Can Labor stop it from spiralling?\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/c907b3a065cd5d85fb59dbf7ddd2b7883748f9100ea947edaa83d043d5acf43a.jpeg\"  class=\"sc-d34e428-1 ioInpc\"\/><\/a><\/p>\n<p>This masthead <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/politics\/federal\/labor-makes-ndis-key-to-its-budget-savings-plan-and-the-peak-body-says-providers-should-lean-in-20260402-p5zky4.html\" rel=\"nofollow noopener\" target=\"_blank\">last week revealed<\/a> that lowering growth in the NDIS would be a centrepiece of Labor\u2019s budget savings plan, spurring a <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/politics\/federal\/two-labor-mps-both-of-them-doctors-say-the-ndis-must-be-redesigned-20260406-p5zlls.html\" rel=\"nofollow noopener\" target=\"_blank\">political debate over the scheme\u2019s future<\/a> as the government sought to reduce its annual growth rate from 10 per cent, at present, to 6 per cent or lower within four years.<\/p>\n<p>Large NDIS providers were encouraging the debate, with some arguing it was the government\u2019s <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/politics\/federal\/the-ndis-s-budget-spiralled-from-the-start-is-it-too-late-to-turn-it-around-20260325-p5xhpg.html\" rel=\"nofollow noopener\" target=\"_blank\">last chance to change course<\/a> before the scheme buckled under its own weight, while crossbench MPs warned the government <a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/politics\/federal\/crossbench-mps-warn-labor-against-slashing-ndis-growth-in-budget-20260407-p5zlvo.html\" rel=\"nofollow noopener\" target=\"_blank\">must slow down its plans<\/a> until it could demonstrate there was support to catch people outside the scheme.<\/p>\n<p>Butler was not ruling any options in or out ahead of the government\u2019s announcement \u2013 including a push from some Labor MPs and One Nation leader Pauline Hanson<a class=\"inline-link\" href=\"https:\/\/www.theage.com.au\/politics\/federal\/butler-opens-the-door-to-ndis-means-testing-20260410-p5zmv3.html\" rel=\"nofollow noopener\" target=\"_blank\"> to means-test the scheme<\/a> \u2013 but Prime Minister Anthony Albanese on the weekend said means testing was not on the cards.<\/p>\n<p>\u201cWe support the universality of the system. Eligibility should be about people\u2019s disability and enabling them to fully participate in society,\u201d he told the Australian Financial Review.<\/p>\n<p>McIntosh on Monday said the uncertainty was causing great distress. \u201cThe Coalition is ready to work with the government to strengthen the NDIS because it needs to be about quality, not quantity &#8230; I know the anxiety this is causing many parents across Australia,\u201d she said.<\/p>\n<p>Pike told this masthead the major focus of Labor\u2019s reforms needed to be wasteful spending rather than individual plan budget cuts. \u201cThe [National Disability Insurance Agency] has acknowledged that up to one in 10 dollars in the scheme may be paid improperly. This needs to be the major focus for any reforms,\u201d Pike said.<\/p>\n<p>He said the NDIS needed a modern, real-time payment system that could verify all claims before funds were released. While the agency improved its payment system in 2022, handwritten invoices and errors still featured.<\/p>\n<p>\u201cWe also need to step up provider registration through a tiered risk-based model and find ways to truly tackle the proliferation of red tape across the scheme which is costing providers, participants, and taxpayers hundreds of millions,\u201d Pike said.<\/p>\n<p>The government had been consulting on a tiered enrolment system for NDIS providers, given just 6.5 per cent of the scheme\u2019s 277,000 operators were currently registered with the government.
