(ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Parent Felicity Williams said she has done everything in her power to uphold the ban for her child, but has found it &#8220;impossible&#8221; due to a lack of regulatory support.<\/p>\n<p>&#8220;In reality, nothing is happening on the ground. It&#8217;s still being left to parents to enforce.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Despite the strictest parental controls, Ms Williams&#8217; 14-year-old has been able to download the messaging app Snapchat.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I believe she clicked &#8216;allow&#8217; when she&#8217;s been face-timing her grandparents,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Williams deleted the app, blocked access to it on her home internet and reported the breach to Snapchat.<\/p>\n<p><img decoding=\"async\" alt=\"a portrait of a woman with glasses\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/dc6626ac1a559cbd8998ce98ee1e12b9.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Felicity Williams has written to Snapchat to remind them of their legal responsibility to keep under 16s off its platform. (Supplied: Felicity Williams)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The social media company said it would investigate, but would not inform Ms Williams of the outcome, &#8220;to protect the privacy of the account holder&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Despite her actions, her daughter again gained access to the platform after re-downloading the app through iCloud, where she didn&#8217;t need parental permission.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Williams emailed Snapchat again.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I have informed you that an underage child is using your app,&#8221; she wrote.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;You are aware of it and have done nothing to prevent it, except tell me to use parent controls.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Under Australian legislation, Snapchat has legal responsibilities to stamp this out,&#8221; she told the company.<\/p>\n<p>Ban &#8216;ineffective&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Williams did not stop there.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She had a lengthy phone call with Apple, but was unable to have the app removed from her daughter&#8217;s iCloud.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-12-04\/when-is-the-teen-social-media-ban-what-apps-are-banned\/106086152\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">The teen social media ban explained<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Here&#8217;s everything you need to know about the social media ban.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She remains worried about the addictive nature of social media and the risk of online bullying and feels frustrated that in the App Store, Snapchat remains listed for 13-plus age groups.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It kind of feels like it&#8217;s a movie that&#8217;s been incorrectly rated,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Her experience led to her to write to the federal Communications Minister, Anika Wells, her local member of parliament, Matt Thistlethwaite, and the eSafety commissioner.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Williams said the responses she received have been unsatisfactory.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She says she feels &#8220;very frustrated and very let down&#8221; and describes the ban as &#8220;ineffective&#8221; and &#8220;extremely difficult to police&#8221;.<\/p>\n<p>Tech companies &#8216;taking the mickey&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Greg Attwells campaigned for Australia&#8217;s social media law changes through his for-profit company 36 Months.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He sympathises with parents who hoped the law change would keep their kids off social media.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It sucks,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It does feel like the platforms haven&#8217;t complied fully with the new laws and are taking the mickey&#8221;.<\/p>\n<p><img decoding=\"async\" alt=\"portrait of man with grey hair and glasses in a green jumper\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/603df6dc0e2c175da6e270996959d9b0.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Greg Attwells petitioned the federal government to introduce the age-restricting laws. (ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">At the same time, Mr Attwells said he had also heard from families where the new rules have worked.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;ve been getting reports from parents saying, &#8216;I&#8217;m coming home from work and six kids are out in the backyard, playing backyard cricket under sprinklers \u2026 [with] phones inside for hours kind of not being looked at or touched&#8217;,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">With other countries around the world working to establish a similar ban, Mr Attwells believes tech companies are &#8220;incentivised to make the rollout [in Australia] as wobbly as possible&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">On Friday, French President Emmanuel Macron <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-04-18\/parents-say-social-media-ban-for-under-16s-ineffective\/T:106573996\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">announced a bill<\/a>, inspired by Australia&#8217;s social media ban, would go before the parliament.<\/p>\n<p>Move to &#8216;enforcement stance&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">A recent report on the issue by the eSafety Commission concluded that platform pathways for parents to report underage users were ineffective and inaccessible.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It also raised compliance concerns.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-03-31\/five-social-media-platforms-under-investigation-under-16s-ban\/106513690\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Five social media companies investigated over response to teen ban<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Facebook, Instagram, Snapchat, TikTok and YouTube are being investigated for potential noncompliance with the ban, almost four months after the laws came into force.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a blog post, eSafety Commissioner Julie Inman Grant said the body would be &#8220;moving from a compliance monitoring to an enforcement stance&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We will not hesitate to take enforcement action where appropriate,&#8221; a spokesperson said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The eSafety Commission report found that while social media account ownership for 8\u201415-year-olds had dropped from 49.7 per cent to 31.3 per cent since the laws came into effect, Facebook, Instagram, Snapchat, TikTok and YouTube would be <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-31\/five-social-media-platforms-under-investigation-under-16s-ban\/106513690\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106513690\" rel=\"nofollow noopener\" target=\"_blank\">under investigation for potentially failing to comply with the ban.<\/a><\/p>\n<p class=\"paragraph_paragraph___QITb\">It identified a range of what it called poor practices that encouraged children and teens to access the platforms.<\/p>\n<p class=\"paragraph_paragraph___QITb\">If found to be non-compliant, the platforms could face infringement notices and civil penalties.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The eSafety Commission&#8217;s website provides <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.esafety.gov.au\/about-us\/industry-regulation\/social-media-age-restrictions-hub\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">advice on the topic for parents<\/a>.<\/p>\n<p>Teen retains access despite ban<\/p>\n<p class=\"paragraph_paragraph___QITb\">Parent Alexis Theodorou said since the ban, nothing had changed for her 14-year-old son. (ABC News)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Theodorou wishes the ban had come in years earlier, when her son was younger, &#8220;as I would have felt more supported in delaying his use of social media&#8221;.<\/p>\n<p>&#8220;Once your child has a phone, unless you are tech savvy and on top of all the parental controls, it&#8217;s difficult to know everything they are doing.&#8221;Younger users linked to higher depression rates<\/p>\n<p class=\"paragraph_paragraph___QITb\">A recent study of young people in the United States looked at links between the age of smartphone acquisition and depression, obesity and insufficient sleep.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Lead researcher Ran Barzilay, a child and adolescent psychiatrist from the Children&#8217;s Hospital in Philadelphia and the University of Pennsylvania, said while the study did not look specifically at social media use, a child&#8217;s age at smartphone acquisition was a good place to start for information on phone use and its impact on young minds.<\/p>\n<p><img decoding=\"async\" alt=\"a close up of a man with dark brown hair, eyes and moustache.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/6d7e9252a79e38a902858a5c2f7a0a4f.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">US-based academic Ran Barzilay looked at the link between phone use and its impact on young minds. (ABC News: Maren Preuss)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Children who did not have a smartphone at the age of 12, but acquired one by the age of 13, had a 50 per cent chance of experiencing mental health problems or reporting insufficient sleep compared with those who remained without a smartphone.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Associate Professor Barzilay said further studies were underway, particularly looking at the impacts of delaying smartphone use.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I&#8217;m not saying [smartphones are] just bad, to the same extent I&#8217;m not saying it&#8217;s all good. It has both sides to it,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;But it&#8217;s very important to take the decision thoughtfully and acknowledge that this decision has implications for the kid&#8217;s health.&#8221;<\/p>\n<p>Messy start to ban<\/p>\n<p class=\"paragraph_paragraph___QITb\">Federal Minister for Communications Anika Wells said social media platforms were pushing back against the ban, and she expected the implementation of the new laws to be &#8220;untidy on the way through&#8221;.<\/p>\n<p>&#8220;Big tech is using every play in the playbook,&#8221;  she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;They are worried that now more than a dozen countries have followed Australia and that these laws are rolling out in different places across the world.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;But we will keep fighting for you against the richest, most resourced companies in the world who want to use your children&#8217;s data for revenue.<\/p>\n<p>&#8220;If eSafety finds these platforms have systemically failed to uphold their legal obligations, I expect the commissioner to throw the book at them.&#8221;<img decoding=\"async\" alt=\"anika wells at a press conference\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/9dd040cfedcabe3d703eb11b472b1faf.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Anika Wells says she will support the findings of the eSafety Commissioner. (ABC News: Ian Cutmore)<\/p>\n<p class=\"paragraph_paragraph___QITb\">A Snapchat spokesperson said the service remained committed to implementing reasonable steps under the legislation and supporting its underlying goal of improving online safety for young Australians.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We have locked 450,000 accounts and continue to lock more every day.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The spokesperson said the company had engaged constructively with the eSafety commissioner on &#8220;this new and untested law&#8221; and had taken strong steps to prevent underage users from having Snapchat accounts, &#8220;recognising that it will be iterative and will continue to strengthen our approach&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Social media company Meta \u2014 the owner of Facebook, Instagram, WhatsApp, Messenger and Threads \u2014 did not respond to a request for comment.<\/p>\n","protected":false},"excerpt":{"rendered":"When Australia banned social media access for under-16-year-olds late last year, it was a world-leading move.
