It\u2019s time that changed"},"content":{"rendered":"<p>Is Australia giving away its gas resources, virtually for free? <\/p>\n<p>That question is at the centre of this week\u2019s <a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/Senate\/Taxation_of_Gas_Resources\" rel=\"nofollow noopener\" target=\"_blank\">parliamentary inquiry<\/a> into the taxation of gas resources.<\/p>\n<p>Over the last decade, Australia has become one of the world\u2019s <a href=\"https:\/\/www.climatecouncil.org.au\/australia-worlds-largest-gas-exporter\/\" rel=\"nofollow noopener\" target=\"_blank\">largest exporters<\/a> of liquefied natural gas.<\/p>\n<p>But while the gas is extracted from beneath Australian soils, the profits go almost entirely to large multinational companies. Research suggests gas companies have made roughly <a href=\"https:\/\/australiainstitute.org.au\/post\/australians-are-fed-up-with-our-governments-giving-our-gas-resources-away-for-free\/\" rel=\"nofollow noopener\" target=\"_blank\">$A149 billion<\/a> from exports in just four years. Only a small percentage of this profit has been taxed.<\/p>\n<p>That\u2019s why <a href=\"https:\/\/www.abc.net.au\/news\/2026-04-21\/gas-tax-debate-heats-up-ahead-of-budget\/106585424\" rel=\"nofollow noopener\" target=\"_blank\">some politicians<\/a>, think tanks and environmental groups are pushing for a <a href=\"https:\/\/australiainstitute.org.au\/post\/a-simple-gas-tax-has-broad-support-it-could-help-soften-the-coming-blow\/\" rel=\"nofollow noopener\" target=\"_blank\">25% tax<\/a> on gas exports.<\/p>\n<p>Modelling by the Australia Institute suggests this tax could raise up to <a href=\"https:\/\/australiainstitute.org.au\/post\/australians-want-nothing-more-than-a-fair-return-for-their-gas-submission-to-senate-inquiry\/\" rel=\"nofollow noopener\" target=\"_blank\">$17 billion<\/a> a year and <a href=\"https:\/\/www.climatecouncil.org.au\/resources\/submission-select-committee-on-the-taxation-of-gas-resources\/#:%7E:text=In%20short%20*%20A%20gas%20exports%20tax,cut%20costs%20for%20Australian%20households%20and%20businesses\" rel=\"nofollow noopener\" target=\"_blank\">potentially lower<\/a> domestic fuel prices by incentivising producers to sell more gas into the Australian market.<\/p>\n<p>How is gas currently taxed?<\/p>\n<p>Currently, Australia\u2019s main tax on gas exports is the <a href=\"https:\/\/www.ato.gov.au\/businesses-and-organisations\/gst-excise-and-indirect-taxes\/petroleum-resource-rent-tax\/prrt-concepts\" rel=\"nofollow noopener\" target=\"_blank\">Petroleum Resource Rent Tax<\/a>.<\/p>\n<p>Profits made by companies running oil and gas projects are taxed at up to 40%. At present, this tax <a href=\"https:\/\/treasury.gov.au\/sites\/default\/files\/2023-05\/p2023-388153.pdf#:%7E:text=The%20three%20major%20LNG%20producers,2019%20as%20part%20of%20the\" rel=\"nofollow noopener\" target=\"_blank\">mainly applies<\/a> to offshore producers.<\/p>\n<p>While this sounds good, the tax is less effective in practice. Energy companies have access to generous tax deductions as well as \u201cuplifts\u201d, which allow companies to use the losses from one year to offset the amount of tax they pay the next year. The rationale for allowing uplifts was to incentivise companies to invest in Australian oil and gas projects by letting them recover costs. <\/p>\n<p>The problem is this system allows oil and gas companies to pay little, if any, tax on their profits. Here\u2019s why scepticism is warranted<\/a><\/p>\n<p>Onshore liquefied natural gas producers in Queensland are exempt, but are still required to pay the standard 30% company tax rate. <\/p>\n<p>But oil and gas companies are often <a href=\"https:\/\/australiainstitute.org.au\/post\/new-government-data-confirms-gas-exporters-continue-to-pay-no-tax\/\" rel=\"nofollow noopener\" target=\"_blank\">able to reduce<\/a> how much they pay here too, using various deductions and accounting practices. This is because the money they spend on construction, drilling and infrastructure is immediately deductible.<\/p>\n<p>The governments of states where onshore gas companies are active can also impose <a href=\"https:\/\/qro.qld.gov.au\/royalty\/overview\/\" rel=\"nofollow noopener\" target=\"_blank\">royalties<\/a>. The royalty rate is based on the <a href=\"https:\/\/qro.qld.gov.au\/royalty\/calculate-petroleum\/rates\/\" rel=\"nofollow noopener\" target=\"_blank\">raw value<\/a> of the oil and gas produced, rather than profit. Companies must pay royalties even if a project is losing money. In Queensland, gas producers pay between <a href=\"https:\/\/www.legislation.qld.gov.au\/view\/html\/inforce\/current\/sl-2021-0124#pt.2\" rel=\"nofollow noopener\" target=\"_blank\">5% and 10%<\/a> of their revenue in tax. This can generate significant income, but nowhere near as much as a profit-based tax designed with fewer loopholes. That\u2019s because royalties do not scale with profitability.   <\/p>\n<p>Australia\u2019s gas export industry has long been under-regulated, particularly on the east coast. For many years producers have simply exported as much gas as possible. <\/p>\n<p>But this is gradually changing. In 2023, the government introduced a mandatory gas code requiring producers to first offer gas domestically on fair, transparent terms. From 2027, the government will require producers to <a href=\"https:\/\/www.abc.net.au\/news\/2025-12-22\/government-confirms-gas-reservation-plans\/106170082\" rel=\"nofollow noopener\" target=\"_blank\">reserve some gas<\/a> for the domestic market. <\/p>\n<p>Looking overseas<\/p>\n<p>Nations <a href=\"https:\/\/www.afr.com\/companies\/mining\/what-norway-s-3trn-wealth-fund-can-teach-australia-about-gas-taxes-20260416-p5zo9n\" rel=\"nofollow noopener\" target=\"_blank\">such as Norway<\/a> tax their natural resource exports much more robustly. <\/p>\n<p>The Norwegian government applies two taxes to petroleum profits \u2013 a 22% company tax and a 56% special petroleum tax \u2013 which mean companies are taxed on roughly 78% of their profits. Its taxation rules are stricter and more standardised, meaning companies have less scope to carry forward large deductions. The funds raised go to the Government Pension Fund Global, previously known as the <a href=\"https:\/\/www.nordicpolicycentre.org.au\/norway_sovereign_wealth_fund\" rel=\"nofollow noopener\" target=\"_blank\">Petroleum Fund of Norway<\/a>, now worth more than <a href=\"https:\/\/www.afr.com\/companies\/mining\/what-norway-s-3trn-wealth-fund-can-teach-australia-about-gas-taxes-20260416-p5zo9n\" rel=\"nofollow noopener\" target=\"_blank\">$3 trillion<\/a>. The fund was  established in 1990 to <a href=\"https:\/\/www.nbim.no\/en\/about-us\/about-the-fund\/\" rel=\"nofollow noopener\" target=\"_blank\">shield the economy<\/a> from oil industry volatility.<\/p>\n<p>Gas giant <a href=\"https:\/\/australiainstitute.org.au\/wp-content\/uploads\/2026\/01\/P1816-Government-revenue-from-LNG-Qatar-vs-Aus-Web.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Qatar<\/a> also has a high-taxation system giving it a large share of oil and gas profits. Qatar <a href=\"https:\/\/bioplasticsnews.com\/2026\/03\/11\/qatars-superior-redistribution-framework\/\" rel=\"nofollow noopener\" target=\"_blank\">uses these funds<\/a> to subsidise health care, education and public infrastructure.<\/p>\n<p>Even countries with limited domestic energy resources use these taxes. In 1978, Japan <a href=\"https:\/\/australiainstitute.org.au\/post\/japanese-government-collects-more-tax-from-australian-gas-than-australian-government\/\" rel=\"nofollow noopener\" target=\"_blank\">introduced a tax<\/a> on oil and gas imports. This tax generates significant revenue, raising roughly $8 billion in 2025 alone. <\/p>\n<p>In March, a proposal to introduce a 25% gas tax was defeated in the Australian Senate. But advocates <a href=\"https:\/\/www.afr.com\/politics\/federal\/labor-mps-agitate-for-tax-hit-on-gas-exporters-20260413-p5zni1\" rel=\"nofollow noopener\" target=\"_blank\">aren\u2019t giving up<\/a>. They point to <a href=\"https:\/\/australiainstitute.org.au\/post\/australians-want-nothing-more-than-a-fair-return-for-their-gas-submission-to-senate-inquiry\/\" rel=\"nofollow noopener\" target=\"_blank\">high public support<\/a> amid <a href=\"https:\/\/www.abc.net.au\/news\/2026-04-21\/gas-tax-debate-heats-up-ahead-of-budget\/106585424\" rel=\"nofollow noopener\" target=\"_blank\">soaring energy prices<\/a>. <\/p>\n<p>      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/more-australian-lng-to-singapore-flagged-as-albanese-looks-to-strengthen-oil-supply-chain-280260\" rel=\"nofollow noopener\" target=\"_blank\">More Australian LNG to Singapore flagged as Albanese looks to strengthen oil supply chain<\/a><\/p>\n<p>Why tax gas exports?<\/p>\n<p>A 25% tax on gas exports would be applied as a flat tax on the value of gas exports, rather than the profits gas companies make from those exports. It\u2019s similar to a royalty, but instead would be calculated as a percentage of the exported product.<\/p>\n<p>This approach <a href=\"https:\/\/australiainstitute.org.au\/post\/how-a-gas-export-tax-could-transform-australia\/\" rel=\"nofollow noopener\" target=\"_blank\">would simplify<\/a> the tax system and could not be minimised in the same way as the Petroleum Resource Rent Tax and company tax.<\/p>\n<p>An exports tax would also raise significant public revenue, estimated at <a href=\"https:\/\/australiainstitute.org.au\/post\/australians-want-nothing-more-than-a-fair-return-for-their-gas-submission-to-senate-inquiry\/\" rel=\"nofollow noopener\" target=\"_blank\">$17 billion<\/a> annually. That\u2019s enough to provide free childcare or tertiary education for Australians. The revenue could also help reduce government debt, which reached a record <a href=\"https:\/\/ipa.org.au\/publications-ipa\/media-releases\/total-australian-government-debt-smashes-past-1-6-trillion\" rel=\"nofollow noopener\" target=\"_blank\">$1.6 trillion<\/a> in 2025.<\/p>\n<p>Backers argue the tax would boost domestic <a href=\"https:\/\/www.nationalreview.com\/2026\/04\/australia-and-new-zealands-self-inflicted-fuel-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">gas supply<\/a>, as it would encourage producers to avoid the tax by <a href=\"https:\/\/www.climatecouncil.org.au\/resources\/submission-select-committee-on-the-taxation-of-gas-resources\/#:%7E:text=In%20short%20*%20A%20gas%20exports%20tax,cut%20costs%20for%20Australian%20households%20and%20businesses\" rel=\"nofollow noopener\" target=\"_blank\">selling more<\/a> gas locally. This could help lower domestic energy prices, an <a href=\"https:\/\/www.abc.net.au\/news\/2026-03-25\/australians-struggling-food-insecurity-iran-war\/106459392\" rel=\"nofollow noopener\" target=\"_blank\">urgent concern<\/a> for many businesses and households.<\/p>\n<p>      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/why-middle-east-gas-field-attacks-could-send-energy-prices-soaring-278777\" rel=\"nofollow noopener\" target=\"_blank\">Why Middle East gas field attacks could send energy prices soaring<\/a><\/p>\n<p>What are the downsides?<\/p>\n<p>Critics argue the tax <a href=\"https:\/\/michaelwest.com.au\/gas-giants-and-coalition-harden-line-against-export-tax\/#:%7E:text=April%201%2C%202026%2016:32,Tax%20levied%20on%20super%20profits\" rel=\"nofollow noopener\" target=\"_blank\">would discourage<\/a> companies from investing in new gas projects, which could reduce gas availability and affect regional jobs.<\/p>\n<p>Opponents also claim the tax <a href=\"https:\/\/www.bca.com.au\/our-insights\/opinion-articles\/a-new-gas-tax-would-worsen-australias-supply-problem\/#:%7E:text=This%20opinion%20article%20by%20Business,gas%20used%20in%20125%2C000%20homes\" rel=\"nofollow noopener\" target=\"_blank\">would undermine<\/a> Australia\u2019s reputation as a stable and predictable country to invest in.<\/p>\n<p>Another concern is a 25% tax could make Australia less competitive in global energy markets, particularly compared to lower-cost producers such as Qatar.
