(ABC News: Patrick Stone)<\/p>\n<p class=\"paragraph_paragraph___QITb\">But in the future, it is expected children like Christian and Nik will not be supported by the NDIS, but by Thriving Kids \u2014 a $4 billion pillar of the federal government&#8217;s efforts to rein in the growth of the NDIS, which has been projected to cost more than $50 billion this financial year.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Thriving Kids will replace the NDIS for children under nine with &#8220;mild to moderate&#8221; developmental delays and autism.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Children with &#8220;severe, permanent disability&#8221; \u2014 including developmental delay and autism \u2014 will continue to be eligible for the NDIS, subject to usual reassessments.<\/p>\n<p>Thriving KidsStates and territories will run their own versions of the program, underpinned by a <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-02-03\/thriving-kids-model-released-autism-developmental-delay\/106287786\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106287786\" rel=\"nofollow noopener\" target=\"_blank\">national model<\/a>.That model was recommended by an <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.health.gov.au\/committees-and-groups\/thriving-kids-advisory-group\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">advisory group<\/a> that included experts from a range of fields.The focus is on identifying support needs and providing a baseline level of support immediately, which can later be escalated if required.Actual supports will vary from online directories of services, to therapies in childcare centres and schools.It includes resources such as online courses for parents, who will likely end up taking on more.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The first phase of Thriving Kids will begin in October, with full rollout of services expected by January 2028.<\/p>\n<p>&#8216;So much you can&#8217;t see on paper&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">With just months to go before the program begins and the finer details of how it will practically work yet to be finalised, experts have started to voice concerns about kids with &#8220;moderate needs&#8221; slipping through the cracks.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Thriving Kids is an excellent program on paper, but it&#8217;s all going to come down to the implementation,&#8221; said David Trembath, head of autism research at the Kids Research Institute Australia.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;My main concern is that there might be a group of children who are somewhere between Thriving Kids and the NDIS who have the potential to miss out on the supports and services that they need.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"A white man with short hair sitting in an office space and smiling\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/026148f10a1c5f6000433da1f7b83eda.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">David Trembath says Thriving Kids has a lot of potential, but worries about children with &#8220;moderate&#8221; needs not being properly catered for. (ABC News: Glenn Mullane)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Trembath \u2014 who helped create <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.autismcrc.com.au\/best-practice\/supporting-children\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">national guidelines<\/a> for supporting autistic children \u2014 said it was &#8220;impossible to draw a clean line&#8221; between &#8220;low, moderate or high&#8221; support needs.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said a &#8220;moderate&#8221; child&#8217;s needs were particularly difficult to identify, and they also fluctuate over time and depend on external environments.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;When they&#8217;re in a context such as home where parents \u2026 have put in place strategies to make life easier, simpler and more predictable, they can look like they&#8217;re doing really well,&#8221; Professor Trembath said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;But then jump into the community, go to a playground \u2026 and suddenly the needs can be much more obvious because those strategies and the supports aren&#8217;t in place.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Tran said no two days were ever the same for Christian and Nik.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;On paper, they look like they&#8217;re in that moderate level \u2026 but there&#8217;s just so much you can&#8217;t see on paper with autism and disability,&#8221; she said.<\/p>\n<p>&#8220;They&#8217;re with me being supported and supervised 24\/7 \u2026 I&#8217;m not sure I would call that moderate.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Professor Trembath said providing children with the right support at the right time made an &#8220;enormous difference&#8221; to how much was required in the long term.<\/p>\n<p><img decoding=\"async\" alt=\"A young boy playing in a public playground\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/5f792c9b136acb0ae59a609d18fef292.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">David Trembath says autistic kids&#8217; support needs can fluctuate depending on their environments. (ABC News: Patrick Stone)<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said if some children could not access the right support early through Thriving Kids, their needs would likely escalate in the future.<\/p>\n<p class=\"paragraph_paragraph___QITb\">That could see them require a NDIS package anyway, making the cost-saving aims of Thriving Kids counterproductive.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Our goals in the early years are all about supporting kids to be who they are, develop their strengths, develop their passions and develop their independence,&#8221; Professor Trembath said.<\/p>\n<p>&#8220;The greatest cost over time is when kids aren&#8217;t supported to develop those things \u2026 that means support, say through the NDIS, is more likely to be needed in the long term.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Autistic advocate Clare Gibellini said she was also concerned masking \u2014 when autistic people hide their natural traits to fit in, avoid stigma or feel safe \u2014 may lead to assessors underestimating support requirements.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;If kids are meeting with assessors who don&#8217;t know them \u2026 it&#8217;s going to be a stressful situation. (ABC News: Lucas Hill)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Gibellini said many in the autistic community did not feel comfortable with how the government had based Thriving Kids on labels such as &#8220;mild&#8221;, &#8220;moderate&#8221; and &#8220;severe&#8221; autism.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Autism doesn&#8217;t fit in a box \u2014 it is very impacted by \u2026 different days, different times, different environments, different people, all kinds of things,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We have to be really, really conscious of that and make sure that people are not left out because we&#8217;re putting people into these boxes that don&#8217;t necessarily fit.&#8221;<\/p>\n<p>&#8216;We need support&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">NDIS Minister Mark Butler did not answer specific questions about whether the government was confident &#8220;moderate&#8221; children would be properly serviced by Thriving Kids, who would be assessing a child&#8217;s support requirements and how they would navigate masking, or what the proposed parenting courses will look like.<\/p>\n<p class=\"paragraph_paragraph___QITb\">A statement, attributed to a government spokesperson, said the Commonwealth, states and territories were still finalising the national and local services to be delivered through Thriving Kids.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;State and territory governments will deliver routine child development and health assessment checks, general parenting supports, local navigation, targeted supports and state measures to assist workforce capability readiness,&#8221; the spokesperson said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">They said <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.health.gov.au\/our-work\/thriving-kids\/thriving-kids-service-design-engagement-and-consultation\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">some information<\/a> about supports, service design and consultation with stakeholders was starting to be published online.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Tran said she had stopped reading about Thriving Kids due to stress.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said kids like her sons would not be properly catered for without the tailored support currently funded by the NDIS, and the group therapies being proposed for Thriving Kids would not work for them.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We can&#8217;t even do group swimming lessons.
