\n<p>Rather than create dedicated regulation, as <a href=\"https:\/\/regulateai.nz\/\" rel=\"nofollow noopener\" target=\"_blank\">a recent open letter<\/a> from AI experts to political leaders has called for, the government has chosen to rely on a patchwork of existing rules.<\/p>\n<p>As consumers, New Zealanders have little say in how these products are evolving, how they are designed or who they sometimes serve. This reinforces the common feeling that AI is something happening to us, but not for us.<\/p>\n<p>It is also sometimes claimed the country is being <a href=\"https:\/\/www.rnz.co.nz\/news\/business\/587712\/chief-executives-optimistic-about-economic-recovery-fear-being-left-behind-in-ai-race-survey\" rel=\"nofollow noopener\" target=\"_blank\">left behind in the \u201cAI race\u201d<\/a>, particularly by New Zealand business leaders concerned about keeping up with rapid technological change.<\/p>\n<p>But there is another way for New Zealand, even with its limited scale and capacity, to make its mark in the AI world.<\/p>\n<p>This would involve playing to its global reputation for integrity, human rights and independent thinking. Initiatives such as the <a href=\"https:\/\/www.christchurchcall.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Christchurch Call<\/a> \u2013 launched after the 2019 mosque attacks to curb online extremist content \u2013 showed how a small country can convene governments and technology companies around shared standards. <\/p>\n<p>In this case, New Zealand could strategically position itself at the forefront of a growing global push for <a href=\"https:\/\/www.responsible.ai\/\" rel=\"nofollow noopener\" target=\"_blank\">responsible AI<\/a>, which advocates for values such as fairness, accountability, safety and privacy.<\/p>\n<p>The nation\u2019s <a href=\"https:\/\/www.temanararaunga.maori.nz\/\" rel=\"nofollow noopener\" target=\"_blank\">M\u0101ori data sovereignty<\/a> movement is already an example of responsible data use. M\u0101ori values such as <a href=\"https:\/\/www.sciencelearn.org.nz\/resources\/2544-understanding-kaitiakitanga\" rel=\"nofollow noopener\" target=\"_blank\">kaitiakitanga<\/a> (guardianship and stewardship) reframe data as <a href=\"https:\/\/maoridictionary.co.nz\/search?keywords=taonga\" rel=\"nofollow noopener\" target=\"_blank\">taonga<\/a> (treasured or sacred assets) deserving careful protection.<\/p>\n<p>Just as it did by drawing attention to social media harm with the Christchurch Call, New Zealand could collaborate with like-minded countries to push big tech companies to adopt concrete safeguards.<\/p>\n<p>These could include measures such as watermarking and mandatory human oversight by a range of governance groups. This would also involve introducing standards for reporting environmental impact and auditing bias, ensuring AI aligns with New Zealanders\u2019 expectations.<\/p>\n<p>The government could work with industry to set clearer expectations for responsible AI \u2013 building on <a href=\"https:\/\/www.mbie.govt.nz\/business-and-employment\/business\/support-for-business\/responsible-ai-guidance-for-businesses\" rel=\"nofollow noopener\" target=\"_blank\">existing guidance<\/a> for businesses on safe and ethical use \u2013 and invest in the development of local products that meet those standards.<\/p>\n<p>There is also an economic opportunity. <\/p>\n<p>Local companies could use this reputation to differentiate themselves in a global market where trust is becoming increasingly important. <a href=\"https:\/\/www.pwc.com\/gx\/en\/issues\/technology\/measuring-responsible-ai-value.html\" rel=\"nofollow noopener\" target=\"_blank\">Research by global consultancy PwC<\/a> suggests responsible AI can create real value, with more resilient systems and <a href=\"https:\/\/www.ey.com\/en_ie\/insights\/assurance\/why-responsible-ai-is-critical-for-trust\" rel=\"nofollow noopener\" target=\"_blank\">fewer trust-damaging failures<\/a>.<\/p>\n<p>Advocating for safe, responsible AI with clear economic benefits should be an easy decision \u2013 and the recent survey findings provide a clear mandate to do so.<\/p>\n<p>But New Zealand won\u2019t get there without decisive political leadership and a cohesive strategy.
