{"id":61960,"date":"2025-08-12T07:13:06","date_gmt":"2025-08-12T07:13:06","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/61960\/"},"modified":"2025-08-12T07:13:06","modified_gmt":"2025-08-12T07:13:06","slug":"trump-sparks-concern-after-suggesting-he-might-allow-sales-of-nvidias-advanced-ai-chips-in-china-china","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/61960\/","title":{"rendered":"Trump sparks concern after suggesting he might allow sales of Nvidia\u2019s advanced AI chips in China | China"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Donald Trump has flagged allowing Nvidia to sell chips in China that are more advanced than currently allowed, in another \u201cdeal\u201d that would loosen export restrictions despite deep-seated fears in Washington that Beijing could harness US tech to harm national security.<\/p>\n<p class=\"dcr-130mj7b\">At a briefing on Monday, Trump was questioned over recent revelations that he had struck an unprecedented deal with Nvidia and AMD to grant them export licenses to sell previously banned chips to China, <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/aug\/10\/nvidia-amd-china-chip-sale-revenues\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">in return for the companies giving the US government 15% of the sales revenue<\/a>. The US president defended the deal, which analysts have likened to a \u201cshakedown\u201d payment, or unconstitutional export taxes, before adding that he was expecting further negotiations over another, more advanced Nvidia chip.<\/p>\n<p class=\"dcr-130mj7b\">Trump said <a href=\"https:\/\/www.theguardian.com\/technology\/nvidia\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Nvidia<\/a> had a \u201csuper-duper advanced\u201d new chip, the Blackwell, with which he would not make a deal, but it was possible he would make a deal with a \u201csomewhat enhanced \u2013 in a negative way \u2013 Blackwell\u201d, suggesting it could be downgraded by 30-50%.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI think he\u2019s coming to see me again about that, but that will be an un-enhanced version of the big one,\u201d he added, in reference to Nvidia\u2019s chief executive, Jensen Huang, who has repeatedly met Trump about <a href=\"https:\/\/www.theguardian.com\/world\/china\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a> export restrictions.<\/p>\n<p class=\"dcr-130mj7b\">Huang has not commented on the revenue sharing deal, which covers Chinese sales of Nvidia\u2019s H20 chips and AMD\u2019s MI308 chips.<\/p>\n<p class=\"dcr-130mj7b\">The H20 and MI308 chips were banned from sale to China in April, despite the lower-powered H20 being designed specifically to abide by restrictions introduced by the Biden administration. However, Nvidia <a href=\"https:\/\/viewer.gutools.co.uk\/us-news\/2025\/jul\/15\/trump-nvidia-jensen-huang-chips-china\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">said last month<\/a> it had won clearance to resume shipments and hoped to start deliveries soon.<\/p>\n<p class=\"dcr-130mj7b\">Nvidia\u2019s chips are a <a href=\"https:\/\/viewer.gutools.co.uk\/technology\/article\/2024\/jun\/18\/nvidia-valuation-most-valuable\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">major driver of the AI boom<\/a>, highly sought after by both China and the US, and the deal sparked alarm among analysts and China hawks in Washington, who fear supplying China with advanced US tech could see it used against them.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI am concerned by reports that the US government will be taking a cut of the proceeds from the sale of advanced H20 and equivalent chips to China,\u201d John Moolenaar, the Republican head of the House China committee, <a href=\"https:\/\/www.ft.com\/content\/0dbd7fee-66b0-4e08-916f-debfbb580f8c\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">told the Financial Times<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Trump on Monday defended the agreement: \u201cI said, \u2018Listen, I want 20% if I\u2019m going to approve this for you, for the country\u2019,\u201d emphasising that he personally was not taking the money. He suggested Huang had offered 15%, which was agreed to.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI released him only for the H20,\u201d Trump said.<\/p>\n<p class=\"dcr-130mj7b\">He described the H20 as \u201cobsolete\u201d and a chip \u201cthat China already has in a different form\u201d.<\/p>\n<p class=\"dcr-130mj7b\">But Harry Kresja, director of studies for the Washington office of the Carnegie Mellon Institute for Strategy and Technology, said the idea H20s were \u201csecond tier\u201d AI chips was \u201can outdated conception of the state of the market\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cH20s are not the best training chips available, but they are very capable at inference, the type of computing that increasingly dominates AI workloads, especially the \u2018reasoning\u2019 models and \u2018agentic\u2019 products the field is working towards,\u201d Kresja told the Guardian, referring to systems which use sophisticated reasoning to autonomously solve complex problems.<\/p>\n<p class=\"dcr-130mj7b\">\u201cMake no mistake, lifting export restrictions on H20s means we are directly equipping Beijing with the tools it needs to compete on the AI frontier.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The US government has for several years sought to limit supplies of technology to China that could be used in ways that threaten US national security, especially chips that can power artificial intelligence development and weapons.<\/p>\n<p class=\"dcr-130mj7b\">China\u2019s foreign ministry said on Monday that the country had repeatedly stated its position on US chip exports. The ministry has previously accused Washington of using technology and trade measures to \u201cmaliciously contain and suppress China\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The revenue sharing deal is extremely rare for the US and marks Trump\u2019s latest intervention in corporate decision-making, after pressuring executives to invest in American manufacturing and <a href=\"https:\/\/viewer.gutools.co.uk\/us-news\/2025\/aug\/07\/trump-lip-bu-tan-intel-tariffs\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">demanding the resignation of Intel\u2019s new CEO<\/a>, Lip-Bu Tan, over his ties to Chinese companies.<\/p>\n<p class=\"dcr-130mj7b\">Trump has also flagged a 100% tariff on the global semiconductor industry, with an exemption for companies that commit to investing or building in the US.<\/p>\n<p class=\"dcr-130mj7b\">A leading semiconductor manufacturer, Taiwan\u2019s TSMC, announced in April it would <a href=\"https:\/\/www.theguardian.com\/business\/2025\/mar\/03\/tsmc-semiconductor-chips-us\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">increase its US footprint with a $100bn investment<\/a>, which secured a verbal agreement from Trump that it would be exempt. However, a foreign investment of that size requires government approval from Taiwan.<\/p>\n<p class=\"dcr-130mj7b\">The Guardian has confirmed the company has not yet applied for approval.
