{"id":61136,"date":"2025-08-11T23:32:10","date_gmt":"2025-08-11T23:32:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/61136\/"},"modified":"2025-08-11T23:32:10","modified_gmt":"2025-08-11T23:32:10","slug":"australia-and-vanuatu-close-to-signing-nakamal-agreement-worth-500m","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/61136\/","title":{"rendered":"Australia and Vanuatu close to signing Nakamal Agreement worth $500m"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">Australia and Vanuatu are close to signing an &#8220;ambitious&#8221; new strategic pact that will see the federal government plough about half a billion dollars into the Pacific island country over the next decade.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Vanuatu&#8217;s Council of Ministers is widely expected to endorse the Nakamal Agreement later today after months of negotiations between the two countries.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Foreign Minister Penny Wong, Defence Minister Richard Marles and Pacific Minister Pat Conroy will then join Vanuatu&#8217;s Prime Minister Jotham Napat and other senior leaders on the island of Tanna tomorrow to give their initial agreement to the pact, ahead of a formal signing next month.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Napat&#8217;s office said in a statement the development and security agreement would &#8220;cover a wide range of bilateral issues, including infrastructure planning, economic development, and climate resilience initiatives in light of the devastating December 17 earthquake of 2024&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The partnership between Vanuatu and Australia remains strong, especially as Vanuatu continues its recovery efforts,&#8221; it said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">One Australian government source said Vanuatu had driven &#8220;quite a hard bargain&#8221;, but insisted the pact would boost Vanuatu&#8217;s development while buttressing Australia&#8217;s strategic position in the country \u2014 which is also being energetically courted by China.<\/p>\n<p><img decoding=\"async\" alt=\"A view of the sea taken from a boat approaching the small jungle town of South River in Vanuatu\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/7cc39ea318b03834c8533dc7860c9575\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The agreement follows discussions over visa-free travel to Vanuatu last month. (ABC: Stephen Dziedzic)<\/p>\n<p>Travel and migration under wraps<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Under the pact, Australia is expected to make substantial commitments worth up to $500 million over a decade \u2014 or $50 million a year.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For example, Australia would provide approximately $120 million to help Vanuatu deliver its plan to build two &#8220;large data centres&#8221; in both Port Vila and Santo.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia is also expected to deliver around $100 million in security assistance and budget support worth $55 million, and more than $110 million to help Vanuatu deal with the impacts of climate change.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The federal government is also expected to make smaller financial contributions to boosting labour mobility, fostering cultural connections and improving digital connectivity.<\/p>\n<p><img decoding=\"async\" alt=\"A store that lost its entire ground floor and needs to be demolished.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/08\/0766009d7211c45df5fc225470fdd0a6\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Vanuatu faces challenges rebuilding after last year&#8217;s earthquake. (ABC News: Hugo Hodge, file)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But several details in the agreement remain under wraps.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For example, it is not yet clear whether Australia will offer any concessions to Vanuatu on travel and migration, which is an issue likely to be closely watched by other Pacific nations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Last month Mr Napat declared he <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/listen\/programs\/am\/vanuatu-blocks-deal-until-immigration-restrictions-eased\/105479932\" data-component=\"Link\" data-uri=\"coremedia:\/\/audiosegment\/105479932\" rel=\"nofollow noopener\" target=\"_blank\">would not sign the Nakamal Agreement<\/a> unless Australia agreed to offer &#8220;visa-free&#8221; travel to his country, saying the pact had to be &#8220;win-win&#8221; for both countries.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Successive Australian governments have been unwilling to relax visa and travel rules for Pacific nationals, partly due to fears a large proportion would remain in Australia illegally.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Relaxing travel restrictions for the Pacific could also be politically contentious.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australian officials have previously raised deep concerns about Vanuatu&#8217;s contentious &#8220;Citizenship By Investment&#8221; scheme \u2014 sometimes called the Golden Passport program \u2014 which critics say has drawn oligarchs and criminals seeking to evade foreign law enforcement.<\/p>\n<p>Security commitments unclear<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It is not yet clear what commitments Vanuatu has made to Australia on the security front.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-06-03\/andrew-tate-granted-vanuatu-citizenship-report\/105370460\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Vanuatu to strip Andrew Tate&#8217;s &#8216;golden passport&#8217;<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Vanuatu runs a controversial yet lucrative citizenship-by-investment scheme that critics say has attracted organised criminals and oligarchs.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Pacific island nations of Tuvalu and Nauru have effectively handed Australia the right to veto security agreements with third nations under sweeping treaties they signed with Canberra in 2023 and 2024 respectively.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But Vanuatu has long maintained a fierce commitment to non-alignment \u2014 or &#8220;friends to all, enemies to none&#8221; \u2014 and is very unlikely to make a similar commitment to Australia.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In 2022, Vanuatu&#8217;s then-Prime Minister Ishmael Kalsakau signed a contentious security agreement with Ms Wong that labelled Australia as Vanuatu&#8217;s &#8220;principal security partner&#8221; and said both countries would &#8220;consult&#8221; with each other on any &#8220;common security interests.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But Mr Kalsakau&#8217;s cabinet rebelled in the wake of that agreement, accusing the prime minister of going above the heads of his ministers and parliament \u2014 and the security agreement was never ratified by either Australia or Vanuatu.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The statement from Mr Napat&#8217;s office suggested the Nakamal Agreement will supersede the 2022 security pact.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-03-21\/vanuatu-earthquake-disaster-recovery-crisis-china-australia-aid\/104978948\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Vanuatu: From paradise to peril<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">After five cyclones, two earthquakes and a volcanic eruption, Vanuatu&#8217;s biggest challenge isn&#8217;t recovery \u2014 it&#8217;s survival<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It is important to note that a security agreement signed in late 2022 between Australia and the former Government of then Prime Minister Ishmael Kalsakau was never approved by COM, let alone parliament!&#8221; it said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A spokesperson for the Foreign Minister Penny Wong said discussions on the Nakamal Agreement were &#8220;progressing&#8221; but &#8220;there is still work to do on both sides.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We look forward to continuing our constructive conversations on the ground as we work towards reaching an agreement that delivers shared objectives,&#8221;
