{"id":621476,"date":"2026-04-21T13:47:10","date_gmt":"2026-04-21T13:47:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/621476\/"},"modified":"2026-04-21T13:47:10","modified_gmt":"2026-04-21T13:47:10","slug":"government-backs-down-on-charging-older-australians-50-hour-for-showers","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/621476\/","title":{"rendered":"Government backs down on charging older Australians $50\/hour for showers"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">The federal government has moved to dump a controversial decision that saw some older Australians charged $50 an hour for basic care like showering, just six months after the sweeping changes took effect.<\/p>\n<p class=\"paragraph_paragraph___QITb\">A long-awaited overhaul to aged care included older people on a Support at Home package co-paying for services, in a government effort to rein in spending in the sector.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Under the scheme, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-09-22\/older-australians-to-pay-for-showers-under-home-care-changes\/105796118\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105796118\" rel=\"nofollow noopener\" target=\"_blank\">which began in November<\/a>, pensioners, part-pensioners and self-funded retirees paid out-of-pocket between 5 and 50 per cent of the service provider&#8217;s fee for support, including showers, which worked out to be about $50 an hour for some.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The financial hit meant some Support at Home recipients were forced to shower less or forgo other care to pay for it.<\/p>\n<p>Loading&#8230;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Following sustained criticism from advocates and older Australians who described the scheme as an &#8220;obscenity&#8221;, the federal government has backed down, with Aged Care Minister Sam Rae conceding showering is an essential service.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Showering, dressing, continence care \u2014 these aren&#8217;t optional extras. They&#8217;re the basics of aging with dignity, and no older Australian should miss out because of cost,&#8221; he said.<\/p>\n<p>&#8220;Older Australians, their families and providers told us these services needed to be protected. We&#8217;ve listened, and we&#8217;re acting.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The change will take effect from October, but co-payments for non-clinical care will continue.<\/p>\n<p>Butler to unveil backdown in major speech<\/p>\n<p class=\"paragraph_paragraph___QITb\">Health Minister Mark Butler is set to unveil the reversal during a speech at the National Press Club in Canberra on Wednesday, where he will reveal how the government plans to stem the growth of the National Disability Insurance Scheme (NDIS), with some of the money saved to be diverted to aged care.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It is not clear how much the aged care policy shift will cost taxpayers, but it is likely to be more than a billion dollars.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Council on the Ageing (COTA) acting chief executive Corey Irlam said the announcement was welcome but overdue.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Basic care like showering and continence should never have been treated like optional extras,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This is about dignity \u2014 no-one should have to choose between affordability and basic personal care.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"A man wearing a suit stands at the dispatch box in the House of Representatives.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2026\/04\/f1c645896afcaad15e470221aabf9c4f.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Sam Rae says basic care should never have been treated as an optional extra. (ABC News: Matt Roberts)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Older Persons Advocacy Network&#8217;s (OPAN) Samantha Edmond said her organisation received reports of people paying &#8220;from $50 upwards&#8221; for showering, which was &#8220;prohibitive&#8221; and &#8220;unreasonable&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said OPAN was &#8220;certainly surprised to see charges put on showering&#8221; in the first place.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Chief Executive of Ageing Australia, Tom Symondson, who represents providers, also backed the move as a \u201ccommon sense\u201d \u201chuman rights\u201d decision.<\/p>\n<p class=\"paragraph_paragraph___QITb\">\u201cThis is a really important decision to hopefully rebuild a bit of trust in the reforms that came in in November,\u201d he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">As a member also of the taskforce that reviewed the funding of aged care as part of the sector-wide reforms, Mr Symondson understood the decision to charge for showers came down to cost \u2013 although he never thought that was the right call.<\/p>\n<p class=\"paragraph_paragraph___QITb\">\u201cProviding fee-free or contribution-free services has a cost\u2026and they [the government] had wanted to make the aged care budget more manageable into the future.\u201d<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ageing Australia, OPAN and COTA were hopeful there would be further aged care announcements in the lead-up to the budget.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Their wishlist included moves to <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-08-29\/waitlists-for-at-home-support-for-older-australians\/105714918\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105714918\" rel=\"nofollow noopener\" target=\"_blank\">reduce waiting times for packages and assessments,<\/a> and changing the assessment tool that <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-24\/aged-care-algorithm-for-home-care-under-fire\/106475138\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106475138\" rel=\"nofollow noopener\" target=\"_blank\">used an algorithm to determine someone&#8217;s eligibility<\/a> for supports at home.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We want to see human oversight,&#8221;
