An English backpacker who hit and killed a man while riding an e-scooter in Perth’s CBD has pleaded guilty to dangerous driving causing death while under the influence of alcohol.<\/p>\n
Alicia Kemp, 25, was riding an e-scooter and was carrying a passenger when she struck pedestrian Thanh Phan, who was on the footpath along Murray Street on Saturday night, May 31.<\/p>\n
The 51-year-old’s head hit the pavement and he died in hospital.<\/p>\n

The passenger who was on the scooter was also hurt, but her injuries were not life-threatening.<\/p>\n
Appearing in Perth Magistrates Court via video link from Melaleuca prison on Monday morning, Kemp pleaded guilty to a charge of drink driving causing death.<\/p>\n

A secondary charge of causing bodily harm to her passenger was dropped.<\/p>\n
During an earlier hearing, the court was told Kemp was visiting WA from the UK on a working holiday visa.<\/p>\n
It was estimated she hit Mr Phan at a speed of 20 to 25 kph, about the maximum speed of a rentable scooter.<\/p>\n
Thanh Phan was described by his family as a beloved husband, father of two, brother and dear friend.<\/p>\n

His death thrust the issue of e-rideable regulation back into the spotlight.<\/p>\n
The City of Perth indefinitely suspended the hiring of e-scooters, and other councils followed suit in the weeks after.<\/p>\n
Kemp relieved, lawyer says<\/p>\n
Outside court, Kemp’s lawyer Michael Tudori said his client was hoping to be sentenced before Christmas.<\/p>\n

“She’s obviously concerned and nervous and worried, she’s a foreign national, [a] young foreign national girl in our prison,” he said.<\/p>\n
“But she’s relieved that one of the charges has been discontinued and now she’ll just move towards a sentencing later in the year for the tragic death.”<\/p>\n
Mr Tudori said pleading guilty had provided Kemp with a sense of relief.<\/p>\n
“You could see she was ready to say those words, you know, she’s obviously done something stupid,” he said.<\/p>\n
“At the time, she obviously wasn’t thinking, but there’s consequences and she just wants to get on with her life”.<\/p>\n
Kemp will return to court on October 31 to progress her sentencing.<\/p>\n
