{"id":614468,"date":"2026-04-18T05:54:42","date_gmt":"2026-04-18T05:54:42","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/614468\/"},"modified":"2026-04-18T05:54:42","modified_gmt":"2026-04-18T05:54:42","slug":"the-men-tricked-into-helping-drug-smugglers-import-fijis-largest-meth-haul","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/614468\/","title":{"rendered":"The men tricked into helping drug smugglers import Fiji&#8217;s largest meth haul"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">It was just before dawn off the coast of north-west Fiji and Tui, a skipper of 20 years&#8217; sailing experience, feared he might be sinking.<\/p>\n<p class=\"paragraph_paragraph___QITb\">His barge was sitting low in the water under the enormous weight of the cargo he was hauling.<\/p>\n<p class=\"paragraph_paragraph___QITb\">On board were 4.5 tonnes of methamphetamine worth more than $1 billion dollars, supplied by the ruthless Sinaloa cartel in Mexico.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Tui motored home slowly, but his mind was racing after the strange offshore rendezvous he&#8217;d just made.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He&#8217;d been hired to deliver fuel to a superyacht and pick up some rubbish, but when he arrived at the coordinates supplied by the nameless Russian man accompanying him, there was a different job waiting.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He pulled up alongside a yacht that looked like it had been at sea for a long time, judging by the barnacles stuck to its hull.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Two European men and a Mexican appeared on deck, and once the barge was tied up, they began throwing large bundles taped together onto Tui&#8217;s boat.<\/p>\n<p><img decoding=\"async\" alt=\"An aerial view of a marina with several boats docked around the inside of a circular harbour.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/52819f751c22be706e2e3da8ccfac151.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Vuda Marina in Viseisei, Fiji, where drug smugglers rented the barge. (Foreign Correspondent: Stephanie March)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;What comes into my mind? It&#8217;s drugs,&#8221; he says. &#8220;I was frightened. I was scared. I want to let go of my rope and run away.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">He was suddenly aware just how limited his options had become.<\/p>\n<p>&#8220;The second thing that comes into my mind was: guns on the boat. They can kill me.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Tui had inadvertently become mixed up in an audacious plot to import the largest-ever meth haul into the South Pacific, one that would soon unravel.<\/p>\n<p class=\"paragraph_paragraph___QITb\">His account forms part of a months-long Foreign Correspondent investigation into drug trafficking through the Pacific, revealing who&#8217;s behind this illicit trade, how they are doing it, and the impact it&#8217;s having on the vulnerable Islanders caught in the middle.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It also revealed how an Australian man is wanted by Fiji Police for allegedly orchestrating the 4-tonne shipment of methamphetamine, and who police in NSW say has links to organised crime.<\/p>\n<p>A &#8216;funny feeling&#8217;, then panic<\/p>\n<p class=\"paragraph_paragraph___QITb\">By the time the barge pulled up to a remote jetty at Fantasy Island, a port in the tourist hub of Nadi, Tui was nervous.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Fijian man who had arranged the job met them at the dock and tried to allay the skipper&#8217;s fears, boasting of his connections to powerful people.<\/p>\n<p>Loading&#8230;<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;He was looking at me, he said, &#8216;Bro, don&#8217;t worry, don&#8217;t be scared. I had communication with the police, with the navy and the soldiers as well.&#8217; That&#8217;s what he told me,&#8221; says Tui.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The volume of drugs onboard was so enormous that the men had arranged a crane to offload it.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Hoping in vain that the ordeal was over, and fearing retribution, Tui kept the heavy burden of what he&#8217;d seen, heard and done to himself, for the time being.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But the nightmare was only just beginning.<\/p>\n<p><a href=\"https:\/\/iview.abc.net.au\/video\/NC2604H008S00\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Fiji is ground zero in the Pacific&#8217;s drugs crisis<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Watch part one of Foreign Correspondent&#8217;s special investigation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">For the barge&#8217;s owner, David Wright, an Australian expat who runs the charter business employing Tui, it had been a suspicious job from the start.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Fijian man who chartered the barge paid $3,000 up front, and in cash.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I went to his car, and he&#8217;s got a new truck, and he pulled out of the glove box a wad of money,&#8221; David recalls. &#8220;And he overpaid me for the job. It was just a bit odd.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Things got stranger still when they went out to sea and returned with the fuel still on board and no rubbish.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Fijian man who chartered the barge said he was embarrassed, David recalls, and told him they had gone to the wrong location.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He paid for another two trips to get the job done.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Three weeks later, news broke in Fiji that an enormous quantity of meth had been seized in the resort city of Nadi, and David&#8217;s mind immediately turned to the suspicious job he&#8217;d sent his skipper on.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I just had this funny feeling we might&#8217;ve done something wrong, illegal,&#8221; he says.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He went to see Tui, who admitted they had picked up drugs that night.<\/p>\n<p><img decoding=\"async\" alt=\"A man poses for a picture.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/f6a5bfa361a5ed4ba12a6c6ee226ce05.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">David Wright rented his barge to a man who paid $3,000 on the spot in cash. (Foreign Correspondent: Sissy Reyes)<\/p>\n<p class=\"paragraph_paragraph___QITb\">David asked him how much he thought they had brought in, &#8220;And [Tui] went, &#8216;4 or 5 tonne&#8217;.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I just immediately felt sick,&#8221; says David. &#8220;My barge was a part of the biggest drug haul in the South Pacific.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Authorities refer to it as a mother-daughter transfer, when a larger vessel makes a clandestine transfer of drugs in open water to another vessel that ferries it ashore.<\/p>\n<p class=\"paragraph_paragraph___QITb\">David was now in a panic. The next day, he drove to Suva to report his suspicions to the Australian Federal Police.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I was really concerned [about] the situation I was going to be in and my crew,&#8221; he says. &#8220;The federal police gave me some support, but said it&#8217;s really up to the Fijian police, we can&#8217;t help you unless you get arrested.&#8221;<\/p>\n<p>The &#8216;gold rush of the 21st century&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Fijian police discovered the 4 tonnes of meth almost by accident.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Officers in Nausori, near Suva, more than 200km away, were investigating a local theft when they stopped a suspicious vehicle with tinted windows.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Inside the car, they found a ziplock bag containing a white substance.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The driver, a drug runner, almost immediately told them about the location of a much larger stash on the other side of the island, in Nadi.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He confirmed to police in a statement that the people involved in the importation had &#8220;been doing it for a long time&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">When police raided the location, they uncovered more than 1,000 containers packed with meth, scales, bag sealers and labels, spread across two properties.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Some of the drugs had already been repackaged and disguised as one of Fiji&#8217;s top agricultural products \u2014 Kava.<\/p>\n<p><img decoding=\"async\" alt=\"Boxes of drugs.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/83a31fe53ff19afdc6cc6b58de54f54c.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Boxes of meth seized in the raid piled up in the Namaka Police Station. (Supplied)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It was massive,&#8221; says John Rabuku, Deputy Director of Public Prosecutions, who was assigned to the case that would become the most monumental of his career.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The pressure Rabuku faced to secure convictions was not lost on him.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;ve never seen that ever in Fiji. We&#8217;ve seen kilos, we&#8217;ve seen, say, 50 kilos of cocaine. We&#8217;ve seen a few kilos of methamphetamine. But this came in tonnes, and it filled a whole house.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Witness statements later revealed that more than 20 Fijians became implicated in the importation, either completely unwittingly or with varying degrees of knowledge.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It was a critical distinction that afforded some their freedom.<\/p>\n<p class=\"paragraph_paragraph___QITb\">David and Tui didn&#8217;t face any charges; others weren&#8217;t so lucky.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Nine Fijians were ultimately convicted for their involvement in the importation and, in August, were handed the most severe sentences for drug crime in the nation&#8217;s history, ranging from life imprisonment for the Fijian ringleader to jail terms of 50 and 55 years for his co-conspirators.<\/p>\n<p><img decoding=\"async\" alt=\"A man at his desk.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/b89dd3c0417a6621f8f821b55e20e82f.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">John Rabuku faced pressure to secure convictions in the case. (Foreign Correspondent: Sissy Reyes)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Even mid-level organisers and minor players were given sentences from 14 to 25 years.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Fiji Police also revealed to the ABC that it wants an Australian man, Sam Amine, to face trial for his alleged role in orchestrating the massive transnational drug importation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">A Fiji High Court judge labelled him a &#8220;drug kingpin&#8221; and accepted evidence Amine helped arrange and pay to get the drugs into the country before they were stored at his warehouse.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-04-14\/sam-amine-wanted-for-drugs-imported-into-fiji-sinaloa-cartel\/106545078\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">A judge called him a &#8216;drug kingpin&#8217;. Now Fiji Police want this Australian on trial<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Key insiders from Fiji&#8217;s largest-ever meth bust say the drug import had alarming links to organised crime in Australia.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Harsh penalties have not deterred cartels intent on exploiting Fiji&#8217;s strategic position and ideal conditions for drug trafficking, which have made it a key Pacific transit hub.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In January, Fiji Police made yet another record-breaking bust when the largest-ever consignment of cocaine \u2014 2.6 tonnes \u2014 was seized at a remote jetty in Vatia, Tavua.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Some of the drugs were repackaged and disguised as chocolate bars, destined for Australia.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Police in Fiji have told the ABC it strongly suspects the involvement of the KVT, a Sydney-based criminal network consisting mostly of Pacific Islander men, many Fijian.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I have no doubt that people associated or part of KVT were definitely involved in some way,&#8221; NSW Police Assistant Commissioner Scott Cook told Foreign Correspondent.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Fiji police arrested 16 people, including four Ecuadorians, who told police they arrived in a low-profile, semi-submersible vessel, or narco sub, which is yet to be found.<\/p>\n<p><img decoding=\"async\" alt=\"A man on a naval vessel.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/3c4a0738d31bdf90fb09d82f786dfa55.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Commodore Timoci Natuva says Pacific nations lack the resources to match powerful drug cartels. (Foreign Correspondent: Stephanie March)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The commander of Fiji&#8217;s navy, Commodore Timoci Natuva, is concerned that his country does not currently have the capability to detect them.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Because [a narco sub is] so low in the water, and to detect by satellite, it&#8217;ll be very, very difficult,&#8221; Commodore Natuva says. &#8220;It has such a small signature.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">In November 2024, Australia delivered its most recent Guardian-class patrol boat to Fiji under the Pacific Maritime Security program, but it hardly seems enough when criminal cartels have greater resources than most Pacific Island nations.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We have, for example, two patrol boats to look after these vast oceans, so it&#8217;s like two patrol cars that have to look after the whole of South Australia,&#8221; says Natuva.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He believes drug trafficking has become a national security issue for Fiji, with the country now &#8220;stuck in the middle&#8221; of well-funded, transnational organised crime networks.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We have sort of become ground zero,&#8221; he says.<\/p>\n<p><img decoding=\"async\" alt=\"A map showing numbers superimposed on Pacific nations including Australia.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/66dd9b93c2b3fe64abf04b0e31084f97.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Top: Annual drug busts across the Pacific since 2016. (Foreign Correspondent: Cordelia Brown)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Most drugs passing through the country are bound for the lucrative Australian and New Zealand markets, countries with some of the highest consumption rates on the planet, where consumers also pay a high price for cocaine and meth.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The Pacific, because of its lack of law enforcement capacity and governance, and the size and porous borders, is the perfect staging ground for moving the drugs to Australia and New Zealand,&#8221; says Jose Luis Sousa-Santos, a transnational crime expert and head of the Pacific Regional Security Hub at Canterbury University.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Everyone&#8217;s involved. It&#8217;s a free-for-all.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;re talking about ethnic syndicates, we&#8217;re talking about the outlaw motorcycle gangs \u2026 we&#8217;re talking about the triads. We&#8217;re talking about everything from small importers to corrupt commercial elites.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This is the gold rush of the 21st century.&#8221;<\/p>\n<p>The cartel &#8216;drip and feed&#8217; method<\/p>\n<p class=\"paragraph_paragraph___QITb\">Pacific islands like Fiji aren&#8217;t just waypoints for the flow of drugs; they&#8217;re being used to warehouse vast stashes too.<\/p>\n<p class=\"paragraph_paragraph___QITb\">According to Australian Federal Police commissioner Krissy Barret, &#8220;tonnes of illicit commodities&#8221; have been &#8220;stockpiled in the Pacific over many years, giving onshore and offshore organised crime syndicates reliable and easy access to dangerous drugs on the doorstep of Australia&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Experts say those stockpiles are part of a deliberate cartel strategy known as &#8220;drip and feed&#8221;, where vast drug caches are stored in a secure location and slowly released.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It enables cartels to control prices by restricting, or ramping up, the supply at will.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The 4-tonne meth haul was seen by experts as a high point in exposing how Fiji has become a key hub for this drip-and-feed method.<\/p>\n<p><img decoding=\"async\" alt=\"A man poses for the camera.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/c43a764f4592aeefb1dc688d221bd20f.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Jose Luis Sousa-Santos is a transnational crime expert and head of the Pacific Regional Security Hub at Canterbury University. (Foreign Correspondent: Sissy Reyes)<\/p>\n<p class=\"paragraph_paragraph___QITb\">For Sousa-Santos, it also exposed another troubling reality emerging in Fiji \u2014 corruption.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;What went through my mind was: has it gotten to the point where the cartels feel so secure in their influence over government agencies tasked to address this issue that they can keep such a large quantity of methamphetamines in one place and not feel in any sort of way threatened, or see any risk to a hit to their bottom line?&#8221; he says.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;That really showed me how far we had progressed and how dangerous insider threat corruption, and the influence of these criminal entities over Fiji, had already become.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Authorities believe that in the days before they conducted the raid, some of the meth was exported to Australia via an airline, raising fresh concerns about how compromised the country&#8217;s national carrier has become.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It&#8217;s also raised questions about the integrity of Fiji&#8217;s police forces.<\/p>\n<p>Distrust within the Fiji Police<\/p>\n<p class=\"paragraph_paragraph___QITb\">Intelligence sharing has been identified as a critical vulnerability in efforts to stamp out transnational criminal operations in Fiji.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Fiji Police have revealed that before the 4 tonnes of meth arrived in Fijian waters, they had intelligence that a large-scale drug importation was incoming.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But they didn&#8217;t know when or where it would arrive \u2014 or even who could be trusted with the information.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Extraordinarily, due to trust issues within Fiji Police, the officers who were tipped off about the location of the meth stash didn&#8217;t want to share that information with local police in Nadi.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Fearing it would be leaked \u2014 because some officers there were being paid by drug dealers \u2014 they sought approval to conduct the raid themselves, despite it being a four-hour drive away in another jurisdiction.<\/p>\n<p><img decoding=\"async\" alt=\"A tin shed.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/076704b87bb0af8e2c2de847aba78c8b.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">A tin shed at one of the locations police raided. (Supplied)<\/p>\n<p class=\"paragraph_paragraph___QITb\">For prosecutor John Rabuku, the sheer brazenness of the plot was also confounding.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The drugs were offloaded in broad daylight at an open jetty, moved by truck by the tonne through busy city streets, and ultimately stored in a house and a lean-to shed but with no windows, fences, electricity or a water supply.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It still baffles me until today how easily they were able to bring the 4 tonnes in,&#8221; he says.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It looked really shoddy to the point that I&#8217;m beginning to think that they were doing it with so much ease, because they had been doing it before, and the enforcement arm of the state just turned a blind eye to it \u2014 or was actually involved in it.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Even during the proceedings, Rabuku says, they &#8220;kept on thinking that they would get away with it. I think they were told all the time that they would get away with it&#8221;.<\/p>\n<p>Loading&#8230;<\/p>\n<p class=\"paragraph_paragraph___QITb\">In fact, the local ringleader of the operation, well-connected entrepreneur Justin Ho, had eluded facing trial on drugs charges years earlier.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ho had been known to police since 2018, when he allegedly attempted to export cocaine to Australia on a Fiji Airways flight.<\/p>\n<p class=\"paragraph_paragraph___QITb\">That plot also involved disguising drugs as Kava products.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The previous case against Justin Ho, to do with Fiji Airways, was that he solicited the help of a flight attendant who was then going to carry the drugs across to Australia,&#8221; says Rabuku.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The flight attendant was then caught with the drugs, and the flight attendant had named him. So he was investigated for that.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">But what happened next was alarming.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Some of the drugs went missing from the police station and the office of the DPP withdrew the charges.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Rabuku has ordered the charges be reinstated and Ho is now due to stand trial for the matter in August.<\/p>\n<p><img decoding=\"async\" alt=\"A man waves.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/b836e34c95a398dc62fef3f55c1d49ad.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Justin Ho pictured among other suspects in police custody. (Supplied)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The meth trial also wrought serious reputational damage to parts of the Fiji Police Force.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Justice Aruna Aluthge remarked that &#8220;there was alarming evidence that some officers of the Narcotic Bureau of the Fiji Police Force, whose task was to free Fiji from the drug menace, were complicit with drug dealers&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">While no police officers were charged for facilitating the importation, one was caught doing something astonishingly brazen.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;As the drugs arrived at the Namaka Police Station, they&#8217;re offloading it and a container falls, breaks, and methamphetamine is splattered all over the floor,&#8221; says Rabuku.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;One police officer walks in and scoops a whole load of meth and puts it in his pocket and walks out.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">It was the same police station where the cocaine had disappeared in the Justin Ho case.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The officer was charged and his case is still pending in the Nadi Magistrates Court.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Assistant Commissioner Mesake Waqa is facing the fallout of a crisis in trust for the Fiji Police Force with stoicism.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Corruption is something that challenges us for quite some times [but] the Fiji Police Force is not a corrupted institution,&#8221; he says.<\/p>\n<p><img decoding=\"async\" alt=\"A man at a conference table.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/3400b5aa6cc034590a799bdd468557a8.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Assistant Commissioner Mesake Waqa admits some officers &#8220;forgot that they are police officers&#8221;. (Foreign Correspondent: Sissy Reyes)<\/p>\n<p class=\"paragraph_paragraph___QITb\">As part of a radical shake-up last September, every officer in the Counter Narcotics Bureau was removed from their post.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We have officers who have crossed [the] line and we have been transparent with it,&#8221; says Waqa.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;On every cases that are reported to us, we will investigate it and we will hold those accountable.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">New selection processes for the bureau were announced and with good reason: in the last three years, 27 Fijian police officers have been charged with drug-related offences, including two from the Counter Narcotics Bureau.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The officers that have been charged, they&#8217;re mostly crime intelligence officers and those also that involve with the drug dealers,&#8221; he says.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;When it comes to integrity, some officers forgot that they are police officers and they&#8217;re being involved in that.&#8221;<\/p>\n<p>The world&#8217;s fastest-growing HIV outbreak<\/p>\n<p class=\"paragraph_paragraph___QITb\">One thing that has changed in recent years in Fiji, according to Waqa, is how criminal syndicates pay their local operatives.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It&#8217;s no longer cash \u2014 they pay in drugs, with harrowing social consequences in Fiji.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Through that, drugs floods our market,&#8221; he says. &#8220;The spillover of methamphetamine within the local market and the impact of it is huge social impact, economic impact and health impact.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Injecting drug use and needle sharing has made that impact impossible to ignore.<\/p>\n<p><img decoding=\"async\" alt=\"A man looks at the camera.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/f4691134670a32dd041fb36001dcd350.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Dr Jason Mitchell says Fiji&#8217;s HIV epidemic is linked to a rise in intravenous drug use. (Foreign Correspondent: Sissy Reyes)<\/p>\n<p class=\"paragraph_paragraph___QITb\">UNAIDS now recognises Fiji as having the world&#8217;s fastest-growing HIV epidemic, says the chair of the National HIV taskforce, Dr Jason Mitchell, with a 17-fold increase in the number of cases being diagnosed in the last five years.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Mitchell says the youngest case he&#8217;s aware of transmission via intravenous drug use involved a 10-year-old.<\/p>\n<p class=\"paragraph_paragraph___QITb\">If that wasn&#8217;t too much to bear, babies are now being born with HIV to mothers who either contracted HIV through drug use or sex with another drug user.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We see lots of deaths in paediatrics as well. It&#8217;s becoming quite common here,&#8221; says Dr Mitchell.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This is the sort of thing you would&#8217;ve seen early in the epidemic of HIV in the late 80s and early 90s. (Foreign Correspondent: Stephanie March)<\/p>\n<p class=\"paragraph_paragraph___QITb\">In the days after the 4 tonnes of the meth was unloaded, the ABC understands the yacht that delivered the drugs stayed off the coast of Fiji for several days and even docked briefly at a resort in the Yasawa Islands.<\/p>\n<p class=\"paragraph_paragraph___QITb\">So far, police have not been able to track down the foreigners on board.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We are working on that, to get those responsible to answer charges in Fiji,&#8221; says Assistant Commissioner Mesake Waqa.<\/p>\n<p class=\"paragraph_paragraph___QITb\">At least for skipper Tui, a surreal sense of normalcy has returned to life.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Standing aboard the same barge that ferried the drugs two years earlier, he is acutely aware of how lucky he is not to be behind bars.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;&#8216;They just used you,&#8217; that&#8217;s what the police told me. &#8216;They just used you to get what they want,'&#8221; says Tui.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He recalls that the man who chartered the boat had also inquired about another upcoming trip in Tonga and offered Tui the job to pick it up.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;And I said, &#8216;You crazy. You think this boat can go to Tonga? Go look for another sailing boat.
